Minutes P&Z 09/05/1996MINUTES OF REGULAR MEETING PLANNING AND ZONING COMMISSION TOWN OF TROPHY CLUB STATE OF TEXAS COUNTY OF DENTON The Planning and Zoning Commission for the Town of Trophy Club met in Regular Session on Thursday, September 5, 1996 at 7:00 P.M. The meeting was held at the Municipal Utility District Building, 100 Municipal Drive, Trophy Club, Texas. The meeting was held within the Town boundaries and was open to the Public. Staff and Guest present were: Pauline Shaw Dan Boutwell Robie Clark Jim Brisco Hap Baggett Rick Horn Planning & Zoning Administrator Municipal Planning Resources Group, Inc. Briscoe/Clark Briscoe/Clark Synergy Carter Burgess Inc. Chairman Hamper called the meeting to order at 7:03 P.M. noting a quorum was present. He then welcomed Staff and Guests. PLANNING AND ZONING COMMISSION TO REVIEW A PRELIMINARY PLAT FOR THE LAKES" AND TAKE APPROPRIATE ACTION. Mr. Boutwell reviewed the letter regarding the changes in the preliminary plat for The Lakes. (See Attached) He then asked about the phasing and how much of Parkview Drive will go in the first phase; perimeter fencing; and pathways. The developer stated 100' of Parkview will go phase one; the pathway will go around the lake and between the houses; and the perimeter fence will be phase on as platted or when park is developed. Chairman Hamper asked about the fencing around Meadow Ridge. Will the fencing be phase one or phase 2? The developer will pave one half of Trophy Club Drive to the northern boundary. Page 2, P&Z Mtg. 9/5/96 reviewing the deed restrictions, it was noted there will be no wood chimneys, no railroad crosstie retaining walls; and the surface above the garage must be masonry. Also there are no garage sales allowed. The Town will have authority to collect fees if the HOA does not perform. After the review and discussion, Commissioner Paige made a motion to approve the preliminary plat with the changes discussed regarding the paving of Trophy Club Drive and fencing. Commissioner Cotton seconded; motion passed unanimously. ANY OTHER BUSINESS The question of perimeter fencing regarding the property surrounding the Venables and Harmony Park was discussed. The Venables is a three acre plot of land not the Town Limits but is surrounded by the Town. After a discussion, there is a consensus of the Commissioners to have and eight foot rear yard fence for property backing up to the Venables and any property backing up to Harmony Park will be ornamental just like on the golf course. ADJOURN There being no further business to discuss, Commissioner Paige made a motion to adjourn the meeting at 8:20 p.m. Commissioner Reed seconded; motion passed unanimously. Please let this letter serve as verification of our agreement to the changes proposed by the Planning and Zoning Commission concerning the preliminary plat for The Lakes of Trophy Club. The agreed upon changes are as follows: 1. Trophy lake, Ltd. agrees to plat Town Park and decd it to the Town of Trophy Club in the first phase of the development. 2. Trophy Lake, Ltd, agrees to extend Parkview Drive one hundred (100) feet to the North of the southern boundary of Town Park and construct a temporary turn around in the first phase of development. 3. Trophy Lake, Ltd. agrees to construct the fence along the western boundary of Town Park and extend Parkview Drive to the northern property line of the development at the time Town Park is actually constructed or in the second phase of development whichever is the earlier. 1 hope this letter meets your needs.
