TOWN OF TROPHY CLUB

The Planning and Zoning Commission for the Town of Trophy Club met in
Regular Session on Thursday, February 16, 1995 at 7:00 P.M. The meeting
was held at the Municipal Utility District Building, 100 Municipal Drive,
Trophy Club, Texas. The meeting was held within the Town boundaries and
was open to the Public.

Chairman Hamper called the meeting to order at 7:02 P.M. noting a quorum
was present. He then welcomed the Commissioners, staff and guests.
REVIEW AND APPROVE MINUTES FROM THE FEBRUARY 2, 1995 REGULAR MEETING AND
TAKE APPROPRIATE ACTION
The Commissioners reviewed the minutes from the February 2, 1995 meeting.
Commissioner Schaaf made a motion to accept the minutes as reviewed and
presented. Commissioner Cotton seconded; motion passed unanimously.
REVIEW SITE PLAN OF FELLOWSHIP UNITED METHODIST CHURCH AND TAKE
APPROPRIATE ACTION
Chairman Hamper requested Mr. Dan Boutwell discuss his letter dated 2-10-
95 regarding the site plan for the church. Mr. Boutwell covered each
item (see attached) and stated if each item was now in agreement with his
letter. Number 9 was the main concern of the Commission which, is the
placement of the parking lot next to the residential area. The
Commissioners also requested that contours be provided and drainage
shown.

Ms. McCabe requested a portion of the land adjacent to her property be
developed residential; would like dumpster moved and parking lot moved.
Chairman Hamper pointed out that the Planning and Zoning Commission has
the authority to require additional buffer area.
Commissioner Schaaf stated he agreed with this church being a landmark
for the Town; but suggested the parking lot be moved out of the line of
site from Highway 114 and Trophy Club Drive.
Commissioner Williams would like the church to take a look at the parking
lot issue.
Commissioner Booker agrees with Commissioner Schaaf and envisions all
parking in the rear like Las Colinas. A ten foot set back is not enough
distance from a home.
Commissioner Cotton agrees with Commissioner Booker and Schaaf. He also
feels the dumpster needs to be moved.
Commissioner Mayfield wants to make sure the pole lighting is directed
away from residential property.
Chairman Hamper wants positive results and to make sure the edifice is in
keeping with the residential area.
The Commission recommends the applicant work with the architect to review
and look at making changes to the site plan.
Chairman Hamper is greatly distrubed with the requirement of a tree
survey when a large amount of trees are present on a property.
Commissioner Paige stated that Attorney, John Hill, advised that there is
not a conflict in the Commissioner voting on this site plan. Commissioner
Paige will abstain from voting anyway.
After the discussion period, Commissioner Williams made a motion to table
this item until the March 16, 1995 meeting. Commissioner Cotton
seconded; motion passed with all stating aye except for Commissioner
Paige who abstained.
OTHER BUSINESS
Commissioner Cotton commented on the amount of debris flying around on
Avenue Twenty. The debris is from the new homes being built.

There being no further business, Commissioner Schaaf made a motion to
adjourn the meeting at 8:42 P.M. Commissioner Williams seconded; motion
passed unanimously.
