Minutes P&Z 01/05/1987MINUTES OF REGULAR MEETING PLANNING AND ZONING COMMISSION TROPHY CLUB, TEXAS THE STATE OF TEXAS ) ) COUNTY OF DENTON ) The Planning and Zoning Commission of the Town of Trophy Club met in Regular Session on Monday, January 5th, 1987 at 7:00 p.m. at the Municipal Utility District Building, 100 Water Plant Road, Trophy Club, Texas 76262. The meeting was open to the public and held within the boundaries of the Town. Bill Tynes Pete Reuss Ralph Kemp Jan Clinkenbeard Charles Goodin Mike Hamper Vance Booker Also present were: Dan Boutwell Fred Evans CALL TO ORDER Chairman P & Z Member P & Z Member P & Z Member P & Z Member P & Z Member P & Z Member City Planner Carter & Burgess Chairman Bill Tynes called the meeting to order at 7:05 P.M. CONSIDERATION OF VARIANCES TO THE FENCE ORDINANCE Terry Raney, fence contractor; ask the commission to allow him to put up an 8 ft. fence instead of 6 ft. fence inside the property line of 7 Pin Oak Court. Commissioner Kemp made a motion to allow the 8 ft. fence along the property line or where the 6 ft. existing fence is located now. Commissioner Hamper seconded the motion. Motion carried unanimously. Mr. Metroka, homeowner, of 1 Pin Oak Court asked the Commission to allow him to put,up a 3 ft. retaining wall with a 6 ft. stockade fence on top of retaining wall. Mr. Metroka also presented a letter with,the homeowner on both side,signatures allowing him to put up the retaining wall with the 6 ft. stockade fence on top of the retaining wall. Commissioner Hamper made a motion to approve the variance to the fence ordinance. Commissioner Ruess seconded the motion. Motion carried 5 to 1 with Commissioner Clinkenbeard opposing. COMMISSION TO CONSIDER ORDINANCE AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS DESIGNATING AND DECLARING CERTAIN PUBLIC STREETS WITHIN THE TOWN, MONTEREY DRIVE AND DURANGO DRIVE, AS NO OUTLET OR DEAD END STREETS; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A PENALTY NOT TO EXCEED THE SUM OF TWO HUNDRED DOLLARS ($200.00) FOR EACH OFFENSE AND A SEPARATE OFFENSE SHALL BE DEEMED COMMITTED EACH DAY DURING OR ON WHICH A VIOLATION OCCURS OR CONTINUES; PROVIDING AN EFFECTIVE DATE. Commissioner Kemp made a motion to adopt the Ordinance as written with an ammend- ment to add immovable barriers ta'Che Ordinance. Commissioner.Clinkenbeard seconded the motion. Motion carried unanimously. PAGE 2 -MINUTES OF REGULAR MEETING JANUARY 5TH, 1987 PRESENTATION BY DAN BOUTWELL ON REVIEW OF FINAL PLAT PLAN FOR SECTION 13. Dan Boutwell told the Planning and Zoning Commission that the engineering plans as submitted appear to be in compliance with good engineering practice. Mr. Boutwell did have some general comments regarding Perimeter screening, Building setback lines, and Notes: regarding easements. Fred Evans with Carter & Burgess was provided with a list of requirements that would be necessary to receive approval for Plat Plan of Section 13. No action was taken by the Planning and Zoning Commission. UPDATE FROM PLAN REVIEW COMMITTEE Chairman of Plan Review Committee, Jan Clinkenbeard, reported to the Planning and Zoning Commission that the Plan Review Committee would like the Planning and Zoning Commission to make some changes to the Fence Ordinance. Mrs. Clinkenbeard also reported that the Plan Review Committee had approved a motion to not review plans that are incomplete or in error with the exception of new builders that had never come before the Plan Review Committee. ADJOURN Commissioner Hamper made a motion to adjourn. Reuss seconded the motion. Motion carried unanimously. Chairman Recording Secretary
