Minutes P&Z 07/13/1995MINUTES OF REGULAR MEETING PLANNING AND ZONING COMMISSION TOWN OF TROPHY CLUB STATE OF TEXAS § COUNTY OF DENTON § The Planning and Zoning Commission for the Town of Trophy Club met in Regular Session on Thursday, July 13, 1995 at 7:00 P.M. The meeting was held at the Municipal Utility District Building, 100 Municipal Drive, Trophy Club, Texas. The meeting was held within the Town boundaries and was open to the Public. Mike Hamper Vance Booker Bob Paige David Schaaf Chairman Co -Chairman Commissioner Commissioner Commissioners Cotton, Mayfield and Williams were unable to attend. Staff and Guest present were: Pauline Shaw P&Z Administrator Dan Boutwell Municipal Planning Resources Group CALL TO ORDER Chairman Hamper called the meeting to order at 7:02 P.M. noting a quorum was present. He then welcomed the Commissioners, staff and guests. THE FOLLOWING RESIDENTS REQUEST PERMISSION TO RE -ROOF THEIR HOMES WITH WOOD SHINGLES: 1. MR. CHARLES HERBERT -29 TIMBERLINE DR. (LOT 1314 SECTION 10) 2. MR, PAUL MC CLURE - 1020 TROPHY CLUB DR. (LOT 350 SECTION 4) 3. MR. RICK BURGESS - 6 CRESTWOOD DR. (LOT 1470 SECTION 11) 4. MR. GEORGE PETERS - 8 CRESTWOOD DR. (LOT 1471 SECTION 11) 5. TOM HANSON - 35 MEADOWBROOK LN. (LOT 1355 SECTION 11) 6, MR. RANDAL DAVIS - 215 OAKMONT DR. (LOT 37 SECTION 1) 7. MRS. PAMELA BLAKE - 543 INDIAN CREEK (LOT 1267 SECTION 10) 8. MS. GLORIA SHEPLER - 2 FRESH MEADOW (LOT 268 SECTION 3) 9. MR. JOHN WARD - 31 CREEKMERE DR. (LOT 1270 SECTION 10) 10. MR. JAMES KEATING - 8 TIMBERLINE DR. (LOT 1289 SECTION 10) Chairman Hamper announced that we have 10 request for wood shingle roofs, then he explained the conditions, ordinance, approved shingles (FTX & Cedar Plus) and application. He noted permission will be granted if the provisions provided are met per the attached criteria. Page 2, P & Z Meeting 7/13/95 Commissioner Schaaf made a motion to table Mr. Burgess, Mr. Peters and Mr. Hanson requests until the next meeting due there being not one to represent them at the meeting. Commissioner Paige seconded; motion passed unanimously. Then Commissioner Booker made a motion to grant permission to re -roof with the appropriate wood shingles for the following: Mr. Herbert, Mr. McClure, Mr. Davis. Mrs. Blake, Mrs. Shepler, Mr. Ward and Mr. Keating. Commissioner Paige seconded; motion passed with three for and Commissioner Schaaf voting against. REVIEW AND CONSIDER PROPOSED FENCE ORDINANCE AND TAKE APPROPRIATE ACTION. The Commissioners reviewed the fence ordinance and made the following changes: 1. Section 2. A. "Fence" shall mean any wall or structure 3 ft. Or higher constructed for the purpose of enclosing, restricting access, retaining or decorating any lot, building or structure. 2. Add definition for retaining wall. 3. Add (shadow box, picket, etc.) 4. Section 4 B. (2) ad or side yard building line. 5. Delete Section 4 B (3) 6. Section 4 C. (6) put a period after drainage and delete the rest of the sentence. No further action was taken at this time. Commissioner Schaaf made a motion to approve the fence ordinance as amended. Commissioner Paige seconded. Motion passed three to I with Commissioner Booker voting against. REVIEW AND CONSIDER PROPOSED POOL ORDINANCE AND TAKE APPROPRIATE ACTION. The Commissioners reviewed the pool ordinance and made the following changes: 1. Section 4 A. (3) delete license number. 2. Section 4 C add Forms survey required before first inspection. Add steel to second sentence and correct spelling of steel and delete a. 3. Section 4 H change sanitary to storm and change storm drain to sanitary sewer system. Commissioner Paige made a motion to approve the pool ordinance as amended and as separation tank to H. Commissioner Schaaf seconded; motion passed unanimously. Page 3, P&Z Meeting 7/13/95 Commissioner Schaaf made unnotion to adjourn the meeting at 8:55 P.M. Commissioner Paige seconded; motion passed unanimously. Chairman Secretary Workshop on fence ordinance was held. THE CONDITIONS TO BE MET WHEN REQUESTING A WOOD SHINGLE ROOF 1. PROPERLY EXECUTED WARRANTY TO BE SUBMITTED WITH APPLICATION. 2. TAGS ON SHINGLES MUST CERTIFY GRADE 1 CLASS C PRESSURE IMPREGNATED WITH FIRE RETARDATE CHEMICALS. 3. NOTIFY BUILDING INSPECTIONS AT 817/430-1911 EXT. 204 WHEN SHINGLES ARRIVE ON PROPERTY BEFORE INSTALLATION. 4. CERTIFY APPLICANT UNDERSTANDS AND FULLY COMPLIES WITH ORDINANCE 94-13 BY SIGNING PERMIT APPLICATION.
