Minutes P&Z 09/21/2000MINUTES OF A REGULAR SESSION FOR THE PLANNING AND ZONING COMMISSION TOWN OF TROPHY CLUB The Planning and Zoning Commission of the Town of Trophy Club, Texas met in a Regular Session on 21 September 2000, at 6:30 P.M. in the Boardroom of the Trophy Club Administration Building, 100 Municipal Drive, Trophy Club, Texas 76262. COMMISSIONERS ATTENDANCE: Chairman Hill present Vice Chairman Gilliland present Commission Reed present Commissioner Shegon present Commissioner Ashby excused STAFF AND GUESTS PRESENT: Kerin C. Fleck Planning & Zoning Coordinator Barb Kurtzweil Resident/Applicant Jodi Ashby Resident/Applicant Carol Brown Resident/Applicant Mark Glasgo Resident/Applicant 1. CALL TO ORDER AND ANNOUNCE A QUORUM. Chairman Hill called the meeting to order at 6:40 p.m., and announced a quorum was present. 2. DISCUSSION AND APPROPRIATE ACTION REGARDING A REQUEST FOR A WAIVER TO FENCE ORDINANCE NO. 1999-01 AT 2 CAMBRIA COURT, LOT 27, BLOCK 12 @THE LAKES, (APPLICANT: JOSEPH KURTZWEIL, HOMEOWNER). Ms. Kurtzweil addressed the Commission and informed them that when she and her husband were in negotiations with Highland Homes over the house at 2 Cambria, they were told their fence would be in line with the fence directly behind their property. However, after the house was purchased, they found out that they would have to apply for a fence waiver. Ms. Kurtzweil told the Commission that two letters from surrounding residents were included in their meeting packets, on behalf of the Kurtzweil's request for a waiver. I Planning & Zoning Regular Session 21 September 2000 Ms. Kurtzweil added that in order to keep the fence consistent with the fence located at 201 Parkview Drive, they would construct a retaining wall that would be approximately two (2) feet tall. Commissioner Shegon stated that the reason for the fence line to be located on the building line for a corner lot was for more green space between the fences on each side of the road. A motion was made to recommend approval of the fence waiver with the stipulation that the retaining wall be constructed of a masonry product similar to the main structure. Motion: Reed Second: None The motion died for lack of a second. Chairman Hill informed the applicant that an appeal may be made to the Town Council. 3. DISCUSSION AND APPROPRIATE ACTION REGARDING A REQUEST FOR A TEMPORARY USE PERMIT FOR "TEAM TROPHY CLUB DAY", OCTOBER 21, 2000, (APPLICANT: JODI ASHBY, CAROL BROWN, PUBLIC RELATIONS COMMITTEE). Mrs. Ashby and Mrs. Brown addressed the Commission and described some of the festivities. Sutton's Nursery will be speaking to residents about tree planting tips. Several organizations will be represented at this community festival, such as the Medlin Middle School Band, Girl Scouts and Boy Scouts, as well as Teens for Transplants. The event will take place from 10 am - 2 pm, near the CIA pool. Beck Properties as well as Oakmont Enterprises have given permission for the use of their property. The purpose of the event will be to educate residents on trees. There will be instructions for proper planting. The event will help reach the goal of 2000 trees in 2000, and to foster community relations. A motion was made to recommend approval of the request for a temporary use permit for "Team Trophy Club Day", October 21, 2000. Mr. Frank Glasgo addressed the Commission on behalf of Mr. Joseph Kurtzweil, applicant for a fence waiver at 2 Cambria Court. 5. REPORTS FROM COMMISSIONERS, OTHER MATTERS: Commissioner Shegon discussed the floodlights at the Trophy Club Plaza. 6. REPORTS FROM STAFF. Ms. Fleck had no comments. 7. ADJOURNMENT.
