Minutes CCPD 07/14/2021 MINUTES FROM REGULAR SESSION BOARD OF THE CRIME CONTROL AND PREVENTION DISTRICT MEETING FOR THE TOWN OF TROPHY CLUB LOCATION: 1 TROPHY WOOD DRIVE,TROPHY CLUB,TEXAS Wednesday,July 14, 2021 at 6:00 P.M. Council Chambers The Crime Control and Prevention District Board of the Town of Trophy Club,Texas, met in a Regular Session on Wednesday,June 23, 2021. The meeting was held within the boundaries of the Town and was open to the public. STATE OF TEXAS § COUNTY OF TARRANT § CCPD BOARD MEMBERS PRESENT: A Isherwood, Chairperson Leo Daniels,Vice Chair Fred Lohmann, Board Member Christopher McAllister, Board Member Heath Williams, Board Member Joe Tellez, Board Member Marc Bartels, Board Member CCPD BOARD MEMBERS ABSENT: STAFF AND GUEST(S)PRESENT: Patrick Arata,Chief of Police Julie Swartz, Administrative Assistant Greg Lamont, Mayor Pro Tem Mike Erwin,Town Finance Manager CALL TO ORDER AND ANNOUNCE A QUORUM Board Member J.J. Isherwood called the meeting to order and announced a quorum at 6:00 p.m. CITIZEN PRESENTATIONS Citizens are allowed three(3)minutes to address the Board regarding an item over which the Board has policy or oversight authority as provided by Texas law, the ethics order, or other policy order. No citizens addressed the Board. REGULAR SESSION 1. Discuss and take appropriate action regarding the Trophy Club Crime Control and Prevention District Board Minutes for June 23,2021. Chairperson J.J. Isherwood called for a review of the minutes of the June 23, 2021 Meeting of the Crime Control and Prevention District. The minutes were reviewed and a motion was made by Leo Daniels to accept the minutes as presented. Motion seconded by Board Member Joe Tellez. Heath Williams inquired regarding a budget item and the police cars, which was confirmed by Chief Arata, and one other question asking if data from Flock camera system was saved for thirty days. This was also confirmed, but noted that research may be accessed if the Department needed it for some reason. Heath also made note of Chief Arata's leadership and the idea of getting an electric motorbike for the Department. Motion approved by a vote of 7-0. 2. Public Hearing—FY 2021-2022 proposed Annual Budget for the Trophy Club Crime Control and Prevention District. a. Chairperson J.J. Isherwood opened a Public Hearing. Chief Arata addressed the Committee and reminded the Board what was discussed at last meeting. Chief did have one update regarding the Flock camera system. After researching, he found that Flock has a "transparency portal" that will be put on the website once implemented. This will allow citizens to access data and how the Police Department is using the cameras. That will not include arrests; Flock does not have direct access to that information. It will show how many times the Police Department accesses the records (i.e., if 1,000 cars came thru in a month and Department looked at that information three times, it will show system was utilized three times). Other items such as the electric motor bike will be more fuel efficient and allow the Department to go places it has not been able to access before such as golf course,country club, trails, etc. Another update we are looking to is the Brazos ticket writer, to improve current CAD system, which has failures at times and causes Officers to continue to use paper tickets during failures. J.J. pointed out that the updated system would free up Officers so they can be more aware of surroundings at all times and help eliminate need for more admin type work for them. Chief mentioned enhanced training that will be coming up also. Chief asked for any additional comments or questions; there were none. b. Public Hearing closed by Chairperson J.J. Isherwood Closing comments were made regarding the charity softball game,the installation time frame of the camera system (can be as soon as October),the July 4t'event, and renewal of Board Members. ADJOURN Board Member Fred Lohmann made a motion to adjourn at 6:16 p.m. Motion seconded by Board Member Joe Tellez.
