Minutes P&Z 02/16/1989 - Joint WorkshopMINUTES OF WORKSHOP MEETING PLANNING AND ZONING COMMISSION TROPHY CLUB, TEXAS STATE OF TEXAS COUNTY OF DENTON The Planning and Zoning Commission for the Town of Trophy Club met in Workshop Session on Thursday, February 16th, 1989 at 7;00 P. M. The meeting was held at the Municipal Utility District Building, 100 Municipal Drive, Trophy Club, Texas. The meeting was held within the Town boundaries and was open to the Public. Mike Hamper Chairman Vance Booker Co -Chairman Janet Kardish Commissioner Dale Hiestand Commissioner Kerry Ellen Elliott Commissioner Absent were: Commissioner Paige and Schaaf. Town Council did not have a quorum present. Also present were: Aldo Martignago Marilyn Hallgren George Doran JoAnn Parkman Dan Boutwell John Hill Donna Welsh Jill Fiasconaro CALL TO ORDER Chairman Hamper noting a quorum Commission. M. present with the Planning and Zoning PRESENTATION BY TU ELECTRIC ON PROPOSED AMENDMENTS TO THE SUBDIVISION REGULATIONS JoAnn Parkman with TU Electric stated that there are two major objections to the proposed amendments to the Subdivision Regulations: Undergrounding Transformers and Undergrounding feeder lines from the Sub Station to the Sub Division. Undergrounding transformers and feeder lines would cause deterioration and digging problems. The cost of undergrounding in comparison to overhead lines would be approximately forty dollars a foot more. Page 2 Minutes 2/16/89 PLANNING AND ZONING COMMISSION TO REVIEW AND DISCUSS PROPOSED AMENDMENTS TO THE SUBDIVISION REGULATIONS The general consensus of the Planning and Zoning Commission is to allow above ground transformers, if TU Electric will agree to using the most modern and up to date equipment. The transformers are to be no larger than 24 inches by 30 inches. The Commission also agreed to limit utility lines in the front yard easements to water and sewer and to locate all other utility lines to the rear yard easement. The Commission asked Dan Boutwell, Town Planner, to revise the Subdivision Regulations and include changes discussed and agreed upon in the Workshop Meeting. Once revised, the Subdivision Regulations will be forwarded to John Hill, Town Attorney, and TU Electric for their review. The Commission asked that this be done prior to March 2nd, 1989. TU Electric indicated they have no intention to build transmission lines into or across the Town limits of Trophy Club. It was agreed there was no need to address this issue in the Ordinance. It was suggested and TU Electric also agreed to confer with the Developer at the time of platting new developments in order to plan a more orderly and acceptable distribution and placement of lines and equipment. TU Electric representatives expressed a sincere commitment to cooperate and work with the Town in all future planning and suggested the development of a five (S) year plan. The Commission agreed that this would be a good idea. Chairman Hamper advised TU Electric that all utility companies within the Town were being asked to clean and straighten up all of their transformers or terminals that were unsightly. Representatives of TU Electric agreed to cooperate in this effort.
