Minutes P&Z 09/16/1999MINUTES OF REGULAR SESSION FOR THE PLANNING AND ZONING COMMISSION TOWN OF TROPHY CLUB September 16, 1999 The Planning and Zoning Commission of the Town of Trophy Club, Texas met in a regular session on September 16, 1999 at 6:00 P.M. in the Boardroom of the Trophy Club Administration Building, 100 Municipal Drive, Trophy Club, Texas 76262. Fleck Planning & Zoning Coordinator Dan Boutwell Planning Consultant John Harbin Beck Properties Cody Pletz Regency Realty I Vice Chairman Hill called the meeting to order at 6:02 p.m. announcing a quorum was present. 2. DISCUSSION REGARDING PLACEMENT AND LOCATION FOR "COMING SOON" SIGNS FOR TROPHY CLUB PLAZA, PD -21, (APPLICANT CODY PLETZ, REGENCY REALTY). Cody Pletz, Project Manager, Regency Corporation addressed the Commission. Mr. Pletz presented the Commission with two "COMING SOON" sign examples. Mr. Pletz is asking for a meritorious exception because pole signs are not permitted under Sign Ordinance No. 1999-13, and they will be on property for 1 year. P& Z Regular Session SEPTEMBER 16, 1999 3. REVIEW AND DISCUSS CONCEPT PLAN FOR PHASE III OF THE ESTATES OF HOGAN'S GLEN, PD -22, (APPLICANT JOHN HARBIN, BECK PROPERTIES). John Harbin, Vice President, Beck Properties addressed the Commission. Chairman Hill asked that the street Meadowbrook Lane be added to the plat. The Estates of Hogan's Glen, Phase III is a 7.9 acre piece, it will consist of 159 lots, 2.1 density, 41/2 acres of required park, 2.4 acres of open space. The parkland will be maintained by the Homeowners Association. The parkland is accessible to all residents of Trophy Club even though this is a gated community because it will be attached to the trail system. Streets D, E and F designate zero lot side as shown in the PD. The zero lot line lots will be the same sized lots that are in Phase I. There are small triangles of land that need to be swapped with the Town to go to Harmony Park. Beck will be giving 5,267 sq. ft. and the Town will be giving 842 sq. ft. The price range will be a continuation of the previous product in Phases I and II, to one million plus. There will be the possibility of a gated area consisting of a total of 15 lots, backing up to the No. 1 tee and the No. 10 tee, and Mr. Harbin will add that possibility to the PD. Mr. Harbin stated that he sees these homes as being the highest priced homes. There will be a six barrel bridge leading into this area. Mr. Harbin was asked by the Commission to add landscaping, monument structures, light and sign plans along with land swaps, and zero lot lines to the site plan. No action taken. 4. DISCUSSION AND REVIEW OF PROPOSED CHANGES TO THE CONPREHENSIVE ZONING ORDINANCE NO. 98-29, (APPLICANT TOWN OF TROPHY CLUB). Discussion continued from the previous meeting held August 19, 1999. A number of changes were not made during this meeting. Planning Consultant, Dan Boutwell was directed by the Commissioners to change items after the meeting. The following changes were made to the Comprehensive Zoning Ordinance No. 98-29: SECTION 28 — H. Off -Street Parking: 5. Parking spaces shall not be permitted within the building line setback areas. Drive lanes shall only be permitted when crossing setback area. SECTION 28 — H. Off -Street Parking: 6. There shall be a minimum of 12 consecutive spaces between islands with at least one 4" caliper tree in each island. SECTION 28 — L. Masonry Requirement: Mr. Boutwell was asked by the Commissioners to reword this section. The changes are attached to these minutes. SECTION 28 — O. Service Areas: 2. Mr. Boutwell was asked by the Commissioners to define the term "street yard". The definition is attached to these minutes. Similar changes are to apply to SECTION 29 — "CR" Commercial Recreation District Regulations, as well as SECTION 30 — "PO" Professional Office District Regulations. Dan Boutwell suggested that the Planning and Zoning Commission conduct a training session with the Zoning Board of Adjustments. 2 P& Z Regular Session June 17, 1999 Following comments and discussion by the Commissioners the consensus of the Commission was to recommend the approval of PD#21 to the council at a Joint Public Hearing/Joint Session on July 6, 1999. All Commissioners were in favor with the exception of Commissioner Schaaf. May 6, 1999 - Commissioner Williams moved to approve as presented. Commissioner Cotton seconded; motion passed unanimously. May 20, 1999 - Commissioner Cotton moved to approve as presented. Commissioner Williams seconded; motion passed unanimously with Commissioners Reed and Hill abstaining. OTHER MATTERS: A future agenda item - rework subdivision regulations in regards to placement of utilities in easements. Discussion of meeting dates for next several months. (specifically July and September) Commission consensus was to cancel the July 1 meeting and see what projects were underway prior to canceling the September 2 meeting. All principal and accessory buildings and structures shall be of exterior fire resistant construction having one hundred (100) percent of the total exterior walls, excluding doors, windows and porches, constructed of brick, stone or other masonry material including the area above the first floor ceiling plate line. Painted tilt wall and painted concrete block shall not be permitted as finished masonry material. 3. Stucco shall be used only as an accent material upon ubject to prior approval of P & Z 4. All exterior chimneys surfaces shall also be of masonry construction. 5. Other materials of equal characteristics, which are demonstrated to be critical to the architectural theme of the structure, may be allowed upon approval of the Planning and Zoning Commission. 6. Masonry materials shall be of earth tones and shall be submitted to the Planning and Zoning_ Commission for recommendation and to the Town Council for approval For the pu ose of this section earth tones shall be understood to consist of darker and pastel shades of the color spectrum. which may generally be found in the natural environment._ These colors shall not generally consist of the vibrants or florescents of the color spectrum, O. Service Areas' The following desmon requirements shall apply in the CG District 1. All service areas including but not limited to the location of loading docks garages, garbage disposal units and truck parking shall be com Ip_etely screened from e# -life view. 2. The centralized trash collection point shall not be located in any street yard. a. Street Yard: Shall mean that area of land located between the structure and a street right-of-way line of a front side or rear lot line. 3 All trash receptacles shall be screened with a masonry wall of material similar to the main structure with appropriate landscaping on three sides and shall have a screening pate which shall remain closed except when being serviced 4 All trash receptacles shalt be adequate sized to contain all trash at all times.
