Minutes P&Z 05/17/2001MINUTES OF A REGULAR SESSION FOR THE PLANNING AND ZONING COMMISSION TOWN OF TROPHY CLUB 17 MAY 2001 The Planning and Zoning Commission of the Town of Trophy Club, Texas met in a Regular Session on 17 May 2001, at 6:30 pm in the Boardroom of the Trophy Club Administration Building, 100 Municipal Drive, Trophy Club, Texas 76262. COMMISSIONERS ATTENDANCE: Chairman Hill present Vice Chairman Gilliland present Commissioner Ashby present Commissioner Reed present Commissioner Rodgers present Commissioner Shegon present Commissioner Sheridan present STAFF AND GUESTS PRESENT: Kerin C. Fleck Planning & Zoning Coordinator Ron Rose Applicant, Lake Cities Church of Christ 1. CALL TO ORDER AND ANNOUNCE A QUORUM. Chairman Hill called the meeting to order at 6:34 pm, and announced a quorum was present. 2. PRESENTATION, DISCUSSION AND APPROPRIATE ACTION REGARDING A REQUEST FOR MERITORIOUS EXCEPTION TO SIGN ORDINANCE NO. 1999-13, IN ORDER TO ALLOW TWO (2) TEMPORARY DEVELOPMENT SIGNS ON A 4.2821 ACRE TRACT OF LAND ZONED PO, GENERALLY LOCATED TO THE NORTH OF SH 114 AND SOUTH OF INDIAN CREEK DRIVE. (APPLICANT: LAKE CITIES CHURCH OF CHRIST) Mr. Rose addressed the Commission and explained the reason for the request. Chairman Hill suggested the sign dimensions for the sign fronting Indian Creek Drive be reduced to no more than eighteen (18) inches above the ground, which would reduce the impact along the residential side. The sign fronting SH 114 is acceptable at the proposed dimensions. Mr. Rose agreed to alter the sign facing Indian Creek Drive so that it will sit lower to the ground. I Planning & Zoning Regular Session 17 May 2001 The Commission discussed when the sign should be erected and how long it should remain up. It was determined that the sign would be permitted at the time an application is made by Lake Cities Church of Christ for their preliminary plat, whether or not the application is "administratively complete". The signs may be up for a period of twelve (12) months. A motion was made to approve the application as modified, with the start date being at the time the applicant files an application for a preliminary plat, whether or not it's administratively complete, not to exceed twelve (12) months. Motion: Sheridan Second: Reed Ayes: Hill, Gilliland, Ashby, Rodgers, Shegon Nays: None Action: 7-0 Motion carried. This item will be recommended for approval at the 4 June 2001, Town Council meeting. 3. PRESENTATION, DISCUSSION AND APPROPRIATE ACTION REGARDING PROPOSED REVISIONS TO THE TOWN OF TROPHY CLUB SUBDIVISION REGULATIONS, TOWN ORDINANCE NO. 98-08 P&Z AS AMENDED. (AMD -01-004) This item was not discussed because the backup information was not complete. 4. REVIEW AND APPROVE MINUTES: a. 5 APRIL 2001 b. 19 APRIL 2001 A motion was made to approve the minutes from 5 April 2001. Motion: Reed Second: Sheridan Ayes: Hill, Gilliland, Ashby, Rodgers, Shegon Nays: None Action: 7-0 Motion carried. A motion was made to approve the minutes from 19 April 2001. REPORTS AND COMMISSIONER'S DISCUSSIONS; OTHER MATTERS. There were no comments from the Commissioners. 6. REPORTS FROM STAFF. There were no comments from staff. 7. ADJOURNMENT.
