MINUTES FROM REGULAR SESSION BOARD OF THE CRIME CONTROL AND PREVENTION DISTRICT MEETING FOR THE TOWN OF TROPHY CLUB LOCATION: 1 TROPHY WOOD DRIVE, TROPHY CLUB, TEXAS Wednesday, May 25, 2022 at 6:00 P.M. Council Chambers The Crime Control and Prevention District Board of the Town of Trophy Club, Texas, met in a Regular Session on Wednesday, May 25, 2022. The meeting was held within the boundaries of the Town and was open to the public. STATE OF TEXAS § COUNTY OF TARRANT § CCPD BOARD MEMBERS PRESENT: Heath Williams, Vice Chairman Fred Lohmann, Board Member Marc Bartels, Board Member Christine Udvar-Hazy, Board Member CCPD BOARD MEMBERS ABSENT: Leo Daniels, Chairman Joe Tellez, Board Member Christopher McAllister, Board Member STAFF AND GUEST(S) PRESENT: Patrick Arata, Chief of Police Julie Swartz, Administrative Assistant CALL TO ORDER AND ANNOUNCE A QUORUM Vice Chairman Heath Williams called the meeting to order and announced a quorum at 6:00 p.m. PUBLIC COMMENTS Citizens are allowed four (4) minutes to address the Board regarding an item over which the Board has policy or oversight authority as provided by Texas law, the ethics order, or other policy order. Vice Chair Williams asked if anyone wished to address the Board. Beverly Foley at 8 Oak Village Ct., Jennifer Olson who resides at 340 Inverness Dr., Chris Olson who also resides at 340 Inverness Dr. and Ede Hawkins-Smith from 2033 Churchill Downs Ln. all spoke. REGULAR SESSION 1.Consider and take appropriate action regarding the Crime Control and Prevention District Board Minutes for January 27, 2022. Vice Chair Williams called for a review of the minutes of the January 27, 2022 of the Crime Control and Prevention District. The minutes were reviewed and motion made by Fred Lohmann to accept the minutes as presented. Motion seconded by Board Member Christine Udvar-Hazy. Motion approved by a vote of 4-0. 2.Vice Chair Williams called for a discussion of the CCPD budget workshop for FY 22-23. Chief Arata gave statistics and overview of budget information (see attached worksheet). 3.Receive Police Department update. Chief Arata gave update on department including July 4th planning, new property and evidence room technician who starts in June, and Lt. John Ciarletta who has taken on the role of Community Services Officer. Lt. Ciarletta joined meeting after short pause, due to Flock camera incident in town he was assisting officers on. Heath Williams Julie Swartz Town of Trophy Club Town of Trophy Club *The video of the meeting is posted on the Town’s YouTube page TOWN OF TROPHY CLUB CRIME CONTROL AND PREVENTION DISTRICT BUDGET FY 2022-23 WORKSHEET BACKGROUND An election was held on May 7, 2022 , to re-authorize the Crime Control and Prevention District. The CCPD is funded by a one fourth of one percent of the sales tax in Trophy Club . Proceeds from this sales tax may only be used for law enforcement programs . Proposition A to continue the Trophy Club Crime Control and Prevention District fo r 20 years : ANALYSIS For 930 Against 536 Proposed FY 2022-23 Budget Per the finance director, the proposed budget projects sales tax collection to be $350,000 . CRIME CONTROL AND PREVENTION 2022 -2023 PLANS The Crime Control and Prevent ion District budget will focus on the following strategies: EQUIPMENT AND NEW TECHNOLOGY -In order to carry out its mission , the police department must equip and train its officers with various tools to maintain and improve public safety . Such tools may include small pieces of equipment assigned to individual officers, as well as department wide additions, such as capital equipment (vehicles). Supervisors, in conjunction with the Town 's Information Technology staff continues to evaluate new technology that can be employed to enhance our efficiency. SAFETY PROGRAMS: The Town of Trophy Club Police Department, supported by CCPD funding, operates programs that lead to the continued safety of the Town. In the last 5 years, Trophy Club has been ranked in the top 5 safest cities in Texas each year-3 of those times Trophy Club was ranked #1. This is the best measure of any safety program . We ar e evaluated by outside independent age:ncies to determine how effective our programs are working. Some examples of our programs include : Vacation watch/Special Patrols: FY 2022 we have conducted 1705 home checks Neighborhood (Block) watch: We have 4 neighborhood programs National Night Out: We have averaged 14 group events each year. Citizens on Patrol (Citizens Crime Reporting Projects) 129 hours in FY 2022 Take Home Program (Senior Citizen/Kids Community Safety Program): 8 people registered in the program School Resource Officer (School/Police Program): 3 School Resource Officers covering 4 schools with approximately 5,000 students Home and business inspections: We have conducted inspections and obtained points of contact for each business in Town. This year's funding covers administrative and capital expenses for the programs.
