Minutes P&Z 07/16/1998MINUTES OF REGULAR SESSION TOWN OF TROPHY CLUB PLANNING AND ZONING COMMISSION July 16, 1998 The Planning and Zoning Commission of the Town of Trophy Club, Texas met in a Regular Session on July 16, 1998 at 7:00 P.M. in the Boardroom of the Trophy Club Administration Building, 100 Municipal Drive, Trophy Club, Texas 76262. COMMISSIONERS PRESENT: Mike Hamper Chairperson Gene Hill Member Clayton Reed Member Donald Cotton Member Rick Gilliland Member Roger Williams Member COMMISSIONERS ABSENT: David Schaaf Member STAFF AND GUESTS PRESENT: Cathy Morgas P&Z Administrator Dan Boutwell Town Planner, MPRG John Harbin VP, Beck Properties, Inc. Todd Hoover Representative from Drees Homes Gary Tomlin Resident/Reporter Chairman Mike Hamper called the meeting to order at 7:00 p.m. announcing a quorum was present. DISCUSSION AND APPROPRIATE ACTION REGARDING THE COMMISSIONS' RECOMMENDATION TO COUNCIL AS TO SIGN ORDINANCE WAIVER FOR DREES HOMES: Following discussion, Commissioner Reed moved to recommend to Council to grant the waiver to Drees Homes. Commissioner Williams seconded; motion passed unanimously. This will allow a banner on the sales trailer until 11/1/98. DISCUSSION AND APPROPRIATE ACTION REGARDING THE REZONING OF THE "ESTATES OF HOGAN'S GLEN" FROM PROFESSIONAL OFFICE DISTRICT (PO) TO PLANNED DEVELOPMENT (PD): PO standards discussed were generally agreed to, with certain amendments. John Harbin, VP, Beck Properties, Inc., will come back to the Commission with a new application to include an additional 7+ acre tract, which would allow a road extension. No action taken. The rezoning will be considered at a public hearing on 8/18/98. Page 2 P&Z Regular Session July 16, 1998 DISCUSSION AND APPROPRIATE ACTION REGARDING THE PRELItiIINARY PLAT TO THE "ESTATES OF HOGAN'S GLEN": Following a discussion with John Harbin, VP, Beck Properties, Inc., Commissioner Hill moved to approve the preliminary plat to the "Estates of Hogan's Glen" with the suggested amendments. (including the additional acreage (approx. 7.5 acres) and extension of the road and trail through the golf course. John Harbin agreed to extend the trail system from the end of the road through the woods to Harmony Park. This could be a memo agreement.) Commissioner Cotton seconded; motion passed unanimously. DISCUSSION AND APPROPRIATE ACTION REGARDING THE REPLAT OF THE "VILLAS OF HOGAN'S GLEN": The Commission held a discussion with John Harbin regarding the replat of the "Villas" of Hogan's Glen. A replat will be required to avoid front entry garages and to reduce the number of lots from 29 to 26. All measurements are to be rechecked and in compliance with the requirements of the PD. A joint public hearing will be held with the Town Council on August 18, 1998. DISCUSSION AND APPROPRIATE ACTION REGARDING THE SIGN ORDINANCE #97-26, SECTION 8 COMMERCIAL SIGNS: After considerable discussion and further revisions Commissioner Gilliland moved to recommend approval of the sign ordinance including amendments to the Town Council at the August 18, 1998 meeting. Commissioner Cotton seconded; motion passed unanimously. DISCUSSION AND APPROPRIATE ACTION REGARDING THE UPDATING OF THE ZONING ORDINANCE: Commissioner Hill moved to table this item and address it solely at a workshop on August 6, 1998. Commissioner Reed seconded; motion passed unanimously. DISCUSSION AND APPROPRIATE ACTION REGARDING THE HIKE AND BIKE TRAILS: After considerable discussion, Dan Boutwell will provide results of the study at a subsequent meeting. The objective is to have a report to the Town Council in 30 days. Commissioner Hill moved to table this item. Commissioner Reed seconded; motion passed unanimously. REVIEW AND APPROVE MINUTES: Commissioner Hill moved to accept the May 21, 1998 minutes. Commissioner Williams seconded; motion passed unanimously.
