COUNTY OF DENTON
The Planning and Zoning Commission of the Town of Trophy Club met in Regular
Session on Monday, January 19th, 1987 at 7:00 P.M. at the Municipal Utility
District Building, 100 Water Plant Road, Trophy Club, Texas 76262. The
meeting was held within the town boundaries and was open to the public.

Chairman, Bill Tynes, called the meeting to order at 7:07 P.M.
PRESENTATION BY RON ADAMS: UNITED METHODIST CHURCH IN ROANOKE
Ron Adams questioned the Commission as to who he needed to speak to about
resolving the problems. Mr. Adams wants to set up a program that everyone
could work with. Mr. Adams also pointed out the importance of the church
to the community and how the church would provide for the City. Mr. Adams
wanted to know how they could approach the problems.
Chairman, Bill Tynes, stated that the east parking lot of the church had
already been poured and it looked as though they had already started
construction on the church. Chairman Tynes did not see how the church could
comply.
John Carter,resident of 2 Round Rock Court, asked the P & Z Commission
to deny access to the church from Village West area. Mr. Carter is concerned
about the young children in this area because of the traffic problems.
P & Z Member Clinkenbeard stated to .the -Commission that if they allowed
access to one how could they turn anyone else down in the future.
P & Z Member Kemp made a motion to reconsider Ordinance to designating
and declaring Monterey & Durango Drive as dead end streets. P & Z Member
Booker seconded the motion.
Brenda Ward, resident of 20 Chimney Rock Drive, asked the P & Z Commission
to deny access to the church from Village West. Mrs. Ward stated that there
was parking on Monterey & Sonora Drive on Sundays. Mrs. Ward stated that she
was concerned with the amount of parking spaces and also concerned about the
children in the area because of the heavy traffic situation.
Carol Nolte, resident of 226 Oakmont Drive, stated that people who live on
Monterey Drive will not be able to park in front of their own homes on Sunday.

Bill Tynes, Chairman of P & Z'called for a vote on the motion that had been
made by Member Kemp to reconsider Ordinance declaring and designating Monterey
and Durango Drive dead end streets. Members Kemp and Booker voted in favor of
reconsidering Ordinance. Members Clinkenbeard, Hamper, Reuss and Goodin were
opposed to reconsidering ORDINANCE.
Chairman, Bill Tynes, notified Mr. Adams that the Ordinance would be sent on
to the City Council for consideration.
VARIANCE TO SIGN ORDINANCE FOR SOUTHERN CLASSICAL HOMES
The Planning and Zoning Commission did not receive the materials for the variance
72 hours in advance. P & Z Member Kemp made a motion to consider variance even
though they had not received material. P & Z Member Hamper seconded the motion.
Motion passed with 5 members in favor and 1 opposed. P & Z Member Reuss was
opposed. Variances to Sign Ordinance were as follows:
A Visitor Center Sign to be erected in front of the model home. This sign measures
3' tall by 5' wide, will be supported by columns on both sides and decoratively
landscaped.P & Z Member Kemp made a motion to approve the variance for a time
period of 1 year. P & Z Member Clinkenbeard seconded the motion. Motion carried
unanimously.
A helium filled balloon, 7' in diameter, to be flown 100' above the model home
between the hours of 10 a.m. and dusk on Saturdays and from 12 noon to dusk on
Sundays, weather permitting. P & Z Member Clinkenbeard made a motion to deny
this variance. Reuss seconded the motion. Motion carried unanimously.
A total of four 18" by 24" directional signs to be located two each at the
intersections of Trophy Lake Drive and Village Trail and at Village Trail and
Cimmarron between the hours same hours as listed in the above item. P & Z
Member Reuss made the motion to grant variance with the following amendments:
A map showing location of signs, a letter from the property owners giving
approval to place signs on that property and signs to be put up between 1 p.m.
and 5 p.m. P & Z Member Kemp seconded the motion. P & Z Commission granted the
variance with a vote of 5 in favor and 1 opposed. P & Z Member Clinkenbeard
was opposed.
An extension of the Open House sign hours to the same hours as listed in item
2 above. P & Z Member Reuss made a motion to deny this variance. P & Z Member
Clinkenbeard seconded the motion. P & Z Commission denied the variance with a
vote of 5 in favor to deny variance and 1 opposed. P & Z Member Kemp was opposed.
ADJOURN
P & Z Member Hamper made a motion to adjourn the meeting. P & Z Member Goodin
seconded the motion. Motion carried unanimously.
