The Board/Commission is not permitted to discuss or take action on any presentations made concerning matters that are not listed on the agenda. Presentations are limited to matters over which the Board/Commission has authority. Speakers have up to four (4) minutes or the time limit determined by the Presiding Officer. Each speaker must have submitted their request to speak by completing the Speaker’s Form or may email tsmith@trophyclub.org REGULAR ITEMS 1. Consider approval of the December 5, 2023, CCPD meeting minutes. 2. Discussion regarding the Department's Mental Health Program and potential future improvements. 3. Update regarding Police programs. Council Chambers The Crime Control and Prevention District Board of the Town of Trophy Club, Texas, met in a Regular Session on Tuesday, December 05, 2023. The meeting was held within the boundaries of the Town and was open to the public. STATE OF TEXAS § COUNTY OF TARRANT § CCPD BOARD MEMBERS PRESENT: Leo Daniels, Chairman Marc Bartels, Board Member Christopher McAllister, Board Member Christine Udvar-Hazy, Board Member Royce Labor, Board Member CCPD BOARD MEMBERS ABSENT: Heath Williams, Vice Chairman Fred Lohmann, Board Member STAFF AND GUEST(S) PRESENT: Jeannette Tiffany, Mayor Patrick Arata, Chief of Police Bobby Tillman, Police Captain CID Julie Swartz, Administrative Assistant CALL TO ORDER AND ANNOUNCE A QUORUM Chairman Leo Daniels called the meeting to order and announced a quorum at 6:00 p.m. PUBLIC COMMENTS Citizens are allowed four (4) minutes to address the Board regarding an item over which the Board has policy or oversight authority as provided by Texas law, the ethics order, or other policy order. Chairman Daniels asked if anyone wished to address the Board. Mayor Tiffany spoke first relaying her thanks and appreciation to the CCPD Board and all other Boards. She also wanted to impress upon the Board the importance of connecting to the citizens in the community and town. Page 3 of 6 REGULAR SESSION 1. Consider and take action to appoint the CCPD Chair and Vice Chairperson. Board members Marc Bartels and Christine Udvar-Hazy made nominations for Leo Daniels to continue as Chairman and Heath Williams to continue as Vice Chairman of CCPD. All agreed. Members also welcomed the newest Board Member, Royce Labor. Motion approved by a vote of 5-0. 2. Consider and take appropriate action regarding the Crime Control and Prevention District Board Minutes for July 17, 2023. Chairman Daniels called for review of July 17, 2023 minutes. The minutes were reviewed, a motion was made by Christopher McAllister to accept, Marc Bartels seconds. July 17, 2023 minutes approved by 5-0. 3. Consider and discussion of future programs, items and make recommendations. Marc Bartels requested further discussion of golf cart usage and underage kids driving golf carts, which Chief Arata explained is always a concern for the Department. Chief Arata also noted the Fire/Police Academy will continue; he pointed out that where the security/Flock cameras are located, less crime including auto thefts occur. Chief requests that CCPD members begin thinking of ideas regarding community police events and be in contact with him. 4. Receive Police Department update. Captain Bobby Tillman gave an update on the department including personnel information. Explained the latest on catalytic converter theft ring and burglary of motor vehicles.
