August 19, 1999
The Planning and Zoning Commission of the Town of Trophy Club, Texas met in a regular
session on August 19, 1999 at 6:00 P.M. in the Boardroom of the Trophy Club Administration
Building, 100 Municipal Drive, Trophy Club, Texas 76262.

1 Chairman Mike Hamper called the meeting to order at 6:01 p.m. announcing a quorum
was present.
2. DISCUSSION AND APPROPRIATE ACTION REGARDING REVIEWING AVAILABLE
ROOF COLORS FOR TROPHY CLUB PLAZA (PD -21).
Cody Pletz, Project Manager, Regency Corporation addressed the Commission.
Mr. Pletz presented the Commission with three roof color samples for the Trophy Club Plaza
rooftops. The sample referred to as "slate", was recommended by Mr. Pletz and was agreed
upon unanimously by the Commission

REPORT FROM DEVELOPER OF HOGAN'S GLEN REGARDING THE KALEIDOSCOPE OF
HOMES.
John Harbin, Vice President, Beck Properties addressed the Commission.
Mr. Harbin said that everything was running smoothly. The event will run from September 4 -
September 24, 1999. They are expecting 30,000- 40,000 visitors for this event.

4. DISCUSSION REGARDING CLOSURE OF KIRKWOOD BOULEVARD.
Chairman Hamper asked Dan Boutwell, Planning Consultant, to advise the Commission of
recent meetings held with the City of Southlake. Mr. Boutwell said that he had a few meetings
with representatives from the City of Southlake and Sabre. Nothing has been settled yet,
discussions will continue.
No action taken.
5. DISCUSSION AND APPROPRIATE ACTION REGARDING AMENDMENTS TO
SECTION 28- "CG", COMMERCIAL GENERAL DISTRICT REGULATIONS AND
SECTION 30- "PO" PROFESSIONAL OFFICE DISTRICT REGULATIONS TO THE
COMPREHENSIVE ZONING ORDINANCE NO. 98-29.
The Commission discussed changes to be made to the Comprehensive Zoning Ordinance No
98-29.
SECTION 28- F. 3. Maximum Impervious Areas... The combined are occupied by all
buildings, structures, except off-street parking and paved areas shall not exceed eighty percent
(80%) of the total lot areas.
SECTION 28- G. Buffered Area Regulations: Whenever a CG Commercial General
Development is located adjacent to an existing residential development or an area zoned for
residential purposes, all principal buildings or structures shall be set back a minimum of forty
(40) feet from the adjoining property line. The setback area shall contain only landscape
improvements, fencing, berms or trees to provide visual and acoustical privacy and to
adequately buffer adjoining uses.
SECTION 28- H. Off -Street Parking: 1. Parking lots shall be designed with
compartmentalized parking lots for all areas over 50 spaces.
SECTION 28- H. Off -Street Parking: 6. There shall be no more than a maximum of 12
consecutive parking spaces, without an island dedicated to landscaping, with a minimum of one
4" caliper tree measured 12" off the ground.
SECTION 28- H. Off -Street Parking: 8. Add Illustration.
SECTION 28- H. Off -Street Parking: 9 ... The traffic impact analysis requirement may be
excluded from the site plan if the Town Engineer determines that if the analysis is not necessary
for the development.
SECTION 28- H. Off -Street Parking: 10. All entrance drives shall be accented with
decorative street treatment and shall be clearly detailed on the site plan.
SECTION 28- H. Off -Street Parking: 11. Paved parking areas shall have at least 10% of
the paved surface area dedicated to decorative street treatment as approved by the Town
Planning & Zoning Commission.

SECTION 28- H. Off -Street Parking: 12. Crosswalks, when provided shall be marked
similar to decorative street pavement.
SECTION 28- J. Landscaping Requirements: 1. A front set -back area shall be devoted to
a landscape buffer. In addition, only drive crossing that provides ingress and egress will be
allowed.
SECTION 28- J. Landscaping Requirements: 2. The front landscape buffer shall contain
trees of 4 " caliper measured 12" from the ground and shall be 12 feet in height planted on 30
foot centers. In addition, shrubs, berms, decorative walls, or a combination thereof, shall be
provided between the trees such that a screen of a minimum of three feet in height shall screen
the parking areas.
SECTION 28- K . Design Requirements: 1. No outdoor storage, except for refuse or
disposal, shall be permitted. Refuse disposal shall be landscaped and screened from view with
screening which is the same as the architectural style of the main structure.
SECTION 28- K. Design Requirements: 3. ...Exterior lighting fixtures shall not exceed a
maximum height of 25 feet, measured from the adjacent ground, shall direct light towards the
ground and shall be shielded.
SECTION 28- L. Masonry Requirement: (Add the sentence): Painted tilt wall and painted
concrete block shall not be permitted as finished masonry material.
SECTION 28- O. Service Areas: 4. All trash receptacles shah' be adequately sized to contain
all trash at all times.
SECTION 28- P. Signs: The town sign ordinance shall apply to this section.
Similar changes are to apply to Section 30 — "PO" Professional Office District Regulations.

7. OTHER MATTERS:
Chairman Hamper gave onupdate Onmeetings held with Bradford Company in reference to the
Commercial General zoned land along SH1 14.
Vice Chairman Hill gave an update on Corps. of Engineers property.
Chairman Hamper gave an update on pathway issues in "The Lakes" subdivision. K4c Hamper
stressed that the Town has nothing to do with the Homeowner's Association. We cannot
enforce the criteria because they are apart ofthe Deed Restrictions.
