Town Council Minutes - 07/27/2021 Joint Session MUD SPECIAL JOINT MEETING MINUTES TROPHY CLUB TOWN COUNCIL AND TROPHY CLUB MUNICIPAL UTILITY DISTRICT NO. 1 BOARD OF DIRECTORS July 27,2021 at 5:30 PM The Trophy Club Town Council and Trophy Club Municipal Utility District No. 1 (MUD) Board of Directors met in a Special Joint Meeting on July 27, 2021 at 5:30 PM in the MUD Board Room located at 100 Municipal Drive,Trophy Club,Texas. Rose Director Kevin Carr Director MUD STAFF PRESENT: Alan Fourmentin General Manager Laurie Slaght District Secretary Steven Krolczyk Finance Manager CALL TO ORDER AND ANNOUNCE A QUORUM Mayor Fleury called the Joint Meeting to Order at 5:37 pm and announced a quorum of the Trophy Club Town Council was present. She noted that Council Member Geraci was on a business trip; thus, would not be joining via video conference. President Flynn called the Joint Meeting to Order at 5:37 pm and announced a quorum of the MUD Board of Directors was present. PLEDGES led by Council Member Shoffner Council Member Shoffner led the Pledges to the American and Texas Flags. CITIZEN COMMENTS Former Mayor Nick Sanders addressed the Town Council and MUD Board of Directors thanking them for what they do and working together for the betterment and future of Trophy Club. INDIVIDUAL ITEM 1. Take appropriate action regarding the approval of the Trophy Club Fire Protection Services Fiscal Year 2022 Budget. (W. Carroll) Fire Chief Jack Taylor presented a PowerPoint of the Fire Department's Fiscal Year 2022 Budget highlighting the flat budget goals, recent Fire Department Accomplishments, and Cost Saving Initiatives. Chief Taylor stated that no additional staff is requested for FY21-22 but indicated in the future; consideration be given to increase the full-time staffing by one Fire Fighter per shift for a total of three. Council Member Shoffner asked of phasing in staffing or providing various options for consideration due to the build-out of the Town. In presenting the replacement of Reserve Fire Engine No. E681;Chief Taylor said that the 2007 Pierce Truck will be 15 years old with 60,000 mile which equates to 225,000 miles due to idle hours. Within the proposed budget he recommended its replacement with a new Engine/Pumper not to exceed a total cost of$850,000. Council Member Wilson entered the meeting at 6:07 pm. Chief Taylor added that the fire apparatus manufacturer is on a 330-day build time for a new engine. He referenced page 10 of his PowerPoint denoting a 10-Year Apparatus Replacement Plan. Lastly,Chief Taylor covered the overall budget increase of 0.27%($3,946)to provide for Personnel/Benefits as well as Supplies. At this time,questions were asked by the Council. Due to time constraints for the Town Council; Mayor Fleury entertained a motion to approve the Fire Protection Services Budget. Mayor Pro Tern Lamont moved to approve the FY2022 Fire Protection Services Budget as presented. Council Member Sheridan seconded the motion. The motion carried as follows: AYE: Sheridan, Shoffner,Wilson, Monger, Mayor Pro Tern Lamont, and Mayor Fleury NAY: None ABSENT: Geraci ADJOURN Mayor Fleury adjourned the Joint Meeting on behalf of the Town Council at 6:17 pm due to the Regular Town Council Meeting start time of 7 pm at Town Hall.
