CALL TO ORDER AND ANNOUNCE A QUORUM. Vice Chairman Gilliland called the meeting to order at 7:03 pm, and announced a quorum was present. A motion was made to remove the table for the zone change for PD -24, made at the 25 July 2002 meeting. APPLICANT: THE CIRRUS GROUP, L.L.P., GSR ANDRADE ARCHITECTS, (PDREP-02-004). Vice Chairman Gilliland asked Mr. Hutchison to clarify the placement of the monument signs. Mr. Hutchison addressed the Commission. The concept of the larger, curved sign (referred to as the Central Monument Sign in Exhibit "I" of PD -24) is a ceremonial sign. Its purpose is to create an atmosphere of intuitionalism for the site that is indicative of the use. The primary and secondary entry monument signs are located at the site's primary and secondary entrances to let patients and visitors know from the addresses that they are in the correct location. The elevations of the MOB show additional tenant signage. The signs were set up, in the opinion of Mr. Hutchison, and appropriately scaled to the buildings, with what is referred to as eyebrow signage located at the top of the first floor. The secondary entrance sign will direct individuals to the bank drive thru location. The text of the signs may change, however the scale will not. Mr. Garrison said yes. The landscaping at the entries may be changed in order to allow signage visibility, but the overall count of the landscaping will not be altered. Modifications in the field always occur. A motion was made to recommend approval of the zone change. HENRY SURVEY, ABSTRCT NO. 528, AND THE W. H. PEA SURVEY, ABSTRACT NO. 1045 AND BEING PART OF A 307.91 ACRE ATTRACT AS RECORDED IN VOLUME 676, PAGE 153, DENTON COUNTY DEED RECORDS AND RECORDED ON OR ABOUT MARCH 5,1994; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FINDINGS; PROVIDING A CUMULATIVE REPEALER CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE.
