CALL TO ORDER AND ANNOUNCE A QUORUM
Chairman Beach called the July 2, 2020 Planning & Zoning Commission to order at 7:02 P.M. and
announced a quorum.

CITIZEN PRESENTATIONS
Citizens are allowed four(4)minutes to address the Commission regarding an item over
which the Commission has policy or oversight authority as provided by Texas law, the
ethics order,or other policy order.
Chairman Beach asked if there were any public requests to speak.
No public requests to speak were submitted.
REGULAR SESSION
2020-187-T Case PD-20-001 (The Trails)
A. Conduct a Public Hearing regarding a request to rezone approximately 8.88 acres
from R-15, Single-Family Residential district to a PD, Planned Development
District to construct 42 detached single-family residential lots located at 2304 and
2344 Trophy Park Dr.

B. Discussion and recommendation regarding a request to rezone approximately

Development District to construct 42 detached single-family residential lots
located at 2304 and 2344 Trophy Park Dr.
Acting Town Planner Jones presented staff report and he was available for questions.
The applicant,Adam J. Buczek, Skorburg Company, 8214 Westchester Drive Suite 710, Dallas showed
a presentation regarding the project and was available for questions(via Zoom Video Conference).
Chairman Beach opened the Public Hearing at 8:03 p.m.
Richard Ebel, 2016 Churchill Downs Lane,Trophy Club spoke against the rezoning request.
Mark See, Churchill Downs Lane,Trophy Club spoke against the rezoning request.
Kuan Yang, 2029 Churchill Downs Lane, Trophy Club, spoke against the rezoning request.
Gregory Wilson, 2013 Churchill Downs Lane, Trophy Club, spoke against the rezoning request.
Jason Butler, 2916 Nottingham Court, Trophy Club, spoke for the rezoning request.
Ayoade Ogundeji, 2918 Nottingham Court, Trophy Club, spoke for the rezoning request.
Peter Totter, 2800 Sheffield Drive, Trophy Club spoke for the rezoning request.
Chairman Beach moved to leave the public hearing open until July 16, 2020 for further consideration.
The motion died for lack of a second.
Commissioner Biggs asked that a traffic study be considered to show what the density issues might be if
developed as presented.
Chairman Beach closed the public hearing at 8:38 P.M.
Commissioner Blake moved to deny the proposal as recommended by Staff, second by Vice Chairman
Rowe.
During discussion period prior to vote, Vice Chairman Rowe commented about the lot sizes and density
of the project as his reason for voting to deny the request. He stated that he wanted to send a clear
message that he believes the lot sizes are too small. He also provided positive input about community
outreach, especially to Abbey Moor residents.
Chairman Beach called for a vote.The motion was approved unanimously(6-0),for denial of the proposal.
2020-188-T Consider and take appropriate action regarding the December 5, 2019 Planning &
Zoning Commission minutes.
Chairman Beach asked for questions or corrections. There were none.
Chairman Beach called for a motion. Commissioner Branum moved to approve the minutes of the
December 5, 2019 Planning&Zoning Commission, seconded by Vice Chairman Rowe.
Chairman Beach called for a vote. The motion passed unanimously(6-0).

2020-189-T Receive Town Planner updates on previous cases heard by the Commission and
active development in Town.
Community Development Director, Tommy Uzee, provided staff updates and was available for questions.
ADJOURN
Chairman Beach called for a motion. Vice Chairman Rowe moved to adjourn the meeting, seconded by
Commissioner Biggs.
Chairman Beach called for a vote. The motion was approved unanimously 6-0.
The meeting adjourned at 8:51 P.M.
