Minutes P&Z 02/06/1996MINUTES OF JOINT SESSION TOWN COUNCIL/MUS IGIPAL UTILITY DISTRICTS -1 AND !I/ PLANNING AND ZONING COMMITTEE TROPHY CLUB, TEXAS FEBRUARY 8, 1996 THE STATE OF TEXAS § COUNTY OF DENTON § The Town Council of the Town of Trophy Club, Texas met in a Joint Session with the Municipal Utility Districts I and !I and the Town Planning and -Zoning Commission Thursday February 8, 1996. The meeting was held within the boundaries of the Town and was open to the Public. Council Members Present, James P. Town Manager Town Attorney/ M.U.D. Two Police Chief Planning & Zoning Administrator Recording Secretary, M.U.D. Town Secretary Town Treasurer Director of Public Works Mavor Carter called the meeting to order at 7:00- p.m. notinq a quorum was present. He then welcomed Council Members, Board Directors, Committee Members, guests, residents and staff. M.U.D. I and I! lacked quorums until James Thomas, President of M.U.D. !I, arrived about 1-15 p.m. Planning and Zoning Chairman Hamper noted a quorum was present. MR. DAN BOUTWELL OF MUNICIPAL RESOURCE GROUP, INC. TO MAKE A PRESENTATION ON PAST AND FUTURE GROWTH TRENDS AS IT RELATES -10 FUTURE DEVELOPMENT; AND DISCUSSION OF THE IMPACT 01F THOSE GROWTH TRENDS. Mayor Carter introduced Mr. Boutwell who has been the Town Planner since 19b5. Town P - ianner Boutwe-11 praised the foresight OT the Town's then -leaders for immediately Page 3, Joint Meeting/Town Council/M.U.D. I and II/Planning and Zoning Committee 02/08/96 t-stablishing a comprehensive land plan, subdivision regulations, design standards and zoning ordinances. He then noted the following current outside factors that impact Trophy Club of which we have little control: 11. Highway 114 Z. Alliance Airport and industrial Complex S. Solana Complex 4. Major highway systems 5. Urban development and encroachment of Town's rural setting Mr. Boutwell emphasized how critical the co-ordination of all three governing authorities has to be in order to maintain controlled rather than uncontrolled future growth. Today's population is 5,500 residing in only 40% of Trophy Club's developed land area. By projected build out in the year 2021 the remaining undeveloped 050% will be populated by 15,505. With the current speed of growth this projection may be sooner than 2021 because in 1990 only 16 new home permits were issued in comparison to 133 in 1995. 1. Increasing the % of parks from the present 1% 2. Aligning Trophy Club Drive further Werth and looping to Indian Creek Drive 3. Schools (Z elementary and I nigh school) 4. Restricting commercial development to Highway 114 5. Utilities (storm water is th Town's responsibility when above ground, but become the M.U.D.'s when under ground) 6. Updating the C=omprehensive Plan Page 4, Joint Meeting/Town Council/M.U.D. I and I!/Planning and Zoning Committee 02/08/96 7. Trophy Lake Drive becoming the major entrance The Town Planner cautioned the governing entities to expect rapid and complicated growing pains in order to remain a residential community. Mayor Carter interrupted the presentation by introducing Mayor Scott Bradley of Westlake and Mayor Joe Grace of Roanoke. Both the Mayor and Town Planner -then asked for questions and comments from the residents. These included: 1. The initiation and time frame for the schools. 2. The projected 6 entrances of Trophy Club and diverting traffic from the southern area. 3. Future parks and undeveloped land include hiking -walking trails, green areas, linking pathways. 4. Available water usage at build out. 5. The merging of M.U.D I and II for efficiency. 6. Highway 114 and its traffic problems. Mayor Carter assured the citizens that these issues ani changes will be put forth to them in public hearings. Mayor Carter thanked Mr. Boutwell for an excellent and insightful presentation.
