The majority of the property is currently vacant and located between Baylor Medical Center at Trophy Club and Value Place Hotel. The only property that is currently developed is the Hampton Inn and Suites at the corner of Trophy Wood Drive and Plaza Drive. The goal of the TIRZ is to facilitate the development of the currently vacant land with retail, office, residential and hospitality uses, while creating a unique cohesive development that builds on the high developments standards already established within the Town. The TIRZ will support these developments through the contribution of 60% of the Town’s real property increment, and 25% of the Town’s $0.01 general fund sales tax generated within the zone. Without the implementation of the TIRZ, the delineated property would continue to impair the sound growth of the municipality. Changes to Zoning Ordinance As new development is advanced it is likely that the current zoning will be change to accommodate the development. It is not anticipated that there will be any changes to the building code or other municipal ordinances at this time. Additionally, it is proposed that Tarrant County would contribute 60% of its revenue to the TIRZ fund. Economic Feasibility Study A taxable value analysis was developed as part of the preliminary project and financing plan to determine the economic feasibility of the project. The study examined the expected tax revenue the TIRZ would receive based on the previously outlined developments. A summary overview of the anticipated development square footages, the anticipated sales per square foot and the anticipated taxable value per square foot can be found to the right. The following pages show the estimated captured appraised value of the zone during each year of its existence and the net benefits of the zone to each of the local taxing jurisdictions. Utilizing the information outlined in this feasibility study, we have found that the TIRZ is economically feasible and will provide the Town with economic benefits that would not occur without its implementation. WHEREAS, as authorized by Chapter 311 of the Texas Tax Code (hereinafter referred to as the “Act”) and pursuant to Ordinance No. 2013-23, adopted by the Town Council of the Town of Trophy Club, Texas (hereinafter referred to as the “Town”) on August 19, 2013, the Town created Reinvestment Zone No. 1, Town of Trophy Club, Texas, (hereinafter referred to as “Zone”); and WHEREAS, pursuant to Ordinance No. 2013-23 the Town created the Board of Directors (hereinafter referred to as “Board”) for the Zone; and WHEREAS, the Board shall make recommendations to the Town Council concerning the administration, management and operation of the Zone; and WHEREAS, the Board shall prepare and adopt a project and financing plan and submit such plan to the Town Council for is approval; and WHEREAS, the Board has been provided a presentation on the preliminary project and financing plan; and WHEREAS, the Board finds that the preliminary project and financing plan is feasible and encourages further development within the Zone; and WHEREAS, the Board finds that the preliminary project and financing plan includes all information required by Section 311.011 (b) and (c) of the Act; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF REINVESTMENT ZONE NUMBER 1, TOWN OF TROPHY CLUB, TEXAS: Section 1. The preliminary project and financing plan for Reinvestment Zone Number 1, Town of Trophy Club, Texas is hereby approved and is attached hereto and incorporated herein as Exhibit “A”, hereinafter the “Plan”. Section 2. The Chair of the Board is authorized to sign this Resolution on the Board’s behalf and to submit the Plan to the Trophy Club Town Council for consideration and approval by ordinance.
