TOWN OF TROPHY CLUB
TROPHY CLUB, TEXAS
The Planning and Zoning Commission of the Town of Trophy Club
met in Regular Session on September 16, 1985. The meeting was
held at the Municipal Utility District Building, within the
boundaries of the Town, and was open to the Public. The
following officers and members were present:

constituting a quorum, the meeting was called to order.
R-10 SINGLE-FAMILY RESIDENTIAL DISTRICT ORDINANCE
1. An updated draft from B.L. Nelson was reviewed.
2. Additional consideration needs to be given to height
limitations.
The following is a summary of the key points that will
make up the R-10 Ordinance:
1. Purpose.
2. Uses and Special Uses.
3. Height Limitations.
4. Area Restrictions.
S. Building Material Stipulations.
The Commission added the following requirements to the draft:
6. C.I.A. Deed Covenants and Restrictions where this
Ordinance is silent.
7. Street Ordinance.
8. Building Codes and Permit Inspections.
9. Site Design and Architectural Review.
10. Severability Clause.
11. plat Submission to the County.
12. Public Easements not addressed by C.I.A.
13. Conflict Clause; City given authority over any conflict
with C.I.A. stipulations.
The Commission plans to draft a recommendation to the City
Council at the next meeting.
SECTIONS 14 AND 15 REVIEWED
P.L. Nelson, Lattie Woods, and Roger Brown were in attendance
from Independent American.
1. Distance to golf course ( #1 green, and #2 tee box) was
questioned by Loren Alexander.
2. Clarification of 60 units. (See Exhibit
COMMERCIAL ZONING ORDINANCE
(I.B.M. Tract- 55 Acres) The City Council returned the
Ordinance for additional consideration of these points:
1. Buffering to residential areas.
2. Traffic circulation, to and from site.
3. Concrete parking requirements, not as strict as street
requirements.
4. Access to and from I.B.M. development via T.W. King Road
in relation to the 55 acre tract.
5. Height limitations.
6. Special use restriction on department and grocery store
uses is too strict. I.B.M. warts reconsideration on this
point.
HEIGHT LIMITATION REFINED AND CLARIFIED
30 feet or 3 stories from the highest buildable point; 690
feet above ocean sea level or 30 feet above 660 feet deemed
to be highest point.
BUFFERING
Standards should be set through site design review suggested
by Loren Alexander. Erwin England pointed out that I.B.M. is
seeking standards to go by. Mr. Alexander suggested that
I.B.M. submit some recommendations for our review so that the
Commission may establish some standards.
Mayor Carter suggested that a setback between commercial and
residential zoning be set. He also suggested a coverage ratio
should be set at a specific percentage for not .just building
square footage, (currently 60%) , but all improvements and
parking areas.
ACCESS ISSUE/T.W. KING ROAD
Input from I.P.M. is needed on this as well as the other 6
points suggected by the Council.
TRAFFIC CONSIDERATION
Subject to site design review due to unknown generators and
Hwy. 114 considerations.
CONCRETE PARKING STANDARDS
A parking lot surface standards ordinance needs to be
created. Mr. Aerstin will make a draft for the Commission to
review.
SPECIAL -USE RESTRICTION
The Commission voted to stay with special -use requirements on
department or grocery stores.
SPECIAL RESIDENTIAL ORDINANCE
P.L. Nelson and Daniel Porth presenting.
Review and consideration of regulations to be implemented
into a G.U.D. Ordinance with the following criteria added:
(See Exhibit "B"). Same as R-10.
ISSUES RAISED AND DISCUSSED
1. Impact on recreational uses and open spaces was brought up
by Mr. Reuss. R.L. Nelson suggested a pool be included within
the development as .a remedy.
2. Street construction standards and private vs. public.
3. Security gate. Open vs. closed community.
The motion was made byBillTynes for a "blanket" R-10 Zoning
for all of Trophy Club as a temporary stop -gap measure. The
motion failed with Mr. Tynes and Reuss voting in favor and
Mr. Penton, Aerstin, and England against.
FIRST BAPTIST CHURCH
Presentation by Dick Morey;
1. Church requests that 11.8 acres (See Exhibit "D"), be
designated for Church use under a Special Use Ordinance R-10.
(See Exhibit "C).
2. Church also jointly requests along with Independent
American commercial zoning on the 13 acres fronting Trophy
Lake Drive and Hwy. 114. This is the same Commercial P.U.D.
as the 55 acre I.P.M. Tract. (See Exhibit "E").
Bruce Penton made this motion as stated above, Erwin England
seconded, motion passes 2 votes to 1, with Mr. Reuss
desenting. Mr. Aerstin and Mr. Tynes affirmative, Mr. Berton
and Erwin England abstain.
BUILDING PERMIT REVIEW PROCEDURE
Mr. LeOrand reviewed the procedure proposal and offered these
comments:
1. Stated that our proposal on procedure would not be
approriate or best for the City.
2. The motion was made and approved that Mr. Legrand's
suggestions and amendments to our proposed procedure be
approved and the recommendation of his employment be made to
the City Council. The Plan Check review is the only area
the Commission suggests the Council further address. (See
Exhibit "F". Exhibit "F" not included in these minutes, but
given to Mayor Carter for Council consideration.
NEXT MEETING
The next meeting will be held September 23 at the M.U.D.
Building.
BUS TOUR
Independent American has offered a bus tour of land -uses. The
date will be announced.
