Minutes P&Z 10/12/1987 - Joint Public HearingMINUTES OF PUBLIC HEARING TOWN OF TROPHY CLUB TROPHY CLUB, TEXAS YY,i�.�Y4�i] at1��1 ielry COUNTY OF DENTON The Town Council and Planning and Zoning Commission of the Town of Trophy Club held a Public Hearing on the Comprehensive Zoning Map at the Municipal Utility District Building, 100 Municipal Drive, Trophy Club, Texas at 7:00 P.M. on October 12th, 1987. The Hearing was held within the Town boundaries and was open to the public. INVOCATION Council Member Vance gave the Invocation. PLEDGE OF ALLEGIANCE Marshal Nolte led in the Pledge of Allegiance. PUBLIC HEARING: COMPREHENSIVE ZONING MAP Dan Boutwell with Freese and Nichols, Planner for the Town of Trophy Club, explained that the Zoning Map reflects the Comprehensive Plan. There are three residential zoning districts that have.been adopted through the Comprehensive Zoning Ordinance. These three districts are R-12, R-10 and R-7.5. A Planned Development District allows flexibility in the plan. All presently platted areas of the Town have been adopted in the Comprehensive Zoning Ordinance which provides zoning districts for each platted area. Other zoning districts the Ordinance adopts are Commercial General, Commercial Recreational, Governmental Use, Historical and Special Permit. MINUTES OF PUBLIC HEARING 10-12-87 PAGE 2 PUBLIC HEARING: COMPREHENSIVE ZONING MAP (CONTINUED) John Hill with Hutchison, Price, Boyle & Brooks Law Firm, Town Attorney, recommended .to_=the Tom not to label areas as Planned Development District without an Ordinance for the proposed Planned Developments. Mr. Hill recommended that the Town zone all existing platted areas of the Town and consider the rest at the November 9th, 1987 Public Hearing. Chairman of Planning and Zoning, Mike Hamper stated that he felt all the developers should be given the same consideration. Gibraltar, Bass, Sunbelt, Nelson and Independent American are all developers that have approached the Planning and Zoning Commission with Conceptual submittals. Independent Americans' 991 acres cannot be zoned at this meeting, it will be considered on the November 9th, 1987 continuation of the Public Hearing held October 5th, 1987. Mayor Carter asked if there was anyone in the audience that would like to speak at this time. The residents who spoke are listed below and the tapes of the meeting are available for review at the Town Offices. Ed Hayden 210 Oakmont Drive Cotton Moore 4 Greenbriar Court Kerry Ellen Elliott 7 Crickett Court Commissioner Kemp made a motion to zone all existing platted areas of the Town, all Commercial property (General and Recreational), First Baptist Church and Lakeview Elementary School zoned as R-12, and the Knoll zoned as R-12. Commissioner Paige seconded the motion. Motion was approved with 5 vote in favor of the motion. Commissioner Schaaf abstained. Commissioner Kardish seconded the motion. Motion was passed with 5 vote in favor of the motion. Commissioner Schaaf abstained. Council Member Vance made a motion to approve Planning and Zoning Commission recommendation on zoning map. Council Member Kunkel seconded the motion. Motion carried unanimously. Council Member Vance made a motion to continue the Public Hearing to November 9th, 1987 at 7:00 P.M. Mayor Pro Tem Martignago seconded the motion. Motion carried unanimously. Commissioner Kemp made a motion to adjourn the Public hearing. Commissioner Schaaf seconded the motion. Motion carried unanimously.
