MINUTES FROM REGULAR SESSION BOARD OF THE CRIME CONTROL AND PREVENTION DISTRICT MEETING FOR THE TOWN OF TROPHY CLUB LOCATION: 1 TROPHY WOOD DRIVE, TROPHY CLUB, TEXAS Monday, June 20, 2022 at 6:00 P.M. Council Chambers The Crime Control and Prevention District Board of the Town of Trophy Club, Texas, met in a Regular Session on Monday, June 20, 2022. The meeting was held within the boundaries of the Town and was open to the public. STATE OF TEXAS § COUNTY OF TARRANT § CCPD BOARD MEMBERS PRESENT: Leo Daniels, Chairman Heath Williams, Vice Chairman Fred Lohmann, Board Member Marc Bartels, Board Member Joe Tellez, Board Member Christopher McAllister, Board Member CCPD BOARD MEMBERS ABSENT: Christine Udvar-Hazy, Board Member STAFF AND GUEST(S) PRESENT: Patrick Arata, Chief of Police Julie Swartz, Administrative Assistant CALL TO ORDER AND ANNOUNCE A QUORUM Chairman Leo Daniels called the meeting to order and announced a quorum at 6:00 p.m. PUBLIC COMMENTS Citizens are allowed four (4) minutes to address the Board regarding an item over which the Board has policy or oversight authority as provided by Texas law, the ethics order, or other policy order. Chairman Daniels asked if anyone wished to address the Board. Nicole Arata, Jennifer Olson and Chris Olson all spoke during Public Comments. REGULAR SESSION 1. Consider and take appropriate action regarding the Crime Control and Prevention District Board Minutes for May 25, 2022. Chairman Daniels called for a review of the minutes of the May 25, 2022 of the Crime Control and Prevention District. The minutes were reviewed and motion made by Heath Williams to accept the minutes as presented. Motion seconded by Board Member Fred Lohmann. Motion approved by a vote of 6-0. 2. Chairman Daniels called for a discussion of the Trophy Club Crime Control and Prevention District FY 2022-2023 budget. Chief Arata explained legal fees would increase due to open records requests and time and effort to fill the requests, to ensure all are being responded to accordingly and timely. Vice Chairman Williams questioned why there had been so many issues regarding the CCPD and the Police Department; he stated his genuine concern. Jennifer Olson and Beverly Foley spoke during the open comments of the budget public hearing. Chief Arata gave a presentation. Budget public hearing closed at 6:32 p.m. Fred Lohmann made motion to approve the budget; Marc Bartels seconded motion. Motion approved by vote of 6-0 ADJOURN Board Member Fred Lohmann made a motion to adjourn at 6:33 p.m. Motion seconded by Board Member Marc Bartels. CCPD Board Meeting, November 7th, 2022 Agenda Item: Discussion regarding adding a security fence around the Police Department parking lot (Arata). Strategic Link: Safety & Security: Achieve exceedingly high standards for public safety and low crime rate. Background and Explanation: The Police Department parking lot is unsecured and open to the public. With the increase of activity in the area around the hotels and the Town Hall/Police Department, it has been noted that more people have been approaching our Police Officers in the parking lot and walking up to the back door of the Police Department. The area is posted with signs that say Police only and this is a restricted area, but this is not stopping some individuals. It is time to discuss adding a security fence for the parking lot. This item will be brought back for further discussion and action at the next CCPD meeting. Benefits of a security fence: Prevent damage or sabotage of police vehicles & equipment Prevent damage or sabotage of personal vehicles Hinder prisoner escape Prevent people from entering the area intended to be secure, thus preventing injury to an officer Fencing would allow only authorized vehicles on the PD lot Financial Considerations: CCPD funding can be used to install the fence if approved by the Board and Council, under capital expense.
