COMMISSION MEMBERS: Present: 7 - Commissioner Garrett Reed, Vice Chair Larry Vowell, Chairman Richard Senelly, Commissioner Fred Allen, Commissioner Dale Forest, Commissioner Mark Sadley, and Commissioner Dennis Sheridan STAFF PRESENT. I'll ask the three Commissioners who were Commissioners then to consider this and give us any discussion, and give us a motion. We have really just one item on our agenda for the Commission to consider and it is a Final Plat for a portion of Planned Development No. 27. Before we do that, for the information of those who are here, including me, PD -27 is a significant portion of our community. It is almost seven hundred acres of land. A lot of it has already been developed, and more to go. Tonight we have for consideration agenda item 2013-366-T, discussion and recommendation regarding a request for approval of a Final Plat for Neighborhood 8, Phase 2B, consisting of sixty-five residential lots and four open space lots for a total of 14.421 acres located in The Highlands at Trophy Club at the southeast corner of Trophy Club Drive and Trophy Park Drive. The applicant is Jacobs on behalf of Lennar Homes of Texas (FP -13-054). I've asked Staff to not only provide comments, but also to provide us a context for the consideration of this Final Plat. PD -27 is up on the screen in its entirety. Do we need any explanation, Carolyn? Ms. Huggins: Yes sir, thank you. All of you have in front of you the PD 27 zoning document. Chairman Senelly asked me to provide this to you for reference this evening. As Chairman Senelly stated, this is a 697 acre, mostly residential, development. There is a small section of it that is commercial, and the commercial section is Village Center shown on the map in pink on the south side of Bobcat Boulevard. All of the rest of it, the neighborhoods, are residential. They go from neighborhood one through nine -- nine different neighborhoods. In those nine different neighborhoods there are five different lot types, lot type one, two, three, four, and five. Lots type one are the largest down to lot type five, which is the smallest. Lot type one is a minimum 12,000 square foot lot, lot type two is a minimum of 10,000 square foot lot, lot type three is a minimum 8,400 square foot lot, lot type four is a minimum 7,200 square foot lot, and lot type five is a minimum 5,250 square foot lot. On the final plat you are considering this evening, all of the lots are Lot Type 5 lots. A summary of the lot types are on Page 31 in the PD document. Tonight you are considering a final plat of the final phase of Neighborhood 8. In your packet you have a copy of the 24 x 36 plat. There have been two previous phases. As you know, platting is subdividing the property, but as Staff we go through and make sure they also have met the zoning requirements so that the final plat can be brought before you for consideration and approval. The zoning for this was approved back in 2006. The first phase (plat) of Neighborhood 8 was approved in 2010, and Phase 2A, the second phase (plat), was approved in 2012, and this is the third and final phase. As part of the zoning, Staff has gone through and made sure that it does abide by the zoning document for instance, the total number of lots should not exceed 185, and the total number of lots for this neighborhood is 183. They are also required to have a connector trail in this neighborhood. In your packet is a map of the trail. Chairman Senelly: When you say "Connector Trail" is there already a trail this is connecting to? Ms. Huggins: Yes, there is a sidewalk trail system throughout Trophy Club. For instance, there are sidewalks all along Neighborhoods 3 and 4 (Turnberry) with a connecting path through Country Club property into Neighborhood 6. The sidewalks throughout Neighborhood 6 exit to Trophy Club Drive, across the street from Planning and Zoning Commission Page 2 of 4 Meeting Date: June 20, 2013 Planning & Zoning Commission Meeting Minutes June 20, 2013 Neighborhood 8, which then wind through Neighborhood 8 to Trophy Park Drive, which is across the street from Neighborhoods 5 and 7. Part of the trail system also goes through the open space of Neighborhood 8. The trail system throughout Trophy Club is mostly sidewalks along streets, but in Neighborhood 8 there will also be a concrete trail that goes through the open space. Some trees will need to be removed, but the applicant has done a great job trying to keep as many trees as possible in the open space in order to have a nice open space amenity for the neighborhood. Chairman Senelly: Now you all understand that we are not here to take any action on the original zoning— that's all done —just the Final Plat. 1 have a couple of questions for Staff; one is concerning the improvement plans for this development. When will they be submitted? Ms. Huggins: They are submitted with the final plat, and they go through staff review. They are reviewed and approved by the Town Engineer, Tom Rutledge with Teague, Nall & Perkins. Mr. Rutledge usually attends P&Z meetings when a final plat is being considered, but he had a conflict this evening. Mr. Rutledge reviewed and approved the engineering documents and that memo was included in your packet. Staff will not place a final plat on a P&Z agenda until the Town Engineer has approved the infrastructure plans, which are also called engineering plans, or as Chairman Senelly is referring to them, the improvements. Chairman Senelly: I've noticed that the trail doesn't go where it was originally planned; so what's that about? Ms. Huggins: Part of the reason was once we got out there and took a look at the property we found it very heavily wooded. It's flowage easement. We had to be realistic about what was possible and we had to move it from the original alignment because oherwise, it would have taken quite a bit of clearing of that area, and we really didn't want to remove more trees than necessary. Jaison Stephen, the engineer with Jacobs, myself, the developer, and the Parks Director, Adam Adams, spent a morning traipsing through all of that area. Parts of it are quite dense. Our intent was to find the best place for the trail to go with the least amount of environmental impact and yet still being accessible for residents to use. Chairman Senelly: Lot Type 5 lots were originally for attached townhouses. Are we going to see attached houses? Ms. Huggins: No sir. There was a rezoning in 2010. On the first page of the PD -27 zoning document you will see an amendment for 2009-30 PZ where Council granted approval in November 2009 for a Neighborhood 8 rezoning. It was rezoned from townhomes to single family homes. Chairman Senelly: Have you all had a chance to review the submittal? Anybody care to make a motion? A motion was made by Commissioner Sheridan, seconded by Commissioner Reed, to recommend Approval to the Town Council of the Final Plat of Neighborhood 8, Phase 2B. This item will be heard by the Town Council on 07/15/2013. The motion carried by the following vote.
