CALL TO ORDER AND ANNOUNCE A QUORUM
Chairman Beach called the August 27, 2020 Planning &Zoning Commission to order at 7:00 P.M. and
announced a quorum.

CITIZEN PRESENTATIONS
Citizens are allowed four(4)minutes to address the Commission regarding an item over
which the Commission has policy or oversight authority as provided by Texas law,the
ethics order,or other policy order.
Chairman Beach asked if there were any public requests to speak.
No public requests to speak were submitted.
REGULAR SESSION
2020-266-T Case PD-AMD-20-001
Conduct a Public Hearing regarding a request to amend Planned Development district 30
(PD-30), specifically,Aloft Hotel, located on Lot 4,Trophy Club Town Center, a portion of
26.4 acres at the northeast corner of Trophy Club Drive and State Highway 114,to allow
the use of Exterior Insulation Finish System (EIFS)on the first floor of a building and as a
substitute for required masonry

Chairman Beach opened the public hearing at 7:04 P.M.
Community Development Director Uzee presented the staff report and he was available for questions.
The applicant, Parish Patel, 96 Trophy Club Drive, Trophy Club, did a short explanation of EFIS and
discussed waterproofing and durability. He was available for questions(via Zoom Video Conference).
Ron Smith, 14881 Quorum Drive,Addison, is the project architect and presented comments about EFIS.
He was available for questions(via Zoom Video Conference).
Brent Kennedy, Dallas, sells EFIS and he discussed EFIS vs. stucco. He was available for questions
(via Zoom Video Conference).
Chairman Beach closed the Public Hearing at 7:38 P.M.
2020-259-T Case PD-AMD-20-001
Consider and take appropriate action regarding a request to amend Planned Development
district 30(PD-30), specifically,Aloft Hotel, located on Lot 4,Trophy Club Town Center, a
portion of 26.4 acres at the northeast corner of Trophy Club Drive, and State Highway

Chairman Beach called for a motion. Vice Chairman Rowe moved to deny the request and spoke to his
preference that original design standards be upheld. Motion seconded by Commissioner Blake.
Chairman Beach called for a voice vote. The motion passed 4-3.
AYES: Vice Chairman Rowe, Commissioner Blake, Commissioner Barbarin, Commissioner Gibson
NAYS: Chairman Beach, Commissioner Branum, Commissioner Biggs
2020-254-T Consider and take appropriate action regarding the July 2, 2020 Planning & Zoning
Commission minutes.
Chairman Beach asked for questions or corrections. There were none.
Chairman Beach called for a motion. Commissioner Branum moved to approve the minutes of the
December 5, 2019 Planning &Zoning Commission, seconded by Vice Chairman Rowe.
Chairman Beach called for a vote. The motion passed unanimously(7-0).

2020-255-T Receive Town Planner updates on previous cases heard by the Commission and
active development in Town.
Community Development Director,Tommy Uzee, provided staff updates and was available for questions.
ADJOURN
Chairman Beach called for a motion. Vice Chairman Rowe moved to adjourn the meeting, seconded by
Commissioner Biggs.
Chairman Beach called for a vote. The motion was approved unanimously 7-0.
The meeting adjourned at 8:06 P.M.
