The Planning and Zoning Commission for the Town of Trophy Club met in
Regular Session on Thursday, May 4, 1995 at 7:00 P.M. The meeting was
held at the Municipal Utility District Building, 100 Municipal Drive,
Trophy Club, Texas. The meeting was held within the Town boundaries and
was open to the Public.

Chairman Hamper called the meeting to order at 7:00 P.M. noting a quorum
was present. He then welcomed the Commissioners, staff and guests.
REVIEW AND APPROVE MINUTES FROM THE MARCH 16, 1995 REGULAR MEETING; JOINT
PUBLIC HEARING OF MARCH 21, 1995 AND JOINT PUBLIC HEARING OF APRIL 18,
1995 AND TAKE APPROPRIATE ACTION
The Commissioners reviewed the minutes from the Joint Public Hearing of
March 21, 1995 and the Joint Public Hearing of April 18, 1995.
Commissioner Cotton made a motion to accept the minutes as reviewed and
presented. Commissioner Mayfield seconded; motion passed unanimously.
Commissioner Schaaf abstained due to his absence from both meetings.
REVIEW REQUEST FOR VARIANCE TO FENCE ORDINANCE FOR LOT 1688 SECTION 13
ALSO KNOWN AS 19 OVERHILL DRIVE AND TAKE APPROPRIATE ACTION
After a discussion period, Chairman Hamper successfully mediated an
agreement between the property owners.
No action was taken by the Planning and Zoning Commissioners.

CONSIDER REQUEST FOR THE USE OF "T -PLUS" PRODUCT (EXTERIOR INSULATING
FINISHING SYSTEM) FOR THE EXTERIOR OF A HOME AT 103 SKYLINE AND ANY OTHER
HOME IN TROPHY CLUB; AND TAKE APPROPRIATE ACTION
Chairman Hamper called on Mr. Billy Hubbard to present, describe and
answer any question regarding the T -Plus product.
Mr. Hubbard explained most of the exterior insulating finishing systems
are similar and use the same method of installation by using either
plywood or gypsheeting 11' thick then applying with glue foam, then mesh
caulking entire system, then applying a base mix and the finish. All
their installer are supervised on site and are certified.
After the discussion, Commissioner Schaaf made a motion to approve the "T
Plus" finishing product for the house at 103 Skyline and any other homes
in Trophy Club. Commissioner Cotton seconded; motion passed unanimously.
DISCUSS SECTION 4.17 OF THE SUBDIVISION REGULATIONS
Chairman Hamper brought the Commissioners up to date on the Woods
Addition regarding underground utilities. He also explained the emergency
action by the Council regarding this matter. According to the plat the
Commissioners and Council the utilities are underground. What we failed
to ask is how the underground utilities are accessed to the area.
In the future we will ask exactly how the utilities will be brought into
the area to be developed.
REVIEW REVISION TO SECTION 33, TEMPORARY USES TO INCLUDE PROVISION FOR
THE TEMPORARY USES OF SALES OFFICE/CONSTRUCTION TRAILERS WITH A 6 MONTH
TIME LIMIT
Ann Zadeh with Planning Resources Group reviewed the suggestions by the
Commissioners and recommended by PRG. There was a consensus of the
Commissioners to go forward with a public hearing to have the changes
incorporated into the Town's Zoning ordinance.
DISCUSS REAR YARD REQUIREMENTS IN THE RESIDENTIAL DISTRICTS
Planning Resources Group provided research from sixteen cities within the
Metroplex regarding rear yard requirements.
After reviewing the information provided, the Commissioners directed
staff to provide the Town's Attorney the information to change the R-10
zoning rear yard setback from 251 to 201.

Chairman Hamper commented on the fence ordinance and noted it used to be
separate from the swimming pool ordinance. He feels verbiage needs to be
included that states a permit is required to build a pool; the language
referencing alley and carports needs to be removed along with reference
to obtaining a permit from the Town Secretary.
These are just a few of the items be found at a glance therefore, a
workshop to discuss and work on the fence ordinance is in ocder'

The next meeting of the eIaouiog and Zoning Commission will be part
meeting and then a workshop session to discuss the
fence ordinance.
There being no further business, Commissioner Booker made amotion to
adjourn the meeting at 9:30 P.M. Commissioner Cotton seconded; motion
passed unanimously.
