Minutes P&Z 01/16/2003MINUTES OF A REGULAR SESSION FOR THE PLANNING & ZONING COMMISSION 1001 0 0 16 JANUARY 2003 The Planning and Zoning Commission of the Town of Trophy Club, Texas met in a Regular Session meeting 16 January 2003, at 7:00 pm in the Public Works Conference Room of the Public Works Building, 100 Municipal Drive, Trophy Club, Texas 76262. COMMISSIONERS ATTENDANCE: Chairman Hill present Vice Chairman Gilliland excused Commissioner Ashby present Commissioner Reed present Commissioner Rodgers present Commissioner Sheridan present Commissioner Stephens present STAFF AND GUESTS PRESENT: Kerin C. Fleck Planning & Zoning Coordinator Randy Briggs Community Development Manager Tom Dowdy Fence Contractor/Supplier/Applicant 1. CALL TO ORDER AND ANNOUNCE A QUORUM. Chairman Hill called the meeting to order at 7:10 pm, and announced a quorum was present, 2. PRESENTATION, DISCUSSION AND APPROPRIATE ACTION RELATIVE TO A REQUEST TO AMEND FENCE ORDINANCE NO. 2002-45P&Z IN ORDER TO INCLUDE VINYL FENCING AS A PERMITTED FENCE MATERIAL. Mr. Dowdy addressed the Commission and briefly described the proposed vinyl fence material. Vinyl fencing is there for the life of the house or the property. There is little to no maintenance, no termites or stains. The rain cleans the product. The manufacturer offers a lifetime/30 year warranty. The fence product comes in many styles with privacy fencing ranging in height from six feet (6') to eight feet (8). The product is limited in wood grain colors, with only three options: Harvest Ash, Laurel Gray and Weathered Cedar. The product costs approximately twice that of a wood fence, but it never has to be replaced. Mr. Dowdy concluded by requesting that the Commission consider changing the fence Ordinance to add this material to the list of approved materials. Chairman Hill stated that the current Fence Ordinance specifies fence colors having earth tones. Chairman Hill also stated concerns over the enforceability of appropriate colors, N:\kfleck\Private\PLANNING & ZONING\ MINUTES\ 2003\JAN \0 1162003 REG SESSION.doc Page 1 Planning & Zoning Commission Regular Session Meeting 3 October 2002 Commissioner Ashby said that the material does not appear to fit with the current restrictions and current styles of fencing in Trophy Club, Commissioner Stephens stated concern with the quality of the product, and how to incorporate that into the Ordinance requirements, Commissioner Reed said he would like to see a way to control the way the fences look such as type and quality, but he is also concerned with enforceability, Commissioner Sheridan stated that he had no problem with the product or the word "vinyl", however, in the time he's been on the Commission, fence waivers have been turned down for fences painted the colors Mr. Dowdy is proposing. Commissioner Rodgers inquired about the thickness. A motion was made to deny the request to allow vinyl fences to be included in the list of approved materials in the Fence Ordinance. Motion: Reed Second: Ashby Ayes: Hill, Nays: None Action: 6-0 Motion carried. Chairman Hill thanked Mr. Dowdy for his time and recommended he come back before the Commission if and when a manufacturer offers a color that is more in line with the current earth tones the Fence Ordinance allows. 3. REVIEW AND APPROVE MINUTES: A. 7 NOVEMBER 2002 B. 21 NOVEMBER 2002 A motion was made to approve the 7 November 2002, and 21 November 2002, minutes with changes, Motion: Rodgers Second: Sheridan Ayes: Hill, Ashby, Reed, Stephens Nays: None Action: 6-0 Motion carried. 8.
