Chairman Hill called the meeting to order at 7:03 p.m. and announced a
quorum present:

2012-287-T Review and approve minutes of the May 17, 2012 Planning and Zoning
Commission meeting.
A motion was made by Commissioner Richert, seconded by Commissioner
Forest, that this Agenda Item be Approved . The motion carried by the
following vote.

REGULAR SESSION
2. 2012-288-T Consider and take appropriate action regarding a Final Plat for Neighborhood 8,
Phase 2A (11.817 acres) located in the R. Allen Survey, Abstract No. 5.
A. Subdividers Agreement - Consider and take appropriate action regarding a
Subdivider's Agreement between the Town and Lennar Homes of Texas Land and
Construction, LTD. for Neighborhood 8, Phase 2A; and authorizing the Mayor or her
designee to execute all necessary documents.
Ms. Huggins gave a staff report on the number of lots brought forward with this plat,

the gas well site that exists in this neighborhood, the configuration of remaining lots
needed in this neighborhood per the zoning requirements, and the trail requirement in
the open space amenity. Ms. Huggins indicated that the plat meets the subdivision
rules and regulations and the PD -27 development standards and staff recommends
approval.
Jaison Stephen, Jacobs Engineering, came forward and asked the Commissioners
for a recommendation of approval.
Vice Chairman Stephens asked if the applicant was aware and could meet the lot
size requirements of Neighborhood 5 with the next (and final) phase of this
neighborhood. Jaison Stephen indicated that Lennar would meet the requirements of
the PD with the final phase.
Commissioner Sheridan asked if the 6 -ft. sidewalk requirement would be added to
the plat. Jaison Stephen indicated that it would be added to the plat before this case
was heard by the Town Council on July 16. Mr. Sheridan asked who would build the
trail in the open space. Jaison replied that it would be the developer. Mr. Sheridan
asked if that would go on the plat. Mr. Stephen replied that a note could be added to
the plat. Ms. Huggins indicated that it would be a part of the Subdivider's Agreement
(with the next phase).
There were no other comments and Chairman Hill called for a motion.

3. 2012-302-T Consider and take appropriate action regarding approval of a Preliminary and Final
Plat for Trophy Club Drive Church Addition located in the Joseph Henry Survey,
Abstract 529, having 2 lots and being 7.0441 acres of land. The applicant is
Corporation of the Presiding Bishop of The Church of Jesus Christ of Latter -Day
Saints.
A. Developer's Agreement - Consider and take appropriate action regarding a
Developer's Agreement between the Town and Corporation of the Presiding Bishop
of The Church of Jesus Christ of Latter -Day Saints for Trophy Club Drive Church
Addition; and authorizing the Mayor or her designee to execute all necessary
documents.
Jim Dewey with JDJR Engineers came forward and gave a brief presentation and
asked for a recommendation of approval.
Mark Williams, Project Manager, Church of Jesus Christ of Latter -Day Saints,
introduced himself and stated that he is available to answer any of the
Commissioner's questions.
Ms. Huggins gave a staff report.
There were no comments or questions and Chairman Hill called for a motion.
Commissioner Sheridan made a motion to recommend approval of the Preliminary
and Final Plats of Trophy Club Drive Church Addition. Commissioner Reed
seconded the motion.
Before the vote was taken, Ms. Huggins indicated to Chairman Hill that a resident
filled out a card and requested to speak.

Mike Fitzgerald, 2421 Lilyfield Dr., asked why the plat wasn't put on line. He didn't
have time to review it before coming to the meeting. Ms. Huggins responded that it's
sometimes just a matter of space in the agenda program. She explained that if there
are any questions or additional information needed, the Town would be happy to
provide that. By placing a call or email to the Community Development office or the
Town Secretary, that information could be provided.
Commissioner Sheridan also explained that if a final plat meets the requirements of
the Town, state law requires that it be approved.
A motion was made by Commissioner Sheridan, seconded by Commissioner
Reed, that this Agenda Item be Recommended for Approval to the Town
Council , on 07116/2012. The motion carried by the following vote.

4. 2012-304-T Consider and take appropriate action regarding a Site Plan for Trophy Club Drive
Church Addition located in the Joseph Henry Survey, Abstract 529, having 2 lots and
being 7.0441 acres of land.
Jim Dewey, JDJR Engineering, stated that the LDS church is anxious to build the
facility and infrastructure shown on their plans. The building is just shy of 23, 000 sq.
ft. It is a rather large church. He stated that they meet the zoning regulations with a
few exceptions. The steeple is 70 -ft. which is taller than what is allowed by code. He
stated that there are others in the Town that are taller than the code allows. They
also feel they are far enough away from residential to not impact them. There is a
small storage building at the back of the church and the town ordinance allows only
8 -ft. to the peak of the roof. A normal door is 7 -ft. and then add a pitched roof — and
ours will match the church building -- and the storage building will be bricked to match
the church building and so the total height of the building will be 10 -ft. 7 -inches. Mr.
Dewey stated that they also want a pavilion on the south side of the plan for outdoor
activities which will be a steel structure with exposed timber and a pitched roof to
match the building. The church site will have an upward facing ground light for the
monument sign. The monument sign is at the intersection. The church would like for
it to be lit at night. /t has one light on the ground to light the face of the monument
sign. The church is asking that they be allowed to put fewer trees than required
along the roadway because along Trophy Club Drive there is a 15 -ft. utility easement
and there are already fiber optics and separate utility lines in those easements and it
is not practical for the trees to be planted there. The applicant is exceeding the
number of trees required but they are throughout the entire site rather than along the
roadways.
In addition, the church has agreed to provide a public access to Independence Park
East. The church will be providing all of the landscaping on Lot 2, as well as a
decorative wrought iron fence along the lot lines. Lot 2 has several large and small
trees, as well as a trailhead at the roadway with detailed landscaping. There is a
wide sidewalk connecting from Trophy Club Drive to the park. Along the common lot
line there will be a 6 -ft. wrought iron fence constructed to separate the two lots.
Chairman Hill then began to ask each commissioner for questions or comments.
Commissioner Davidson asked if they needed a taller storage building. Mr. Dewey
responded that they did not.
Ms. Huggins asked Chairman Hill if she could make some staff comments before
further Commissioner comments. She explained that this is a planned development
and with a PD the applicant is bringing amenities to the Town and asking for
concessions in return as part of the negotiation of the PD. There are not waivers or

