Minutes P&Z 05/16/1991MINUTES OF REGULAR MEETING PLANNING AND ZONING COMMISSION TOWN OF TROPHY CLUB STATE OF TEXAS COUNTY OF DENTON The Planning and Zoning Commission for the Town of Trophy Club met in Regular Session on Thursday, May 16th, 1991 at 7:00 P.M. The meeting was held at the Municipal Utility District Building, 100 Municipal Drive, Trophy Club, Texas. The meeting was held within the Town boundaries and was open to the Public. Mike Hamper Vance Booker Charles Kirby Dick Morey Roger Williams Bob Paige Absent were: Janet Kardish Also present were: Pauline Shaw Dan Boutwell Scott Sandlin Gary Tomlin CALL TO ORDER Chairman Co -Chairman Commissioner Commissioner Commissioner Commissioner Commissioner P & Z Administrator Town Planner Builder TrophV Times Chairman Hamper called the meeting to order at 7:03 P.M. noting a quorum was present. He then welcomed the Commissioners and guests. DISCUSS AND CONSIDER DIRECTIONAL SIGNAGE FOR BUILDERS Chairman Hamper updated the Commissioners on the need for directional signage. Mr. Scott Sandlin presented his exhibit for a potential directional sign near the Trophy Club Drive entrance to Trophy Club. A sign will be built by builder(s) and dedicated to the Town. A discussion ensued. A concensus for approval of a directional sign to be placed in Median 3 on Trophy Club Drive was reached. The Commissioners requested Chairman Hamper and Ms. Shaw work with Mr. Sandlin on the details. Commissioner Paige made a motion to recommend to the Town Council that they approve the sign and site details as worked out by Chairman Hamper and Ms. Shaw. Commissioner Williams seconded, motion passed three to two. Page 2 - P & Z Meeting 05-16-91 COMMISSION TO REVIEW AND CONSIDER MINUTES OF REGULAR MEETING HELD 4/18/91 Commissioner Kirby made a motion to approve the Minutes of the Regular Meeting held April 18, 1991 as written. Commissioner Paige seconded the motion. Motion carried unanimously. DISCUSS ACCESSORY BUILDINGS Chairman Hamper was contacted by Mr. Larry Schwab of the Parks and Recreation Committee regarding a storage building for Harmony Park. Chairman Hamper noted this was a first for the Town and wanted feedback from the Commissioners regarding the Town meeting the zoning requirements for accessory buildings. There was a consensus of the Commissioners that the Town should meet the zoning requirements for accessory buildings. Commissioner Paige would also like for the building to be drawn on the site plan for Harmony Park; which had been previously approved by Planning and Zoning. DISCUSS SWIMMING POOL ORDINANCE Chairman Hamper advised the Commissioners that the Town was receiving many requests for permits for swimming pools. He suggested that it was timely that the Town take some precaution toward better water conservation and possible damage to our streets due to pool water being backwashed into the streets. The Commissioners discussed the possibility of requiring new applicants for pool permits to install a water conservation filtering system for pools. Chairman Hamper will investigate the possibilities and cost of this type of filtering system. A discussion on the height of fences required for pools was held. A consensus of the Commissioners agreed that a four foot fence was adequate. Commissioner Morey made a motion to recommend to the Council that Section it of Ordinance 86-18 be amended to remove the word permanent from the following sentence: "Above ground Permanent pools are prohibited;....". Commissioner Paige seconded the motion. Motion passed unanimously. Chairman Hamper requested the Planning and Zoning minutes for the May 16, 1991 meeting reflect that wading pools and/or small pools for children are not intended to be included in the meaning of above ground pools. Page 3 - P & Z Meeting 05-16-91 Commissioner Williams made a motion to recommend to the Council that the last sentence in Section 9. Inspection of Ordinance 89-17 be amended to read "Any appeal from a decision of the Building Inspector shall be made to the (Board of Adiustment) Town Council. Remove Board of Adjustment. Commissioner Morey seconded the motion. The motion passed unanimously. UPDATE ON CURRENT ACTIVITIES Chairman Hamper remarked upon the Highway 114 changes regarding access to the Town's Commercial property along Highway 114. He noted an access road will be left between Trophy Club Drive and Trophy Wood Drive. The new Town brochures will be available soon. Each Commissioner will receive a brochure. The majority of these fact sheets will go to realtors and relocation offices. Food Lion has made no further contact with the Town. ADJOURN There being no further business, Commissioner Booker made a motion to adjourn the meeting at 8:35 P.M. Commissioner Williams seconded the motion. Motion carried unanimously.
