Minutes P&Z 08/02/2001MINUTES OF A REGULAR SESSION FOR THE PLANNING AND ZONING COMMISSION TOWN OF TROPHY CLUB 2 AUGUST 2001 The Planning and Zoning Commission of the Town of Trophy Club, Texas met in a Regular Session on 2 August 2001, at 6:30 pm in the Boardroom of the Trophy Club Administration Building, 100 Municipal Drive, Trophy Club, Texas 76262. COMMISSIONERS ATTENDANCE: Chairman Hill present Vice Chairman Gilliland arrived at 6:44 pm Commissioner Ashby arrived at 6:36 pm Commissioner Reed present Commissioner Rodgers present Commissioner Shegon present Commissioner Sheridan present STAFF AND GUESTS PRESENT: Kerin C. Fleck Patricia Adams Dan Boutwell Bill LeGrand Gary Tomlin Planning & Zoning Coordinator Town Attorney Planning Consultant Director of Public Works 1. CALL TO ORDER AND ANNOUNCE A QUORUM. Chairman Hill called the meeting to order at 6:35 pm, and announced a quorum was present. 2. PRESENTATION, DISCUSSION AND APPROPRIATE ACTION RELATIVE TO AN APPLICATION FOR A MERITORIOUS EXCEPTION FOR A COMMERCIAL ADVERTISMENT SIGN LOCATED ON A TRACT OF LAND ZONED CG- COMMERCIAL GENERAL, NORTH OF SH 114 AND SOUTH OF INDIAN CREEK TOWNHOMES AND EAST OF THE PLANTATION APARTMENTS. (APPLICANT: FOUR PEAKS DEVELOPMENT) Chairman Hill read a letter from the applicant (attached to these minutes) requesting the meritorious exception. The applicant was unable to attend the meeting, but requested favorable consideration in this matter. Ms. Adams stated that the sign ordinance prohibits pole signs and if it's prohibited in the ordinance, a meritorious exception is not an option for the applicant. A motion was made to deny the request as it is prohibited under the ordinance and does not qualify for a meritorious exception. This request will not be forwarded to the Town Council as if is not a permissible request under the sign ordinance. 3. PRESENTATION, DISCUSSION AND APPROPRIATE ACTION RELATIVE TO THE PROPOSED REVISIONS TO THE TOWN OF TROPHY CLUB SUBDIVISION REGULATIONS, TOWN ORDINANCE NO. 98-08 P&Z AS AMENDED. (AMD -01-004) The Commission reviewed the Subdivision Regulations and made revisions. This item will be reviewed again in a public hearing at the first meeting in September. Although this ordinance does not require a public hearing for an amendment, a public hearing has generally been held in the past and Ms. Adams suggested we continue with the same process in order to be consistent. 4. REVIEW AND APPROVE MINUTES: a. 12 JULY 2001 A motion was made to approve the minutes for 12 July 2001, as amended. Motion: Gilliland Second: Reed Ayes: Hill, Rodgers, Sheridan Nays: None Abstain: Ashby, Shegon Action: 5-0-2 Motion carried. 5. ADJOURNMENT. Due to the construction on Hwy. 114, we have found that prospective customers have been unable to locate our site. Therefore, we feel the larger sign is necessary at this time. We regret that we could not send a representative to attend the meeting this evening. One of the partners is out of state, and the other cannot attend due to health problems.
