The Planning and Zoning Commission for the Town of Trophy
Club met in Regular Session on Thursday, September 1, 1994
at 7:00 P.M. The meeting was held at the Municipal Utility
District Building, 100 Municipal Drive, Trophy Club, Texas.
The meeting was held within the Town boundaries and was open
to the Public.

Chairman Hamper called the meeting to order at 7:05 P.M.
noting a quorum was present. He then welcomed the
Commissioners, staff and guests.
REVIEW AND APPROVE MINUTES FROM THE JULY 21, 1994 REGULAR
MEETING AND TAKE APPROPRIATE ACTION
The Commissioners reviewed the minutes from the July 21, 1994
meeting. Commissioner Paige made a motion to accept the
minutes as presented and reviewed by the Commissioners for
the July 21, 1994 regular meeting- Commissioner Cotton
seconded; motion passed unanimously.
CONSIDER REQUEST OF MR. ANDERTON TO USE "HARDITEXII ON THE
EXTERIOR OF HIS HOME AND FENCE AT 403 HILL TOP AND TAKE
APPROPRIATE ACTION
Commissioner Paige made a motion to table this item due to
the lack of representation for the request. commissioner
Cotton seconded; motion passed unanimously.

CONSIDER AN ORDINANCE PROHIBITING THE USE, INSTALLATION OR
PLACEMENT OF WOOD SHINGLES OR WOOD SHAKES; (1) AS A ROOF
COVERING ON ANY BUILDING OR STRUCTURE FOR WHICH A BUILDING
PERMIT IS ISSUED ON OR AFTER THE EFFECTIVE DATE HEREOF OR;
(2) TO REPLACE THE ROOF COVERING ON ANY BUILDING OR STRUCTURE
FOR WHICH A BUILDING PERMIT WAS ISSUED OR WHICH WAS
CONSTRUCTED OR ERECTED PRIOR TO THE EFFECTIVE DATE OF THIS
ORDINANCE.
Chairman Hamper opened a discussion on the proposed
ordinance. He stated there was no provision requiring a
permit before re -roofing could be accomplished. Chairman
Hamper also mentioned the lack of a provision to require a
permit for patching or when at least 50% of the roof needed
repair.
After the discussion period, Commissioner Schaaf made a
motion to recommend to the Town Council to adopt the attached
ordinance with the inclusion of two additional provisions (1)
permit required to re -roof a structure and; (2) permit
required to patch a roof. Commissioner Cotton seconded;
motion passed unanimously.
DISCUSS A POSSIBLE ORDINANCE DEALING WITH GRAFFITI AND THE
TIMELY REMOVAL OF GRAFFITI FROM PROPERTY.
The Commissioner reviewed the material presented from other
cities and briefly discussed each. After the discussion, the
Commissioners requested Ms. Shaw contact Town Attorney, John
Hill, and have him draft a similar ordinance to Dallas'
concerning graffiti. This ordinance will be reviewed at the
September 15, 1994 Planning and Zoning meeting.
The Commissioner listened to a brief presentation from Mr.
Billy Hubbard on "E Systems", which is a product similar to
the "Stoll product reviewed by the Commissioners last month.
Chairman Hamper stated to Mr. Hubbard that no decision would
be made by the Commissioners on his product unless someone
applied for a building permit and requested the use of his
product.
There being no further business, Commissioner Paige made a
motion to adjourn the meeting at 7:55 P.M. and to meet again
on September 15, 1994 at 7:00 P.M. Commissioner Cotton
seconded the motion. Motion carried unanimously.
