Minutes P&Z 02/07/2023Town of Trophy Club ICMeeting Minutes TOWN OF Special Called Meeting TROPHY CLUB Planning & Zoning Commission February 7, 2023 7:00 PM CALL TO ORDER AND ANNOUCE A QUORUM 1 Trophy Wood Drive Trophy Club. Texas 76262 Council Chambers Chairperson Biggs called the February 7, 2023 Planning & Zoning Commission to order at 7:00 PM and announced a quorum. Commissioners Present: Chairperson Michael Biggs Commissioner Rhylan Rowe Commissioner Robert Stevens Commissioner Paul Jablonski Commissioners Absent: Commissioner Terry Kesterson Commissioner Jonathan Poole Vice Chairperson Mike Branum Staff Present: Matt Cox Alicia Santos CITIZEN PRESENTATIONS: Director of Community Development Sr. Administrative Assistant Citizens are allowed four (4) minutes to address the Board regarding an item over which the Board has policy or oversight authority as provided by Texas law, the ethics order, or other policy order. Chairperson Biggs asked if there were any public requests to speak. No public requests to speak were submitted. REGULAR SESSION: 1. Case ME-23-001 (Cook Children's Sign Meritorious Exception) Consider and possibly act on a recommendation to the Town Council on a Meritorious Exception for Cooks Children's generally located at the northeast corner of SH Hwy 114 and Trophy Club Drive addressed as 2300 E Hwy 114, Suite 300. Chairperson Biggs opened the public hearing at 7:01 PM. No public requests to speak were submitted. Director Cox presented staff report and was available to answer questions. Applicant not present. Commissioner Jablonski — inquired about which is the logo. Director Cox — stated Cook Children's is revamping all of their signs and the two top lines was the actual logo. Chairperson Biggs asked if there were any other discussions or questions. There were none. Chairperson Biggs if there was a motion. Commissioner Rowe made a motion to approve, seconded by Commissioner Stevens. Chairperson Biggs called for a vote. The motion passed unanimously 4-0. 2. Case ME-23-002 (Mother's Day Festival Banners Meritorious Exception) Consider and possibly act on a recommendation to the Town Council on a Meritorious Exception for special purpose signs for the Mother's Day Art and Garden Festival to be located at Trophy Club Town Center (PD-30). Chairperson Biggs opened the public hearing at 7:05 PM. No public requests to speak were submitted. Director Cox presented the staff report and was available to answer questions. The applicant was present and available to answer questions. Rowe — curious regarding past events, if the Town has received any push back from people not wanting the signs Director Cox — stated staff is not aware of any push back for any signs. Director Cox also stated we would review any permits and ask for the sign to be removed if there was a concern. Director Cox stated this is not a Town event, but it is a non-profit organization event. Chairperson Biggs asked if there were any other discussions or questions. There were none. Chairperson Biggs if there was a motion. Commissioner Rowe made a motion to approve, seconded by Commissioner Stevens. Chairperson Biggs called for a vote. The motion passed unanimously 4-0. 3. Discussion and direction for amending the special purpose sign ordinance. Cox presented staff report and was available to answer questions. Cox advised there was no staff report, this is an open discussion to request commissioners to email any questions and/or concerns from the Commissioners specifically to special event signs. Commissioners discussed questions and suggestions as follows: 1. Locations of message boards 2. Size consideration (no more than 50 sf) 3. Density and frequency of the signs 4. Staff autonomy 5. Consideration of neighborhood streets 6. Allowing 48 hours for pick-up after event 7. Possibly approving signs on Town Property 8. Consideration of free standing or on structure Chairperson Biggs asked if there were any other discussions or questions. There were none. 4. Take appropriate action regarding January 5, 2023 Planning & Zoning Commission meeting minutes. Chairperson Biggs asked if there was a motion. Commissioner Stevens made a motion, seconded by Commissioner Rowe. Chairperson Biggs called for a vote The motion passed unanimously 4-0. 5. Receive updates on previous cases heard by the commission and active development in Town. Cox provided information regarding Hutchins, they are moving fast and opening soon. Cooks was CO last week and they will have doctors and patients soon. Developer agreement 7H-8H will be going to council, along with Rosati's SUP and 4H presentation will be coming next meeting. Chairperson Biggs inquired about the Trophy Townhomes. Director Cox stated there was no new status. Chairperson Biggs inquired about the 241 Oak Hill property. Director Cox stated the homeowners have decided to appeal and are waiting on engineering plans for demolition. Director Cox brought the discussion to change the time for future P&Z meetings. Commissioners stated they would be open to schedule the future meetings at 6PM. ADJOURN Chairperson Biggs called for a motion to adjourn the meeting, second by Commissioner Rowe, Chairperson Biggs adjourned the meeting at 7:39 PM.