exceptions but considerations (amenities/concessions) for the planned development.
This is different than straight zoning where the applicant would be asking for waivers
or exceptions.
Ms. Huggins stated that on Page 23 of the packet there is a summary of the items the
applicant is providing as amenities:
• Landscaping of 62% of the site (15% required) including landscaping, irrigation
and a 7 -ft. concrete walkway on Lot 2, Block 1
• 29,354 sq. ft. (0.6739 acres) of land dedicated to the Town to provide public
access frdm Trophy Club Drive to Independence Park East
In exchange the church is asking for:
• A steeple, 70 -ft. in height (allowed. 35 -ft.) Ms. Huggins stated that two other
churches in Town have tall steeples.
• A storage building, 10 -ft., 7 -inches in height (allowed: 8 -ft.)
• Steel poles for the pavilion (allowed. steel but must have a wood grain finish)
• An upward facing ground light for the monument sign (allowed: downward facing
for external lighting)
• Approximately 15 fewer trees than required along the roadways; and
• Colored concrete with a pattern for the required 10% decorative street treatment
in the paved parking areas (allowed. brick pavers or stamped or stained concrete.
P&Z has authority to approve)
Mr. Dewey stated that the applicant has agreed to meet the 10% decorative street
treatment in the paved parking areas, but they have not come up with the exact
pattern yet. They are working on it, but they would like to have the option of using
colored concrete. He said that stained concrete is put on after it is cured for 30 days.
It works well with smooth concrete. It doesn't work quite as well with rough concrete
and with vehicular paving in parking lots there is a broom finish so that when it's wet it
isn't slick. Stained concrete doesn't work as well on this surface. Integral color
(adding dye and pigment to the concrete) which provides a contrasting color to the
other paving is the option the church would like to use.
Commissioner Reed asked what color they have in mind. Mr. Dewey responded that
they don't know yet.
Vice Chairman Stephens stated that he doesn't have a problem with stained
concrete. It is a good application.
Mark Williams, Project Manager, LDS Church, stated that they are looking at stained
concrete and could probably score it with a pattern. His background is landscaping
architecture and he believes the Town will be pleased with their final decision and
product.
Commissioner Sheridan stated that the pavilion is 130 -ft. from residents. Church
activities are during the day and early evening. Are there any Town ordinances that
would protect the residences from the south from late night activities?
Mr. Williams responded that typically the pavilion area is used on Wednesday nights
for youth programs and those are over by 8:30 p.m. There might be special
occasions where it might go as late as 9 p.m. or 10 p.m. but that would be unusual
and usually those events are "speaker" type events where it would be 'fireside" with
people listening to one person (speaker). Commissioner Sheridan asked if the Town
has an ordinance to cover these types of events. Ms. Huggins responded that there
is a noise ordinance that requires quiet after 10:00 p.m.
Vice Chairman Stephens asked what color they will use for the concrete. Mr.
Williams stated that they intend to go with a natural red color. Standard brick. The

color of the paving has some tan elements. Vice Chairman Stephens asked if the
word "sedate" would work.
Commissioner Sheridan asked if the color had to be specific this evening. Ms.
Huggins responded that it does not. General direction would work. Commissioner
Sheridan and Vice Chairman Stephens suggested "earth tone" colors.
Mike Fitzgerald, 2421 Lilyfield Dr., asked for the distance from the residential fence to
the wrought iron fence. Mr. Dewey stated that it is approximately 100 -ft. wide at each
end and approximately 70 -ft. at the narrowest point. Mr. Dewey and Mr. Williams
went over the landscaping and sidewalk of Lot 2, and Chairman Hill pointed out the
wrought iron fence dividing the two.
Irfan Kawosa, 2425 Lilyfield Dr., pointed out where he lives on Lilyfield and asked
how close the walkway on Lot 2 will be to his rear fence. He also asked if there will
be any lighting on the walkway. Ms. Huggins stated that there won't be any lighting.
Mr. Kawosa asked if the landscaping shown tonight is a concept or what will actually
be built. Ms. Huggins stated that it is what will actually be built.
Chairman Hill called for a motion.
A motion was made by Commissioner Sheridan, seconded by Commissioner
Richert, that this Agenda Item be Recommended for Approval to the Town
Council on 07/16/2012 for the Site Plan for The Church of Jesus Christ of
Latter -Day Saints as presented with:
• A steeple, 70 -ft. in height
• A storage building, 10 -ft., 7 -inches in height
• Steel poles for the pavilion
• An upward facing ground light for the monument sign
• Approximately 15 fewer trees than required along the roadways
• Colored concrete of an earth tone color for the required 10% decorative
street treatment in the paved parking areas
