Minutes P&Z 03/16/1995MINUTES OF REGULAR MEETING PLANNING AND ZONING COMMISSION TOWN OF TROPHY CLUB STATE OF TEXAS § § COUNTY OF DENTON § The Planning and Zoning Commission for the Town of Trophy Club met in Regular Session on Thursday, March 16, 1995 at 7:00 P.M. The meeting was held at the Municipal Utility District Building, 100 Municipal Drive, Trophy Club, Texas. The meeting was held within the Town boundaries and was open to the Public. He then welcomed the Commissioners, staff and guests. REVIEW AND APPROVE MINUTES FROM THE FEBRUARY 16, 1995 REGULAR AND TAKE APPROPRIATE ACTION The Commissioners reviewed the minutes from the February 16, 1995 meeting. Commissioner Cotton made a motion to accept the minutes as reviewed and presented. Commissioner Paige seconded; motion passed unanimously. REVIEW SITE PLAN OF FELLOWSHIP UNITED METHODIST CHURCH AND TAKE APPROPRIATE ACTION Chairman Hamper remarked on the great strides the church made in addressing everyone's concerns. Mr. Boutwell commented on the turning radius with the respect to fire trucks. The Municipal Utility District will sign off for fire department. Mr. Boutwell further commented on the lack of a landscape plan, drainage and engineering plans. Page 2, P&Z Mtg. 3/16/95 Mr. Bob Paige stated the engineering plans would be ready by the first week in April. The dumpster will have an 8' brick wall and be 110 feet from the property line. An additional nine parking spaces have been added. Ms. Susan McCabe would like the dumpster moved. Chairman Hamper showed a courtesy in letting the citizens at the meeting speak but would not let it turn in to a free for all. The main objection of all opposing the site plan is the dumpster. Chairman Hamper invited everyone to the Public Hearing on March 21, 1995. There was a consensus of the commissioners to go forward without the engineering and landscape. REVIEW ZONING AND FINAL PLAT FOR LOT 1353 SECTION 11 IN THE TOWN OF TROPHY CLUB, DENTON COUNTY, TEXAS AND TAKE APPROPRIATE ACTION A discussion ensued regarding the need for adding the set backs to the plat. Dan Boutwell commented on his letter attached hereto and made a partof these minutes. He also noted the zoning is in agreement with the Town's Comprehensive Zoning ordinance. Chairman Hamper discussed the utility easement and clarified the wording. Then Chairman Hamper requested all points be clarified for the March 21, 1995 Public Hearing. DISCUSS AND TAKE COMMENTS ON THE 25' REAR SETBACK AND TAKE APPROPRIATE ACTION Several builders have requested the Planning and Zoning Commissioners to look at rear set backs. Chairman Hamper referred to 4.4 B in the Zoning Ordinance where filed plats prevail regarding set backs. The Commissioners requested Dan Boutwell research set backs for the next Planning and Zoning Commissioners meeting April, 1995. REVIEW, DISCUSS AND TAKE APPROPRIATE ACTION ON SIGN ORDINANCE 94-20 Chairman Hamper explained to the Commissioners why and how the Council sent the sign ordinance back to the Planning and Zoning Commissioners for further study. Chairman Hamper further explained this ordinance has not been complied with and everyone should comply. He suggested the following: Permit a rider 2 Sq. Ft. on the present real estate sign or attach to present upright holding sign. Size for sign without rider will be 4 Sq. Ft. and 6 Sq. Ft. with rider. Chairman Hamper requested from the realtor's present. The following are their comments: Page 3, PaZ Mtg. 3/I6/95 | } � I' Paula Lee - would like to leave in effect the directional signs portion of the ordinance. 2' Barbara Rust - endorses Paula Lee's oonuneuts' 3' Phil Salyer - wants more than one sign on each property. Two signs maximum, builder a real estate' 4' Ed Tweedy - agrees with having three directional signs of site and agrees with Phil Salyer on having two signs on new houses being built' Chairman Hamper then explained why we should not deviate from original intent to allow more than one sign per property. He suggested we may need to change the real estate sign. They promote the company and not the agent. The Town's objective is to eliminate clutter. The amended language for ^sigo" is ^oigu^ means any device, flag, light, picture, letter, work, message, symbol, plaque, banner or poster visible from outside the premises or structure on which it is located and designed to inform or attract the attention of persons not on the premises. Commissioner Cotton made a motion to recommend the amended changes and definition to the sign ordinance to the Town Council for their approval' Commissioner Mayfield seconded; motion passed unanimously. oroEB BUSINESS A developer requested a temporary model (trailer) for 6 months as a sales office. Dan aoutwell will review this Dart of the zoning ordinance along with the temporary uses portion. ^ April 4, at 7:00 p.m. there will be a joint meeting with the Public Works Committee. ADJOURN There being no further business, Commissioner Booker made a motion to adjourn the meeting at 10:00 P.M. Commissioner Mayfield seconded; motion passed unanimously. �^=`=J-x
