Minutes P&Z 04/19/2001MINUTES OF A REGULAR SESSION FOR THE PLANNING AND ZONING COMMISSION TOWN OF TROPHY CLUB 19 APRIL 2001 The Planning and Zoning Commission of the Town of Trophy Club, Texas met in a Public Hearing and a Regular Session on 19 April 2001, at 6:30 pm in the Boardroom of the Trophy Club Administration Building, 100 Municipal Drive, Trophy Club, Texas 76262. Chairman Hill called the meeting to order at 6:34 pm, and announced a quorum was present. PUBLIC HEARING 2. PLANNING & ZONING COMMISSION TO OPEN PUBLIC HEARING. PLANNING & ZONING COMMISSION TO CONDUCT A PUBLIC HEARING RELATIVE TO THE FOLLOWING: AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS, AMENDING ORDINANCE NO. 95-20 OF THE TOWN, THE SAME BEING PD PLANNED DEVELOPMENT #13, EXHIBIT C DEVELOPMENT STANDARDS, BY AMENDING THE OFFICIAL ZONING MAP OF THE TOWN BY CHANGING PD PLANNED DEVELOPMENT #13 TO ADD SECTION A (5) ENTITLED "TRACT 1 SIGNS", REGULATING SIGNS LOCATED WITHIN TRACT ONE AS FOLLOWS: PROVIDING REGULATIONS FOR MONUMENT SIGNS, BANNERS AND TEMPORARY SIGNS, SIGNS DISPLAYED IN WINDOWS, WALL SIGNS, INTERNAL LIGHTING, RACEWAY REQUIREMENTS, INTERNAL ILLUMINATED SIGNS AND TEMPORARY LEASING SIGNS; PROVIDING FOR AN APPEAL OF THESE REGULATIONS; AND AMENDING SECTION B (16) ENTITLED "SIGNS"; PROVIDING THAT SUCH TRACT OF LAND SHALL BE USED IN ACCORDANCE WITH THE REQUIREMENTS OF THE COMPREHENSIVE ZONING ORDINANCE AND ALL OTHER APPLICABLE ORDINANCES OF THE TOWN; PROVIDING GENERAL PROVISIONS; PROVIDING A SAVINGS CLAUSE; PROVIDING A PENALTY NOT TO EXCEED THE SUM OF TWO THOUSAND DOLLARS ($2,000.00) FOR EACH OFFENSE AND A SEPARATE OFFENSE SHALL BE DEEMED COMMITTED EACH DAY DURING OR ON WHICH A VIOLATION OCCURS OR CONTINUES; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR PUBLICATION; PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE. Tract 1 Signs: (h) Temporary Leasing Sign: One leasing sign with maximum dimensions of eight (8) feet in height and four (4) feet in width, not exceeding a maximum area of thirty-two (32) square feet shall be permitted. The leasing sign shall be constructed of wood or aluminum and may be MG Rfed ^n PGStS n„f to exceed t w e (2) foo+ in height. not exceed ten (10) feet in height overall. Commissioner Shegon asked how long the temporary leasing sign would be up. Mr. Burgher stated the leasing sign will remain up until all the tenant spaces are filled. He went on to say that he would maintain the sign, keeping it in good condition. Mr. Boutwell suggested the following revision: N, Planning & Zoning Regular Session 19 April 2001 Section 2. Item 5. Tract I Signs: (a) Monument Signs: Two monument type signs may be located within the landscaped area as shown on Exhibit "A". Each sign, as shown on Exhibit "B" shall not exceed a maximum of ten (10) feet in height and (8) feet in length. The signs shall be mounted on a stone base with a maximum height of one (1) foot, six (6) inches above finished grade of the adjacent concrete curb within the parking lot. The signs shall not exceed a maximum height of eighty (80) square feet in total area, excluding the height of the stone base. A motion was made to recommend approval of the request to amend ordinance 95-20, with changes. Motion: Shegon Second: Ashby Ayes: Hill, Reed, Sheridan Nays: None Action: 5-0 Motion carried. 8. PRESENTATION, DISCUSSION, AND APPROPRIATE ACTION REGARDING PROPOSED REVISIONS TO THE TOWN OF TROPHY CLUB SUBDIVISION REGULATIONS, TOWN ORDINANCE NO. 98-08 P&Z AS AMENDED. (AMD-01- 004) AMD-01-004) Mr. Boutwell presented the changes made by Patricia Adams, Town Attorney. The Commission discussed the changes and agreed to review this item at their next meeting to be held 3 May 2001. 9. REVIEW AND APPROVE MINUTES: a. 1 MARCH 2001 b. 15 MARCH 2001 A motion was made to approve the minutes for 1 March 2001, and 15 March 2001.
