Minutes TC 02/24/1986MINUTES OF REGULAR MEETING TOWN OF TROPHY CLUB TROPHY CLUB, TEXAS THE STATE OF TEXAS ) > COUNTY OF DENTON ) The Town Council of the Town of Trophy Club met in Regular Session on February 24, 1986. The meeting was held at the Municipal Utility District Building, 100 Water Plant Road, Trophy Club, Texas. The meeting was held within the boundaries of the Town and was open to the Public. Jim Carter Terry Vance Bettye Dayton George Doran Aldo Martignago Ted Neidenberger Mayor Mayor Pro Tem Council Member Council Member Council Member Council Member Also present were members of the Town staff: John Hill David Nolte Donna Welsh CALL TO ORDER Attorney Town Marshal City Secretary Mayor Carter called the meeting to order at 7:05PM. The Invocation was led by Dr. Jimmy McLeod of the First Baptist Church in Trophy Club. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Scout James Sivco. Mayor Carter stated that James is a member of Scout Troop 328 and lives in Trophy Club. He is also the Patrol Leader of the Cobra Patrol. James has also been selected to attend the Leadership Training Camp during the spring break. CONSIDERATION OF MINUTES Council Member Martignago made a motion to approve the minutes with corrections, Mayor Pro Tem Vance seconded, motion carried unanimously. page 2 PRESENTATIONS BY CITIZENS Mrs. Carole Nolte, 226 Oakmont- Mrs. Nolte expressed concerns over the following items: 1. The home under construction on 222 Oakmont Drive still has debris piled up in front. The builder has failed to respond to a letter that was sent from the City office asking him to clean up the yard. The City Secretary was asked to send a certified letter to the builder and if he does not respond, follow up with a citation from the Sheriff. 2. A mailbox was knocked over on Trophy Club Drive and has not been replaced. It is currently sitting on a small ladder. Mayor Carter stated that this was not in the City's jurisdiction. 3. The shrubs on the corner of Trophy Club Drive and Oakmont Drive are growing up again causing a hazard to traffic. Mayor Carter asked Marshal Nolte to measure the shrubs and if they are over twelve inches deliver a warning to the homeowner. This action was prompted by the homeowner's refusal to accept certified letters from the City concerning the shrubs. Mrs. Nolte told the Council that recently she, Mrs. Jan Clinkenbeard and Mrs. Jennifer Tynes sent out a survey to the residents with questions concerning zoning. Mrs. Nolte stated that the letters sent out were labeled "concerned citizens". She apologized for the committee not signing their names to the surveys. PRESENTATIONS BY COUNCIL -Mayor Pro Tem Vance asked if the signs has been placed on the property that has been zoned commercial. Roger Brown, of Independent American, stated that the signs have been ordered and should be in within the week. -Mayor Pro Tem Vance asked why the street lights have not been put up at the entrances. Mayor Carter stated that all of the necessary paper work had been submitted from the City to Texas Power and Light. He will check with Texas Power and Light to see what the delay is. page 3 -Mayor Pro Tem Vance passed out a schedule for the transfer of duties from the C.I.A. to the City. He asked the Council to review and make comments. -Council Member Dayton expressed concern over the numerous signs being put up in Trophy Club. She asked about the status of the sign ordinance. Mayor Carter stated that the P & Z had not completed the ordinance. He added that he has asked the P & Z to get back to the priority list which includes the sign ordinance. -Council Member Martignago stated that he is checking into the National Flood Insurance Program for the City. He stated that the City would not purchase the flood insurance but by acknowledging the program, residents of Trophy Club that live in a flood plane could obtain the insurance. -Mayor Carter expressed concern over advertising done by Independent American to give away free club memberships with the rental of one of the multi -family housing units. The general consensus of the Council was, they also did not agree with the advertisement, they felt this was out of the realm of City business. -Council Member Doran wanted to know when the next workshop would be held with the P & Z. He was also concerned with the status of the tree ordinance. Mayor Carter stated that the Survey's were being tabulated by Freese and Nichols, and after this is completed a workshop will be scheduled. He also stated that he had asked the P & Z to get back on schedule because many things were pending such as the tree ordinance. -Mayor Carter shared some letters written to him by the second grade classes at Lakeview Elementary. Mayor Carter had visited the school and talked with the students. -Mayor Carter reported to the Council that the Parks and Recreation Committee had reviewed the letter of acceptance from Texas Parks and Wildlife Department. They approved the letter and Mayor Carter signed and returned it accepting the matching funds. -Mayor Carter read a letter from Council Member Doran expressing his regrets in not being able to run for Council this year. A copy of the letter is filed with these minutes. page 4 CONSIDERATION OF RESOLUTIONS/ORDINANCES: The Council considered a Resolution adopting a steering committee study dealing with the upgrading of Texas Hwy~ 114 to a freeway. Mayor Carter stated that Trophy Club, Westlake, Southlake, and Roanoke, along with representatives of the Nelson Bunker Hunt family, I.B.M., and Independent American participated in a 15 -month study of the proposed improvements. This program would be presented for consideration by the State Department of Highways and Transportation Commission and is summarized as follows: 1. Designate State Highway 114 as a controlled -access freeway between Jones Branch in Tarrant County and Interstate Highway 35W in Denton County. 2. Acquire all the right-of-way for the ultimate facility as soon as possible. 3. Expedite approval of privately funded construction of the T.W. King/Sam School Road and Precinct Line Road interchanges with State Highway 114 and utilize state funds in the 10 -year Project Development Plan to initiate main lane improvements. 4. Actively pursue phased construction of the remaining main lane, service road, and interchange improvements between Jones Branch and Interstate Highway 35W. Mr. Rod Kelly, with Barton Aschman and Associates, and Mr. David Dean, Attorney for Independent American, presented two different plans for the Highway. Mayor Carter stated that the State has the final word in the matter. The steering committee has a March 31 deadline to make its recommendations to the State. Mayor Pro Tem Vance made a motion to approve the Resolution as written, Council Member Martignago seconded, motion carried unanimously. EXECUTIVE SESSION The Council adjourned into Executive session. OPEN SESSION Marshal Nolte proposed to the Council that all overnight parking be strickly prohibited. After discussing the proposal the Council approved it unanimously. There being no other business to discuss, the meeting was adjourned.
