Chairman Hill informed the Commission of changes made to the acreage noted in the caption. If a motion is made to recommend approval of the zone change, the motion should include the revised acreage: 64,04 and 10.897 acres. Ms. Gillock had no comments for the Commission. (ZCA-03-005) Mr. Daniel D'Amico and Mr. Rustin Becker addressed the Commission. The Trophy Club Physician's Hospital will be a medical complex partnered with sixty-one (61) local physicians, The project will be a single story, 50,000 square foot facility. Primary operating hours will be 9am -4pm, but open 24 hours a day, Procedures will take place during the day, The facility is required by the Texas Department of Health to have an emergency room, but it will be run more like a clinic, There will be no ambulance traffic in the facility, Referred to as a "yellow divert", the hospital won't have the equipment needed to handle ambulance traffic so they will not come to the facility, other than to pick a patient up. The hospital will have six (6) operating rooms, a full imaging center and thirty (30) patient beds. The proposed site is underneath the Trophy Club water tower. The existing Trophy Wood Drive extension will be removed. The current eight foot (8') fence existing (rear yards on Hanna Court) will be re -stained and repaired as needed, Landscaping will be added, evergreen trees, sixteen feet (16') to eighteen feet (18') as the rear yard buffer. The property is a 5.601 acre parcel, The site is fairly steeply graded which will afford the building a very low sight line from Hanna Court property owners. Most of the staff parking will be located on the east side of the building, visitor parking will be located in front, and an emergency canopy on the rear, Although the site will provide through access for traffic, it won't be a heavy traffic site. The entire masonry surface of the building will be a masonry veneer. In the front lobby entrance there will be a copula with clear windows, to provide lighting for the central atrium space. Over the top of the atrium there will be a simulated slate roof structure. Three sight line studies are included in the PD package. There will be two landscape retaining walls that will meander through the back part of the sight, allowing the building elevation to be brought in fairly low. The landscape plan indicates quite a few trees that will need to be removed, however most of the trees are located at the northwest and the southeast sections of the site. All of the parking areas will have plantings every twelfth stall will a fairly large tree. These trees will be either ornamental or deciduous, Also, shrubs will be added to the middle of the islands to break up the parking. Based on a recent meeting with a Hanna Court property owner, Mr. Becker stated they would like to add to their rear yard landscape buffer to provide additional screening. The plant list complies with the Town's landscape ordinance, The dumpster location will be screened by concrete and masonry with a solid steel gate in front, The existing lights will be removed when the Trophy Wood Drive extension is removed, Mr, Greg George of 12 Hanna Court addressed the Commission, Mr. George asked the applicant to install a masonry wall on the rear of the site. Mr. George suggested a wall similar to the wall surrounding the Hogan's Glen wall. Mr. Mike Kaler of 17 Hanna Court addressed the Commission. Mr. Kaler asked for the rooftop mechanical equipment to be completely screened. 4. PLANNING & ZONING COMMISSION TO CLOSE PUBLIC HEARING AND/OR CONTINUE TO A DATE CERTAIN. Mr. Boutwell stated the current density of Water's Edge is 3 units per acre. By removing the 10.897 acre tract, the density will be closer to 2 units per acre, making the development less dense. AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS, AMENDING ORDINANCE NO. 2000-06 P&Z OF THE TOWN, THE SAME BEING THE COMPREHENSIVE ZONING ORDINANCE, AND AMENDING THE OFFICIAL ZONING MAP OF THE TOWN BY CHANGING THE ZONING ON A CERTAIN TRACT OF LAND DESCRIBED AS A 5.601 ACRE TRACT OF LAND LOCATED GENERALLY TO THE NORTH OF STATE HIGHWAY 114, WEST OF TW KING ROAD, AND SOUTH OF HANNA COURT, AND BEING MORE PARTICULARLY DESCRIBED IN EXHIBIT "A", ATTACHED HERETO AND INCORPORATED HEREIN, FROM ITS CURRENT ZONING OF "CG", COMMERCIAL GENERAL, TO PD PLANNED DEVELOPMENT NO. 26, TROPHY CLUB PHYSICIAN'S HOSPITAL; PROVIDING THAT SUCH TRACT OF LAND SHALL BE USED IN ACCORDANCE WITH THE REQUIREMENTS OF THE COMPREHENSIVE ZONING ORDINANCE AND ALL OTHER APPLICABLE ORDINANCES OF THE TOWN; PROVIDING THAT THE ZONING MAP SHALL REFLECT THE PD PLANNED DEVELOPMENT NO. 26 ZONING DISTRICT FOR THE SUBJECT PROPERTY; PROVIDING A DEVELOPMENT/SITE PLAN; PROVIDING DEVELOPMENT STANDARDS; PROVIDING BUILDING ELEVATIONS; PROVIDING SITE LINE STUDIES; PROVIDING A LANDSCAPE PLAN AND PLANT LIST; PROVIDING A CIVIL SITE PLAN; PROVIDING FOR A PHOTOMETRIC PLAN AND LIGHT FIXTURES; ESTABLISHING SIGNAGE CRITERIA; ESTABLISHING RETAINING WALL PROVISIONS; SETTING FORTH A DEVELOPMENT SCHEDULE; PROVIDING A FACILITY OVERVIEW; PROVIDING A CUMULATIVE CLAUSE; PROVIDING FOR SAVINGS; PROVIDING SEVERABILITY; PROVIDING A PENALTY NOT TO EXCEED THE SUM OF TWO THOUSAND DOLLARS ($2,000.00) FOR EACH OFFENSE AND A SEPARATE OFFENSE SHALL BE DEEMED COMMITTED EACH DAY DURING OR ON WHICH A VIOLATION OCCURS OR CONTINUES; PROVIDING FOR PUBLICATION; PROVIDING FOR ENGROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE. (ZCA-03-005) There were no comments from Commissioner Moss or Vice Chairman Stephens. Commissioner Sheridan asked about the future expansion. Chairman Hill stated it would be to the south, Additionally, the site abuts the Town limits. Mr. D'Amico stated that all deliveries for medical supplies would occur Mondays, Wednesdays and Fridays between 10 am -12 pm. Service of the trash dumpsters will be according to the schedule of Trinity Waste Company. The fence in between the proposed site and the Villas subdivision (Hanna Court) will be re -stained. Boards will be replaced and/or repaired, whichever is necessary. Approval will be required from the property owners, as the fences are located on their property, Furthermore, the homeowners will be given the opportunity to choose the fence stain color. Mr, D'Amico stated he would meet with the current homeowners looking at the site lines from their rear -yards in order to plant more trees or relocate trees, even possibly having the homeowners putting stakes in the ground to mark planting locations. An evergreen spruce will provide dense coverage, with branches all the way to ground. Mr. Becker stated that currently, the rooftop mechanical units are not screened on the rear portion of the roof, however, they can be redesigned to handle the load. Revisions will be made to proposed PD -26, Trophy Club Physician's Hospital, Exhibit C, entitled "Development Standards" specifically regarding: (1) Fencing along the north perimeter, (2) Mechanical screening on the rooftops, and (3) Landscaping along the north perimeter. The changes will be listed on a separate page, submitted with the PD package, for the Town Council's review and action.
