Council Chambers The Crime Control and Prevention District Board of the Town of Trophy Club, Texas, met in a Regular Session on Monday, November 7, 2022. The meeting was held within the boundaries of the Town and was open to the public. Chairman Daniels asked if anyone wished to address the Board. No one addressed the Board. REGULAR SESSION 1. Consider and take appropriate action regarding the Crime Control and Prevention District Board Minutes for June 20, 2022. Chairman Daniels called for a review of the June 20, 2022 minutes of the Crime Control and Prevention District. The minutes were reviewed and motion made by Fred Lohmann to accept the minutes as presented. Motion seconded by Board Member Marc Bartels. Motion approved by a vote of 4-0. 2. Chairman Daniels called for a discussion of the fence around Trophy Club police department parking lot. Chief Arata explained the security fence needs, including multiple individuals entering the department area and approaching police vehicles and employees. He explained where the fence would be placed, the type of fencing and bids which have come in. Backup power was mentioned, as well as a second entrance. 3. Chairmain Daniels called for discussion of future agenda items. Chief Arata informed the Board Members that the items to be brought back for discussion would be the security fence around the police department, budget information and updated program numbers, as well as inflationary costs. Chairman Daniels asked about an increase regarding the officers and if there was a change in that. Chief explained what had happened about the positions and salary information. CCPD Board Meeting, February 21, 2023 Agenda Item: Discussion and take action regarding installation of a security fence around the Police Department parking lot. (P. Arata). Strategic Link: Safety & Security Achieve exceeding high standards for public safety and low crime rate. Background and Explanation: The Police parking lot is a distinct parking area for the Town’s police vehicles and staff. The public has a dedicated area in front of the building. Parking for the public needs to be open and inviting to the people. Parking for the law enforcement and police staff require security to protect vehicles and department property at the same time protecting the staff from unforeseen harm. The current building plans include a 6’ iron rail picket security fence around the whole parking lot with electric access gate with control features. The electronic gate has a failsafe allowing the gate to be opened manually from the inside of the gate. The plan will include a battery backup for the gate with a solar charger in the event of power loss. A pedestrian pass-through gate will be installed by the building with access control features. Financial Considerations: The Town has received 3 bids from construction. The bid that has been chosen for approval is the one from Housewright Group LLC at a cost of $34,997.00. This does not include the Electrical. The estimated cost for electrical is $9,000.00 and miscellaneous cost of $5000.00. The request for the CCPD to increase the FY22-23 budget by $48,997.00. If the request is approved the remaining CCPD fund balance is $200,000.00. Page 2 of 2 Legal Review: The Town Attorney has reviewed this item and concurs with the staff recommendation. Arata). Strategic Link: Safety & Security Achieve exceeding high standards for public safety and low crime rate. Background and Explanation: Sudden cardiac arrest is a one of the leading causes of death in the United States, according to the American Heart Association (AHA). There are about 10,000 sudden cardiac arrests that occur each year in the workplace, according to Occupational Health and Safety Administration data. Of the sudden cardiac arrest deaths that occur each year – estimates range from 250,000 to 400,000 deaths – more than 95% of the victims die before they reach the hospital. In cardiac arrest, death can result quickly if proper steps aren’t taken immediately. Cardiac arrest may be reversed if CPR is performed, and a defibrillator shocks the heart and restores a normal heart rhythm within a few minutes. The use of an AED increases survival rate by 60% according to OSHA and for every minute that passes without CPR or defibrillation, the chances of a cardiac arrest victim’s survival decrease by up to 10%. The Town of Trophy Club currently deploys 14 LifePak Express and 6 Philips FRx AED units throughout the Town. We strategically place the units inside Municipal buildings, meeting locations, parks, pools, and other gathering locations throughout Town. The Police Department carries AEDs in the patrol units and undergo annual training in CPR and AED usage. Page 2 of 2 Current manufacturer has discontinued our current LifePak model and this in conjunction with delays and supply chain difficulties have rendered the LifePak Express units obsolete with expired pads and batteries without the possibility of re-supply. This creates the perfect opportunity to consolidate our AEDs to a single manufacturer (Philips) and allow for re-supply of a single battery and pad type in the future. The Philips FRx model utilizes one set of pads for both adult and pediatric victims as well as a key that easily switches modes from adult to pediatric which would significantly reduce our supply costs. The Police Department is requesting the funding to replace the 5 AEDs units that are expired. Financial Considerations: The cost to replace the 5 units with Philips FRx AED’s is $8,831.25. The expenditure will be balanced with a budget amendment later. Legal Review: The Town Attorney has reviewed this item and concurs with the staff recommendation.
