A.4 Discuss and take appropriate action on the recommendation of candidates to Town Council. Board Member Graham made a motion to have Steven Kohs, Steve Skeen and J.D. Stotts reappointed to the Parks and Recreation Board. Seconded by Board Member Gregory. Motion passes unanimously, with Board Member Kohs, Skeen and Stotts abstaining. Board Member Graham made a motion to have Sally Ridgway appointed to the Parks and Recreation Board. Seconded by Board Member Glaser. Seconded by Board Member Gregory. Motion passes unanimously. A.6 Discuss the 07/08 Parks and Recreation revenue budget. Director Adams explained the Parks and Recreation 07/08 revenue budget. The Board discussed the budget. A.7 Kathleen Wilson to make a presentation to Park Board concerning the creation of a Dog Park in the community. Kathleen Wilson made a presentation concerning the creation of a Dog Park in the community. Board Member Skeen stated that it should stay on the Boards items for future agendas list. A.8 Discuss Trophy Club Park operations. Director Adams spoke on future Trophy Club Park operations with the Board. He stated that he will be meeting with Mark Lamb and the sub -committee to talk about the parks operation course of action. Presentation by Dave Vilbig concerning the airfield at Trophy Club Park. A.9 Discuss current and future park operations. Director Adams explained that he had asked Carter & Burgess to revise their initial park master plan to include a needs assessment and various components relating to the Town's existing parks, and that these be compiled together to form a comprehensive park plan and that the plan would be paid by the developer. He further explained how this would provide a road map for the Town concerning all future park development. ('C&1311) to perform the following Services: Carter & Burgess, Inc. will provide professional planning and landscape architectural services for the Town of Trophy Club (The Town) for preparation of a Parks, Recreation, and Open Space Master Plan and design services for two (2) park sites, the Northwest Park and Northeast Park. The scope of work will be performed in three (3) phases with Phase I including the Inventory/Market Analysis, Phase II the Parks, Recreation, and Open Space Master Plan, and Phase III Basic Design Services for the two (2) park sites. As additional expertise for the needs assessment involved in Phase I, Carter & Burgess will retain the services of National Service Research (NSR) as a subconsultant. This scope of services is based upon meetings with Town staff on August 6, 2005. SCOPE OF SERVICES: A. PHASE I — INVENTORY AND MARKET ANALYSIS Base Map Preparation The Town will provide the latest computer-generated base map information to Carter & Burgess for use as an existing conditions base map. This base map will 'illustrate information such as park sites, school sites, streets, buildings, topography, drainage corridors, vegetation, Town limits, etc, If additional information is needed, it will be provided by the Town in a format that has been coordinated with Carter & Burgess. 2. Inventory i Supply Analysis a. Carter & Burgess and NSR will meet with Town staff and the Task Force Advisory Committee to outline the project, the schedule, and the team effort between Carter & Burgess and Town staff. This meeting will also serve to confirm the overall goals and objectives for the Parks, Recreation, and Open Space Master Plan and to identify recreation issues and methodology for a citizen survey. Information to be provided by the Town will include: • Public parks, and list of amenities within the park • Public parks as provided by other agencies • School sites, and list of amenities at each site • Natural, cultural, and historic areas within the Town • Land considered for possible parks or open space C.- Utilizing the inventory information provided by the Town, Carter & Burgess will perform a townwide facility tour of existing park resources throughout the Town of Trophy Club. I Population Evaluation The Town will provide the Carter & Burgess the most current information pertaining to the populationldemographic characteristics of the community, The Town will provide the latest projections for growth, distribution and changes within Trophy Club, The Town will also provide information, but no mapping or detailed analysis will be performed. Standards Analysis Carter & Burgess will establish standards for the following: a. Define park classifications and acreage guidelines which apply to Trophy Club. b. Define facility standards to meet the future needs of the community. 5. Demand Analysis and Needs Assessment Based upon the recreational issues identified with Town staff and the Task Force Advisory Committee, NSR will design a concise survey instrument. The final survey will be approved and distributed by the Town by either random mailings or households, or by selected hand distribution throughout the community. b. Carter & Burgess will meet with Town staff and the Task Force Advisory Committee to present findings of the citizen survey and a summary of the inventory and market analysis. PHASE II — PARKS, RECREATION, AND OPEN SPACE MASTER PLAN Priority flanking Analysis Based upon the citizen survey findings, focus group session, Town staff input, Task Force Advisory Committee input, and Park Board input, Carter & Burgess will prepare a priority ranking for park needs throughout the community. The following steps will be included: 1 } From needs assessment results, prepare a priority ranking point system and matrix. 