Minutes P&Z 02/15/1990MINUTES OF REGULAR MEETING PLANNING AND ZONING COMMISSION FEBRUARY 15TH, 1990 THE STATE OF TEXAS e ) COUNTY OF DENTON ) The Planning and Zoning Commission for the Town of Trophy Club met in Regular Session on Thursday, February 15th, 1990 at 7:00 P.M. The meeting was held at the Municipal Utility District Building, 100 Municipal Drive, Trophy Club, Texas. The meeting was held within the Town boundaries and was open to the Public. Mike Hamper Vance Booker Janet Kardish Bob Paige Kerry Ellen Elliott Gene Hill Also present were: Dan Boutwell Jill Moran CALL TO ORDER Chairman Co -Chairman Commissioner Commissioner Commissioner Commissioner Town Planner Planning and Zoning Administrator Chairman Hamper called the meeting to order at 7:00 P.M. noting a quorum with all members present. CONSIDERATION OF MINUTES OF REGULAR MEETING 1/18/90 Commissioner Hill made a motion to approve the Minutes of the Regular Meeting held January 18th, 1990 as written. Commissioner Elliott seconded the motion. Motion carried unanimously. CONSIDER EXTENSION OF THE PRELIMINARY PLAT FOR HUNTINGTON RIDGE OWNED BY INDEPENDENT AMERICAN DEVELOPMENT (PHASE II) CORPORATION Mr. Roger Brown was present to represent Independent American.. Mr. Brown requested an extension of the Preliminary Plat for Huntington Ridge stating that a significant amount of money and time had been spent on this project. Discussion ensued. Questions were asked by the Planning and Zoning Commission regarding time frame needed to submit a final plat of Huntington Ridge. Mr. Brown was unsure of the amount of time needed to prepare and submit a final plat for Huntington Ridge. Other issues discussed were Indian Creek Drive becoming a boulevard, no right of way for future consideration of widening Indian Creek Drive, the preliminary plat does not conform to the Comprehensive Plan, Meadowbrook Lane is not wide enough according to the Comprehensive Plan, providing another entrance into Trophy Club, no effort made by Independent American to submit a final plat and no evidence that a final plat would have been submitted. Commissioner Elliott made a motion to deny the extension request on Huntington Ridge preliminary plat. Commissioner Kardish seconded the motion. Motion carried 6/1 with Commissioner Booker opposed to the motion. Page 2 Planning and Zoning Regular Meeting 2-15-90 REVIEW AND CONSIDER AMENDING SUBDIVISION REGULATIONS ORDINANCE NO. 89-03 Commissioner Hill review the Subdivision Regulations and made several suggested amendments to the Ordinance. The Commission agreed to have Chairman Hamper and Commissioner Hill discuss and review the suggested amendments prior to the next meeting, at which time the Commission will consider taking action. Commissioner Paige made.a motion to recommend to the Council that Section 6.14 Paragraph 1. o. Residential Driveways be amended to read as follows: Residential Driveways- Residential driveways to serve garages, carports and/or storage areas shall not be more than twenty-four (24) feet in width, measured at the property line. A driveway shall not begin less than five (5) feet from the point of tangency of the corner radius`of an intersection. The radius of all driveway returns shall be a minimum of five (5) feet. Residential driveways shall not be closer than ten (10) feet apart, unless approved by the Planning and Zoning Administrator. DISCUSS BUILDING CODES AND THE DEVELOPMENT OF CITY CODES Discussion ensued. Commissioner Paige made a motion to recommend to the Town Council the adoption of the most recent (1988) Uniform Building Code, Fire Code, Mechanical Code, Plumbing Code, Electrical Code, Dwelling Construction Under the Uniform Building Code, Abatement of Dangerous Structures and Uniform Housing Code with the same amendments made to Ordinance No. 88-14 Section 1. Commissioner Hill seconded the motion. Motion carried unanimously. PRESENTATIONS BY STAFF AND COMMISSIONERS The Planning and Zoning Commission recommends'to the Council a meeting with builders, realtors and representatives from financial institutions to make recommendations of suggested amendments to Policies, Procedures and Codes that might help promote more building and developing in Trophy Club.
