BOARD OF THE CRIME CONTROL AND PREVENTION DISTRICT MEETING
FOR THE TOWN OF TROPHY CLUB

The Crime Control and Prevention District Board of the Town of Trophy Club, Texas, met in a Regular
Session on Wednesday, November 13, 2019. The meeting was held within the boundaries of the Town
and was open to the public.

CALL TO ORDER AND ANNOUNCE A QUORUM
Vice Chairperson JJ Isherwood called the meeting to order and announced a quorum at 6:00 p.m.

REGULAR SESSION
1. Consider and take appropriate action regarding the Crime Control and Prevention
District Board Minutes for July 15, 2019 (Staff).
Vice Chairperson JJ Isherwood called for a review of the minutes of the July 15, 2019
Meeting of the Crime Control and Prevention District. The minutes were reviewed and a
motion was made by Leo Daniels to accept [or table] the minutes as presented. Motion
seconded by Board Member Joe Tellez.
Motion approved by a vote of 7-0.
2. Welcome new Crime Control and Prevention District Board Members – Fred Lohmann,
Marc Bartels, Christopher McAlister (Staff).
JJ Isherwood explained what the CCPD Board does and how it works regarding budget and
fiscal responsibility and that although the Board conducts meetings, all comments and
questions are welcome and appreciated at any time. Chief Arata reiterated that the Board
assists the Police Department with funding of many things such as technology, cars and
other pieces of equipment. JJ made mention that members are welcome to stop by the
building at any time and look around or take a tour. The floor was then opened for the new
members to introduce themselves beginning with Fred Lohmann, Marc Bartels and
Christopher McAllister.
3. Appoint a Chair and Vice Chair for the Crime Control and Prevention District Board (Staff).
JJ Isherwood opened up the floor for nominations for Chairman and Vice Chairman of CCPD.
Nominations were made for JJ Isherwood for Chairperson and Leo Daniels for Vice
Chairperson. Fred Lohmann seconded nominations and nominations were approved and
closed.
Motion approved by a vote of 7-0.
4. Consider and take appropriate action regarding the Crime Control and Prevention District
Board budget amendment for Fiscal Year 2019-2020 (Staff).
Chief Arata welcomed new members and explained that the proposed budget for CCPD was
approved by the Town Council of $185,000. One thing the department was not prepared for
was the Livescan machine/computers would end its life cycle in January of 2020 and the IT
Department requested $4,000 to update that equipment and keep the computers in
compliance. Chief mentioned the new Town Manager, Steve Norwood, and that he is very
supportive of the Police Department. Some of the money will be allocated towards the
aging vehicles of the department and Chief wanted the members to know he is looking
towards using some of the money to replace the older cars in the fleet. As of the meeting
date, the budget has a revenue estimate of $235,000 and allocated an estimate of $185,000
to spend during the year: $50,000 on debt, $50,000 on small equipment, plus training, over-
time, schools and administrative functions, as well as the reserve fund that has over
$130,000. The budget will be taken to Council later in the year.

Chief explained about some of the vehicle equipment and the costs it takes to keep it up or
replace it, including radios. The Board made a motion to move forward with the cost of the
$4,000 it will take to update the Livescan equipment; all members approved.
A question was asked about body cameras and Chief explained that each officer has his own
camera mounted on his chest or jacket and the camera is always recording. Once it is
turned off, it automatically downloads. Emergency lights automatically activate car cameras
so they are on during calls. Chief also mentioned that each officer carries a Taser and that
the Department is doing very well when it comes to technology.
5. Receive a Police Department update (Staff).
Chief Arata gave update of Police Department. He mentioned the special patrol that has
been occurring and that project has been going well (the officer works from 10 p.m. to 2
a.m.) to show police presence and Chief thanked the Board for that. Officer Contreras is on
limited duty and has been working on Facebook postings for Department, including ‘porch
pirate’ and package patrol for holiday season. Last year we had zero packages stolen and
we strive to keep it the same. This year we will potentially do a License to Carry class again.
A new officer was hired and will start in two weeks; one additional officer will start after
Officer Voigt retires in January. Chief has had meetings with new Town Manager and he is
very positive towards Police Department and helping with our vision.
