CALL TO ORDER AND ANNOUNCE A QUORUM
Chairman Rowe called the November 5, 2020 Planning&Zoning Commission to order at 7:01 P.M. and
announced a quorum.

Oath of Office:
Town Secretary Leticia Vacek administered the Oath of Office to Chairman Rowe and Commissioners
Biggs, Barbarin, and Stevens (new and reappointed Commissioners).
CITIZEN PRESENTATIONS
Citizens are allowed four(4)minutes to address the Commission regarding an item over which the
Commission has policy or oversight authority as provided by Texas law,the ethics order,or other
policy order.
Chairman Rowe asked if there were any public requests to speak.
No public requests to speak were submitted.

REGULAR SESSION
2020-338-T Case PD-AMD-20-001
A Conduct a Public Hearing regarding a request to amend Planned Development District 30 (PD-30) to add
"Pet Services (SUP Required for Outdoor and Overnight Uses)"to the list of Permitted Uses at Trophy Club
Town Center, generally located on the northeast corner of Trophy Club Drive and SH 114.
B. Discussion and recommendation regarding a request to amend PD Planned Development District No. 30
(PD-30)to add"Pet Services(SUP Required for Outdoor and Overnight Uses)"to the list of Permitted Uses
at Trophy Club Town Center, generally located on the northeast corner of Trophy Club Drive and SH 114.
Chairman Rowe opened the public hearing at 7:07 P.M.
Town Planner Lisa Payne the staff report and she was available for questions.
The applicant,Grant Gold, 13101 Preston Rd.,Dallas,TX gave a short explanation of proposed businesses(Dog
groomer and Veterinary Clinic). He was available for questions(via Zoom Video Conference).
Resident David Edstrom,269 Oak Hill Dr.,Trophy Club spoke against the amendment and said the pet services
use is not consistent with the retail center.
Resident Susan Edstrom,269 Oak Hill Dr.,Trophy Club spoke against the amendment and said this is the wrong
location for pet services as this is supposed to be an upscale town center.
Chairman Rowe closed the Public Hearing at 7:25 P.M.
The Commissioners discussed he need for SUPS, whether new definitions are needed, changing the proposed
language, adding different restrictions, and inviting a more detailed proposal.
Chairman Rowe moved to deny the request to amend the list of Permitted Uses. Seconded by Commissioner
Gibson.
Chairman Rowe commented before the vote that he was not in favor of the broadness of the request,that he felt
the Commission needed more details. Commissioner Gibson agreed.
Chairman Rowe called for a voice vote. The motion to deny the request vote was unanimous(7-0).
2020-339-T Consider and take appropriate action regarding the August 27, 2020 Planning &
Zoning Commission minutes.
Chairman Rowe asked for questions or corrections. There were none.
Chairman Rowe called for a motion. Commissioner Branum moved to approve the minutes of the August 27,
2020 Planning &Zoning Commission, seconded by Chairman Rowe.
Chairman Rowe called for a vote. The motion passed (6-0-1)with Commissioner Stevens abstaining because
he was not on the Commission on August 27, 2020.

2020-340-T Receive Town Planner updates on previous cases heard by the Commission and
active development in Town.
Town Planner Lisa Payne provided staff updates and was available for questions.
ADJOURN
Chairman Rowe called for a motion. Commissioner Biggs moved to adjourn the meeting, seconded by
Commissioner Gibson.
Chairman Rowe called for a vote. The motion was approved unanimously 7-0.
The meeting adjourned at 7:59 P.M.
