Minutes P&Z 09/17/1992MINUTES OF REGULAR MEETING PLANNING AND ZONING COMMISSION TOWN OF TROPHY CLUB STATE OF TEXAS $ S COUNTY OF DENTON 5 The Planning and Zoning Commission for the Town of Trophy Club met in Regular Session on Thursday, September 17, 1992 at 7:00 P.M. The meeting was held at the Municipal Utility District Building, 100 Municipal Drive, Trophy Club, Texas. The meeting was held within the Town boundaries and was open to the Public. Mike Hamper Vance Booker Janet Kardish Charles Kirby Bob Paige David Schaaf Roger Williams Staff present were: Dan Boutwell Pauline Shaw CALL TO ORDER Chairman Co -Chairman Commissioner Commissioner Commissioner Commissioner Commissioner Planning Resources Group P & Z Administrator Chairman Hamper called the meeting to order at 7:00 P.M. noting a quorum was present. He then welcomed the Commissioners and staff. CONSIDERATION OF MINUTES FOR 5/21/92 AND 8/20/92 Commissioner Kirby made a motion to approve the minutes of the regular meeting held May 21 as presented. Commissioner Williams seconded; motion passed unanimously. Commissioner Kardish made a motion to approve the minutes of the August 20, 1992 regular meeting as amended. Commissioner Williams seconded; motion passed unanimously. DISCUSSION AND FURTHER REVIEW OF COMPREHENSIVE ZONING Chairman Hamper noted plans for a public hearing and recommendations for re -zoning were thoroughly discussed and clarified. A legal opinion from Town Attorney, John Hill, regarding possible effects of bankruptcy was discussed. (Copy of opinion is attached to and made a part hereof.) Page 2, P&Z meeting, 9/17/92 Chairman Hamper then opened a discussion period on the present zoning district classifications of platted areas. He stated a site plan is required with each development plan and the Town would continue this requirement with future development. The Commissioners discussed the need to re -address Section 39, of the Comprehensive Zoning Ordinance, with regard to Public Hearings. After a lengthy discussion period, the Commissioners felt the next step will be to regroup the present districts into the appropriate zoning classifications. Chairman Hamper stated the possible new zoning classifications could be R15; R12; R11; R10; R9; and R8. The Commissioners directed Mr. Boutwell to prepare at least three districts for review by the next meeting. PRESENTATION OF ANY OTHER MATTERS Due to scheduling problems and notification requirements, the joint Public Hearing with the Town Council on Rezoning was changed to October 15, 1992. Chairman Hamper updated the Commissioners on his meeting with Mr. George Bayless regarding PD1 (the old Nelson property on the corner of Indian Creek Drive and Trophy Club Drive). Mr. Bayless was requesting the property not be rezoned Professional Office but; residential. He does not own the property at present but; he is trying to purchase the land. The land title is unclear as well as the amount of acreage. A consensus of the Commissioners was to recommend to the Town Council to set aside the rezoning of PD1 until a later date. Commissioner Schaaf opposed the recommendation. Chairman Hamper also discussed his and Mrs. Shaw meeting with Bob Paige, the Fellowship Methodist Church Minister, George Fisk, and Church secretary, Jenny Denmark to review the preliminary site plans for the new church. He noted that Reverend Fisk would like to present a rendering of the new church at the joint Public Hearing on October 15, 1992. Chairman Hamper pointed out the church needs to replatt the property if the acreage is divided. He also noted the congregation is not ready to build at this time. Chairman Hamper briefly discussed the Public Hearing procedures with the Commissioners and noting Town Planner, Dan Boutwell, will review and discuss the zoning exhibit map. Page 3, P&Z meeting, 9/17/92 The Commissioners set October 29, 1992 as a workshop date for reviewing zoning districts. ADJOURN There being no further business, Commissioner Schaaf made a motion to adjourn the meeting at 9:00 P.M. Commissioner Kardish seconded the motion. Motion carried unanimously. Chairman Secretary
