TROPHY CLUB, TEXAS
The Planning and Zoning Commission met in Regular Session
August 19, 1985. The following officers and members were
presents

constituting a quorum, the meeting was called to order.
PRESENTATION: Mr. B.L. Nelson
Mr. Nelson is a Civil Engineer representing Independent
American. He reported on 4 proposed developments.
1. Mr. Nelson introduced four proposed projects. (See Exhibit
A )
2. Concerning zoning, he reported on two projects: The 6.9
acres of cluster housing located at Trophy Club Drive and
Indian Creek Drive, and Centre Club, (The Knoll), located
enclosed by holes of the new golf course. Both will require
the creation of special zoning ordinances of P.U.D.'s.
3. Mr. Nelson also submitted Westlake+s Ordinance 80 and R-2
Residential District Regulations and suggest their use as
models. (See Exhibit "B")
4. The two others are Trophy Club #14 and Trophy Club #15. P
& Z could use covenants and restrictions of #12 as a model
for #14 and #15. (See Exhibit "C").
P.U.D. PRESENTATION: Roger Brown
The Planned Unit Development evaluation sheet "Exhibit D",
listed the following catagories:
1. Plan Density Characteristics
2. Configuration Characteristics
3. Open/SpaceRecreation
4. Building Setbacks
S. Circulation
6. Restrictions
7. Site Design
The next meeting will be a work session on Monday August 26
at the Trophy Club Sales Office.
PRESENTATION BY FIRST BAPTIST CHURCH:
Mr. Dick Morey presented the following report to the
Commission:
1. Presented preliminary drawing of Church elevation.
2. Church currently owns 6 acres at Trophy Club Drive and
Trophy Lake Drive.
3. 4 Phases total.
4. 10,000 square foot building/Phase 1.
5. Total parking/ 300 spaces available.
6. Total square foot build -out is projected at 50,000.
7. Restated intention to approach Independent American about
swapping corners of this intersection. (See request, Exhibit
"Ell.
8. He is requesting that we make a decision on the zoning for
the land across the street.
9. Mr. Alexander pointed out that the Planning and Zoning
Commission cannot make a zoning decision on a tract unless
the owner makes application.
10. Lattie Woods of Independent American gave his view on Mr.
Morey's request. A commercially zoned tract, where the Church
is now located is $3.50 to $4.00 a square foot in value.
Special Residential zoning would be $1.00 a square foot. He
is in favor of a swap if he is guaranteed commercial zoning
on the Churches current site.
11. Because First Baptist Church may only apply for zoning on
its own corner, Mr. Morey asked that we designate the corner
across the street for Church use through Master Planning.
12. First Baptist Church officially makes this request and
also requests commercial zoning for its current tract.
13. Independent American requests commercial zoning for all
13 acres where the Church currently owns (6 acres) and the
adjacent tract running up to Hwy. 114.
14. This issue was tabled and will be discussed at the August
26th workshop.
I.B.M. PRESENTATION:
Mr. Ed Walts, of Strasburger and Price, gave the following
presentation:
1. Presented Zoning Oridnance and
zoning in a P.U.D. form on 55 acre
on Hwy. 114. (See Exhibit "F")
a request for commercial
tract controled by I.H.M.
2. Noted changes in Ordinances
- page 16; 1.9 a.s minimum yard required.
- page 17; 1.12-2 a. 4th line: restaurant/hotel use added.
3. Mr. Waits claims that there is land in between I.B.M.
tract and Trophy Plantations - 7.3 acres according to Mr.
Waits. Independent American stated that this was not correct,
I.B.M. land adjoins Trophy Plantations, according to Engineer
B. L. Nelson.
4. Bill Tynes asked Mr. Waits what kind of zoning I.B.M. has
with Southlake across Hwy. 114. Mr. Waltz stated that it was
heavy commerical zoning and not a P.U.D.
5. Bruce Benton requested that Mr. Waits provide the Planning
and Zoning Commission reproductions of the total I.B.M. plan
for the area. Mr. Waits promised to deliver copies as soon as
possible.
6. Planning and Zoning Commission voted to table the issue
until the August 26 workshop.
7. Mr. Waits stated that I.B.M.'s option is due 3 weeks from
tonight, (September 4th), and needs a decision as soon as
possible.
S. Mr. Alexander promised to respond to the City Council
immediately after the August 26 workshop.
Mayor Carter noted that a special Council meeting will be
held Tuesday August 27 to solely address Planning and Zoning
Commission issues.
CITIZENS ADVISORY COMMITTEES
Mr. Charles Goodin, Co -Chairman of the Committee reported on
the followings
1. See Exhibit "G" outlining the Citizens Advisory Committee
goals and introducing newly recruited members.
2. The new members and recommendations were approved by the
Planning and Zoning Commission.
BUILDING PERMIT PROCEDURESs
1. Bill Legrand, building inspector, was present to discuss
with the P & Z feasibility of doing work for the City
according to a "Building Permit Procedure". (See Exhibit "H")
2. Mr. Legrand presently does inspection work for the City of
Southlake.

4. Mr. Legrand has 30 years experience with the U.B.C.
5. Began inspection Department in Colleyville in 1972 and is
currently on the Colleyville Planning and Zoning Commission.
6. He has worked for Southlake since 1978.
7. Current volume is up to 65 units in a dayq 26 units is
average for a day.
S. Enforces all Uniform Building Code stipulations.
9. Suggested procedure:
He uses a two part tag system. He reports to a City Clerk
who handles notices. He answers all builder questions and
calls.
10. Charge: $5.00 per inspection.
11. He does all plan checks. This is included in the fee.
12. Time availability: From the morning time until 2:00 his
time is committed to Southlake. After 2:OOPM he could do the
work.
13. He is licensed by the State for Plumbing and Mechanical.
14. Builder Warranty Inspections: He has never done theseq
Mr. Legrand does not know if his inspection would satisfy
warranty needs. He will check on this.
15. Mr. Alexander asked Mr. Legrand to review the building
permit procedure and suggest any changes and additions.
16. Mr. Legrand was asked to return at a later meeting to
present comments.
17. Currently 150 houses come on line per year in Trophy
Club. With 14 inspections per house. This equates to 2,100
per year, 175 per month, or 58 per day.
18. Southlake's average fee is $700.00.
19. Mr. Legrand's employment was approved given the details
of the procedures and an agreement can be worked out at a
later date. This will be discussed at the August 26 workshop.
20. P & Z promised to send Mr. Legrand a copy of all building
ordinances pertaining to building permits.
SIGN ORDINANCE:
1. Bill Tynes referred to Addison and Highland Park as
models.
2. He will bring copies of these two to the next meeting when
it will be discussed in detail.
See Exhibit "I" as statement of current priorities.
RESIDENT CORRESPONDENCE
Mrs. Tracy Kunkel, 6 Muirfield Court, wrote a letter to the P
& Z concerning 4 proposed developments by Independent
American. Entered as Exhibit "J" as record of important
points made concerning these proposed developments.
VARIANCE REQUEST:
David Long, Builder, asked for a variance concerning lot 1421
in Section 11 at the corner of Indian Creek and Greenhill
Trail. The home is built 4 feet over setback requirement. He
claims that the reason for the error is that he was not aware
of the 10 foot easement along Sreenhiil Trail requiring a
total of a 35 foot set back (25 feet from easement). The
house is at 31 feet, 4 feet under the required 35 feet.
2. Variance is approved with the stipulation that this motion
is not intended to set a precedent, but serves only to
correct this specific error.
