Minutes P&Z 03/01/2001MINUTES OF A REGULAR SESSION FOR THE PLANNING AND ZONING COMMISSION TOWN OF TROPHY CLUB The Planning and Zoning Commission of the Town of Trophy Club, Texas met in a Regular Session on 1 March 2001, at 6:30 pm in the Boardroom of the Trophy Club Administration Building, 100 Municipal Drive, Trophy Club, Texas 76262. COMMISSIONERS ATTENDANCE: Chairman Hill present Vice Chairman Gilliland present Commissioner Ashby present Commissioner Reed present Commissioner Rodgers present Commissioner Shegon present Commissioner Sheridan present STAFF AND GUESTS PRESENT: Kerin C. Fleck Planning & Zoning Coordinator Dan Boutwell Planning Consultant Patricia Adams Town Attorney Bill LeGrand Director of Public Works 1. CALL TO ORDER AND ANNOUNCE A QUORUM. Chairman Hill called the meeting to order at 6:34 pm, and announced a quorum was present. 2. DISCUSSION AND APPROPRIATE ACTION REGARDING A REQUEST FOR A TEMPORARY USE COMMUNITY GARAGE SALE BY SPECIAL PRIVILEGE. (APPLICANT: CAROL BROWN, TROPHY CLUB WOMEN'S CLUB.) A. PRESENTATION BY APPLICANT Although the applicant was not present, a motion was made to approve the request. Motion: Reed Second: Shegon The Commission discussed the involvement of the Police Department. Ms. Fleck said that she was not aware that the Police Department had fully discussed the garage sale with the applicant. 1 Planning & Zoning Regular Session Meeting A motion was made to withdraw the previous motion. Motion: Reed Second: Shegon I March 2001 A motion was made to recommend approval contingent on approval from the DPS. Motion: Reed Second: Shegon Ms. Brown arrived at approximately 6:40 pm and addressed the Commission. The spring date will be 7 April 2001, with an alternate rain day for 8 April 2001. The fall date will be 6 October 2001, with the alternate rain day for 7 October 2001. Ms. Brown has spoken with the Police Department and coordinated the details of traffic control with them. Houses participating in the garage sale will have balloons on the mailboxes. A map will be handed out showing all addresses participating in the sale. Ms. Brown went on to say that she had spoken with Chief Miller and he said he would need a map indicating where the sales would be, in order to work out traffic control or any medical emergencies there might be. Chairman Hill asked the applicant to see if Chief Miller would be able to give his recommendation to the Town Council at the meeting 19 March 2001, or if he would be unable to attend, to have a letter prepared for the Council. The applicant agreed to do so. B. INPUT FROM PUBLIC There were no public requests to speak regarding this item. C. COMMISSIONER'S DISCUSSION 3. PRESENTATION AND DISCUSSION REGARDING THE PROPOSED CHANGES TO THE COMPREHENSIVE ZONING ORDINANCE NO. 2000-06 P&Z, SECTION 42 - TRANSMITTING AND RECEIVING ANTENNAS AND OTHER ANTENNA FACILITIES. (APPLICANT: TOWN OF TROPHY CLUB, PRESENTATION BY PATRICIA ADAMS, TOWN ATTORNEY AND DAN BOUTWELL, PLANNING CONSULTANT.) 0 Planning & Zoning Regular Session Meeting 1 March 2001 A. PRESENTATION Mr. Boutwell reviewed the items that had been revised from the previous meeting. Ms. Adams presented the changes she made to the ordinance which were essentially adding more definitions and rewording the items. B. INPUT FROM PUBLIC No public requests to speak were made by the public. D. COMMISSIONER'S DISCUSSION The following changes were made: B. Definitions: Alternative Tower Structure: MGn mgde4rr--oms, Clock towers, bell steeples, light poles and similar alternative -design mountinq structures that camouflage or conceal the presence of antennas or towers. See also the definition of "stealth facility". C. Applicability/General Regulations: 13. Conditional Use Permit Requirement: A Conditional Use Permit is shall be required from the -Town -Council upon -1 1 1. . I-- . for an antenna or antenna facility which will not comply with any requirement of this section. See Section J. Conditional use permits. C. Amateur Radio and TV Antennas: 4. Height Limit for Building Mounted Antenna: An antenna shall not extend more than eight feet above a building on which it is mounted, regardless of the height of the structure. 5. Placement of Antenna Facilities: L. Appeal: An applicant may appeal the decision of the Planning & Zoning Administrator to the Planning & Zoning Commission by filing a Notice of Appeal within ten (10) days following the date the Administrator notifies the applicant of his action. The Planning & Zoning Commission may approve, conditionally approve, table or deny an appeal. The applicant may appeal the Planning & Zoning Commission's denial to the Town Council by filing a written Notice of Appeal- with the Town Secretary within ten [10) days following the denial by the Commission. A decision not timely appealed in accordance with this section shall be final. 4. REVIEW AND APPROVE MINUTES: A. 15 FEBRUARY 2001 A motion was made to approve the minutes.
