The Town Council and Planning and Zoning Cbmmission met for a Joint Public
Hearing on Monday, May 23rd, 1988 at 7:00 P.M. The meeting was held at the
Municipal Utility District Building, 100 Municipal Drive, Trophy Club, Texas.
The meeting was held within the Town boundaries and was open to the Public.

Mayor Carter called the meeting to order at 7:05 P.M. noting a quorum was present
with Town Council and Planning and Zoning Commission.

Mayor Pro Tem Vance gave the invocation.

Town Marshal Nolte led in the Pledge of Allegiance.

A PUBLIC HEARING AND CONSIDER POSSIBLE ACTION ON THE ZONING OF CERTAIN TRACTS
OF LAND LOCATED WITHIN THE TOWN BOUNDARIES AND OWNED BY THE FOLLOWING DEVELOPERS:
A) BASS LAND COMPANY & SUNBELT SERVICE CORPORATION
STONEGATE ADDITION-- 195.138 ACRES - PLANNED DEVELOPMENT
B) BASS LAND COMPANY & SUNBELT SERVICE CORPORATION
STONEGATE EAST - 6.569 ACRES - PLANNED DEVELOPMENT

THESE TRACTS OF LAND ARE BEING CONSIDERED AS PLANNED DEVELOPMENT DISTRICTS
BUT ARE SUBJECT TO ANY OTHER ZONING DISTRICT CLASSIFICATION AS STATED IN THE
TOWN COMPREHENSIVE ZONING ORDINANCE.
At this time, Mayor Carter turned the meeting over to Mike Hamper, Chairman of
the Planning and Zoning Commission.
Chairman Hamper stated there were three (__3)_ P1a_nned.Development.z_oning requests
on three tracts of land by Bass Land Company and Sunbelt Service Corporation.
These tracts of land are called Stonegate Addition,:Stonegate East and Trophy,
Club Centre. The developers have requested that Trophy Club Centre be considered
at a later date. The Planning and Zoning Commission has met on three seperate
occasions March 3rd, 1988, March 21st, 1988 and April 25th, 1988 in extensive
Workshops for the purpose of -trying to resolve any'issues-there iso controversy
on. Each Workshop the Planning and Zoning Commission has tried to make their
position clear and state the objectives. At each meeting the Commission has told
the developer they intend to follow the Goals and Objectives and stick to the
Comprehensive Master Plan and adhere to the Comprehensive Zoning Ordinance and all:!
other Ordinances. At the last Workshop Meeting held April 25th, 1988 the Planning
and Zoning Commission gave specific comments and objections on each zoning proposal.
These comments and objections were as follows:
Stonegate Addition
The density will not exceed three (3) units per acre.
Buffering lots abutting Roanoke can be 7,500 square feet but limited to those
areas only.
The minimum house size will be 1,800 square feet.
The minimum house size in comparison to lot size should conform with the minimum
houses sizes set out in the Comprehensive Zoning Ordinance.
'Chis property should be covered by Deed Restrictions.
Objected to drainage ditch through the property.
Needs to provide a detailed schedule of development.
Stoneqate East
Certain perimeter fencing to help screen between the Tennis Courts and the proposed
development.
Fencing on Trophy Club Drive.
This property should be covered by Deed Restrictions.
The minimum house size will be 1,800 square feet. Two-story homes to have a minimum
of 2,250 square feet.
Wording in deed restrictions to limit the number of elevations of houses so that
every home does not look alike.
No front facing garages.
Trophy Club Centre
Objected to almost everything in the application and proposal.
Low profile and residential in nature.
Asked the developer to go back to the drawing board.
Part.of the proposal should be residential.
At the April 25th, 1988 Workshop Meeting the Commission indicated that this proposal
needed to be brought down to a final point.

Jim Schell, representative of Bass & Sunbelt, requested that the Joint Public
Hearing be continued on Trophy Club Centre (26.045 acre tract of land).
Bruce Prine, Vice -President of Bass Land Company, introduced Pat Adkins of
Don Tipton Engineering Firm and -turned the presentation over to him.
Pat Adkins made a presentation on Stonegate Addition and Stonegate East Addition
to the Council, Commission and Public.
At this time, Mayor"Carter-askedfor the Public to give their input..

Dan Boutwell, Town Planner, made a presentation on his fourth review of Stonegate
Addition and Stonegate East.Addition. The basic areas of conflict were as follows:
Stonegate Addition
Density - too high.
Development Schedule - more specific on time frame and specific areas to be developed
first.
Square Footage of House Size - too small.
Rear Setback - proposing 15 feet instead of 20 feet.
Open Space - recommended the land be platted with a drainage easement and each
homeowner be responsible for maintaining property.
Moderate Density - proposing more then five contiguous acres.
Stonegate East
Rear Setback - proposing 15 feet instead of 25 feet established in R-7.5 Zoning
District.
Square Footage of House Size - too small.
Park Dedication requirements - financial contribution in place of park land.
Mayor Carter asked if there were any more Public comments on the proposals.

Comments against the proposal were made by the following citizens:

No comments in favor of the zoning proposal were made by citizens.
Pat Adkins replied to the citizens comments by stating the developers are
interested in accomplishing what the Town is looking for. The developers also
have to consider existing conditions which surround the property and they feel
their plan is compatible and upscale from the existing conditions. The developers
feel they have exceeded the Towns goals.
TOWN COUNCIL AND PLANNING AND ZONING COMMISSION TO CONSIDER ACTION AND/QRR
CONTINUATION OF PUBLIC HEARING ON THE PROPOSED PLANNED DEVELOPMENT ZONING
Commission Schaaf made a motion to continue the Public Hearing on Trophy
Club Centre - 26.045 acre tract until Monday, September 12th, 1988 at 7:00 P.M.
Commissioner Kemp seconded the motion. Motion carried unanimously.
Mayor Pro Tem Vance made a motion to continue the Public Hearing on Trophy
Club Centre - 26.045 acre tract until Monday, September 12th, 1988 at 7:00 P.M.
Council Member Doran seconded the motion. Motion carried unanimously.
Commission Schaaf made a motion to deny Planned Development zoning request on
Stonegate Addition and Stonegate East. Commissioner Booker seconded the motion.
Commissioner Kemp made a motion to amend the original motion to include a
recommendation to the Council that both tracts of land be zoned R-12. Commissioners
Schaaf and Booker accepted the amendment. The original motion and amendment
carried unanimously.
Commissioner Paige made a motion to adjourn the Public Hearing. Commissioner
Kemp seconded the motion. Motion carried unanimously.
Mayor Pro Tem Vance made a motion to except Planning and Zoning rejection of
Planned Development zoning for Stonegate East and Stonegate Addition and zone
Stonegate Addition as R-12 and Stonegate East as R-7.5. Council Member Martignago
seconded the motion. The motion failed with Council Members Doran, Hallgren and
Martignago opposed and Mayor Pro Tem Vance in favor of the motion.
Council Member Martignago made a motion to deny Planned Development zoning on
Stonegate Addition and .Stonegate-East and zone both tracts of land R-12.
Council Member Doran seconded the motion. The motion carried with Council Members
Doran, Hallgren and Martignago in favor of the motion and Mayor Pro Tem Vance
opposing the motion.
Council Member Martignago made a motion to adjourn the Public Hearing. Council
Member Vance seconded the motion. Motion carried unanimously.