2] Complete the priority ranking matrix based upon needs assessment results and other sources of input received. 022529215-PSA06 Page 2 of 8 2. Priority Ranking Analysis a. Based upon the priority ranking results, prepare a Five Year Action Plan to establish a definitive direction for parks and recreation facilities throughout the Town. The following steps will be included: 1) Recommendations for acquisition of parkland to meet future needs. 2) Recommendations for park improvements by location, budget, potential funding source, and timeline for implementation. 3) Prepare a conceptual graphic depicting proposed locations for the overall Five Year Action Plan recommendations. 3. Preliminary Master Plan a. Carter & Burgess will prepare the Master Plan to comply with the Texas Recreation and Parks Account Program Procedural Guide as published by the Texas Parks & Wildlife Department (TPWD). b. Preparation of the Preliminary Master Plan will include.- 1) nclude:1) Preparing the body of text outlining the overall process and findings of the master plan. 2) Preparing a conceptual Master Plan graphic depicting items outlined within the Fiver Year Action Plan_ 3) Submittal of one (1) unbound black and white copy of the Preliminary Master Plan report for Town review and comments. 4) Presenting the Preliminary Master Plan to Town staff, Park Board and Task Force Advisory Committee In a joint work session. 4. Final Master Plan 2. Carter & Burgess will prepare the Master Plan to comply with the Texas Recreation and Parks Account Program Procedural Guide as published by the Texas Parks & Wildlife Department (TPWD). 1) Town Council resolution adopting the Master Plan. 2) Preparation of the final narrative including graphs, charts, and recommendations for the Master Plan. 3) Preparation of the final color Master Plan exhibit in large format for the Town to use in public display. 4) Submittal of fifteen (15) bound copies and one (1) unbound copy of the Final Master Pian document. 5) Presentation of the Final Master Pian to the Town Council. 6) All maps and graphics depicting the parks, recreation, and open space elements will be provided to the Town In an electronic format (jpg, of or pdf) supplied on compact disks. 022529215.PSA06 Page 3 of 8 7) All text for the document will be provided to the Town on compact disk compatible with MS Word. C. PHASE ltl — DESIGN SERVICES FOR NORTHWEST PARK & NORTHEAST PARK Data Collection, Site Review & Final Program Based upon the Town provided information, Carter & Burgess will prepare existing conditions base maps for both of the community park sites. Carter & Burgess will also utilize existing aerial photography tiles in preparing the base maps. Carter & Burgess and Town representatives will walk each park site to evaluate the sites in terms of their existing park amenities, natural character, manmade features, terrain/slopes, roadwayslparking, drainage characteristics, vegetationitree coverage, pedestrian areaslaccess, service areas, and the potential redevelopment and new development areas. C. While in Trophy Club for Task A-3, Carter & Burgess will meet with Town representatives to discuss both of the park development programs, specifically defining the Town's goals and objectives for each park. A final program will be established as the basis for developing each of the conceptual master plans. Concept Altematives Based upon the final program list for each park, Carter & Burgess will prepare conceptual studies for the redevelopment and new development of the parks. The conceptual studies will address the relationship between existing elements and the potential new improvements within each park site. Carter & Burgess will attend two (2) meetings with Town representatives to present the conceptual studies for both community parks. During this meeting, a consensus will be agreed upon which meets the program requirements for each park, as set forth by the Town. C. Based upon the Town's comments and consensus plan for each community park, Carter & Burgess will prepare a conceptual master plan for Northwest Paris and Northeast Park. Final Park Plans Based upon the approved conceptual plan, Carter & Burgess will prepare one (1) Final Park Plan exhibit depicting the proposed development of the Parks. The Final Park Plans will be a color illustrative map for the Town to use in public presentations and generating community support for the plans. Carter & Burgess will prepare preliminary cost estimates for both of the Final Park Plans. C. Carter & Burgess team members will attend two (2) meetings with the Parks & Recreation Board and one (1) meeting with the Planning & Zoning Commission and the Town Council to present the Final Master Plans- 022529215.PSA06 Page 4 of 8 d. Carter & Burgess will provide the Final Paris Plans in electronic format, D. PROJECT SCHEDULE The Master Plan process to be completed within 90 days after Notice to Proceed is given to Carter & Burgess by the Town, contingent upon timely scheduling of meetings and reviews with the Town. E. ASSUMPTIONS The Town will provide as expeditiously as possible all base information that it currently has in its possession, necessary to complete the Scope of Services described herein. Should additional survey information be needed by Carter & Burgess, the Town will provide this information. ALL INFORMATION PROVIDED BY THE TOWN IS ASSUMED TO BE ACCURATE AND COMPLETE, unless indicated otherwise by the Town. Any information required to complete this Scope of Services that cannot be readily provided by the Town will remain the responsibility of the Town.
