Minutes P&Z 09/20/1990MINUTES OF REGULAR MEETING PLANNING AND ZONING COMMISSION TOWN OF TROPHY CLUB STATE OF TEXAS COUNTY OF DENTON The Planning and Zoning Commission for the Town of Trophy Club met in Regular Session on Thursday, September 20th, 1990 at 7:00 P.M. The meeting was held at the Municipal Utility District Building, 100 Municipal Drive, Trophy Club, Texas. The meeting was held within the Town boundaries and was open to the Public. Mike Hamper Vance Booker Janet Kardish Charles Kirby Roger Williams Absent were: Bob Paige Dick Morey Also present were: Jill Moran Dan Boutwell CALL TO ORDER Chairman Co -Chairman Commissioner Commissioner Commissioner Commissioner Commissioner P & Z Administrator Town Planner Chairman Hamper called the meeting to order at 7:05 P.M. noting a quorum was present. COMMISSION TO REVIEW AND CONSIDER MINUTES OF REGULAR MEETING HELD JULY 19th, 1990 Commissioner Kardish made a motion to approve the Minutes of the Regular Meeting held July 19th, 1990 as written. Commissioner Williams seconded the motion. Motion carried unanimously. Page 2 - P & Z Meeting 9-20-90 COMMISSION TO REVIEW AND CONSIDER A VARIANCE REQUEST FROM FIRST BAPTIST CHURCH OF TROPHY CLUB TO SIGN ORDINANCE NO. 86-19 Commissioner Kirby made a motion to recommend granting a meritorious exception to the Town Council for the Baptist Church to allow the proposed signage to be standard size (as shown on brochure) with 4" lettering and provide a survey showing the location of the sign. Commissioner Williams seconded the motion. Motion carried 4 to 1, with Commissioner Booker opposed. COMMISSION TO REVIEW AND DISCUSS THE COMPREHENSIVE ZONING ORDINANCE AS IT PERTAINS TO CERTAIN PROCEDURES Dan Boutwell, Town Planner, prepared a fact sheet regarding Platting and Zoning procedures. He explained to the New Commissioners that Platting controls how the land is divided and Zoning controls how the land is used. The Commissioners discussed the proposed changes to the Comprehensive Zoning Ordinance to be recommended at a Joint Public Hearing in October. Planning and Zoning recommended changes be approved and final action to be taken at Public Hearing on October 15th. COMMISSION TO REVIEW AND CONSIDER AMENDMENTS TO SIGN ORDINANCE NO. 86-19 Discussion ensued. Dan Boutwell, Town Planner, recommended that the definition section of the Sign Ordinance should include a description of various types of signs used by commercial development communities and provided a graphic drawing of the different types of signs. The commercial sign section was revised to clearly address particular sign types. The real estate section was revised also to address particular sign types and how they should be used. No action was taken by the Commission at this time. This item will be placed on the next meeting agenda. NEW BUSINESS None PRESENTATIONS BY COMMISSIONERS Chairman Hamper told the Commission that Sunbelt Savings and JLB Properties have requested a preliminary meeting on the rezoning requests for the Indian Creek Townhomes and Quorum Apartments.
