Minutes P&Z 05/20/1999MINUTES OF REGULAR SESSION FOR THE PLANNING AND ZONING COMMISSION TOWN OF TROPHY CLUB May 20, ] 999 The Planning and Zoning Commission of the Town of Trophy Club, Texas met in a regular session on May 20, 1999 at 6:00 P.M. in the Boardroom of the Trophy Club Administration Building, 100 Municipal Drive, Trophy Club, Texas 76262. COMMISSIONERS PRESENT: Mike Hamper Chairperson Roger Williams Member Rick Gilliland Member David Schaaf Member Donald Cotton Member COMMISSIONERS ABSENT: Gene Hill Member Clayton Reed Member STAFF AND GUESTS PRESENT: Cathy Morgas Planning Director Kristie McPherson Recording Secretary Dan Boutwell Town Planner, MPRG Tiffany Haertling Town Attorney Chairman Mike Hamper called the meeting to order at 6:00 p.m. announcing a quorum was present. PRESENTATION, DISCUSSION AND APPROPRIATE ACTION REGARDING A PRESENTATION BY THE BEAUTIFICATION COMMITTEE: Commissioner Cotton moved to table this item. Commissioner Williams seconded; motion passed unanimously. DISCUSSION AND APPROPRIATE ACTION REGARDING THE AMENDMENT TO THE PARKS SECTION OF THE COMPREHENSIVE LAND USE PLAN: Dennis Simms gave a presentation to the Commission. He explained that this is a supplement to the Comprehensive Land Use Plan. Mr. Simms stated that in developing this supplement they analyzed the park acreage and actual facilities as related to population and activities. DISCUSSION AND APPROPRIATE ACTION REGARDING THE COMMERCIAL DEVELOPMENT AT HIGHWAY 114 AND TROPHY LAKE DRIVE: John Roarke of Regency Realty, David Culbertson of O'Brien and Assoc. and Ocie Vest of Huitt-Zollars, gave presentations to the Commission. P&Z Regular Session May 20, 1999 Mr. Roarke gave some background on Regency Realty. He explained that regency would be in charge of leasing the property, managing the property and maintaining the property. Regency intends to be here a long time. Mr. Roarke, Mr. Culbertson and Mr. Vest gave a slide presentation on the changes made since the May 6, 1999 meeting. Some of the points covered in the ensuing discussion were: ✓ There will be 126,000 of gross leaseable area. ✓ There will be 36,700 square feet landscaped, which is over and above Town requirements. Discussion was held on putting Nellie R. Stevens holly in the median of Trophy Lake Drive and Regency maintaining it. ✓ No neon will be allowed. ✓ Site lighting to be 37 '/z feet in height. ✓ Drainage studies will be done and then reviewed by Town staff and FEMA. ✓ Regency's intent is to build all buildings at the same time. If building "B" is not built immediately, Regency will temporarily landscape that area. ✓ All utility boxes to be screened. ✓ Landscaping will be in place before CO is issued. ✓ There will be workshop June 3, 1999. No action taken. DISCUSSION AND APPROPRIATE ACTION REGARDING THE REQUEST FROM BECK PROPERTIES TO AMEND THE PD ORDINANCES FOR THE ESTATES OF HOGAN'S GLEN, HOGAN'S GLEN, PHASE II AND THE VILLAS OF HOGAN'S GLEN: This item was removed at John Harbin's request and will be addressed at the June 1, 1999 meeting. REVIEW AND APPROVE MINUTES: January 19, 1999: Commissioner Cotton moved to approve the minutes as presented. Commissioner Gilliland seconded; motion passed unanimously. February 4, 1999: Commissioner Williams moved to approve the minutes as presented. Commissioner Cotton seconded; motion passed unanimously. April 15, 1999: Commissioner Schaaf moved to approve the minutes as presented. Commissioner Williams seconded; motion passed unanimously. 2 P&Z Regular Session OTHER MATTERS: May 20, 1999 Chairman Hamper updated the Board on the Land Use Planning Seminar he and Commissioner Reed attended.
