The Town Council of the Town of Trophy Club met in Regular Session on
October 27th, 1986 at the Municipal Utility District Building, 100
Water Plant Road, Trophy Club, Texas. The meeting was held within the
boundaries of the Town and was open to the Public.

Mayor Carter called meeting to order at 7:00 P.M.
INVOCATION
The Invocation was offered by Ron Adams, Pastor for the First United Methodist
Church.
PLEDGE OF ALLEGIANCE
Marshall Nolte led in the Pledge. of Allegiance.
PRESENTATIONS BY CITIZENS
Ron Adams, Pastor for First United Methodist Church ask the City Council for a
variance to the Sign Ordinance. He asked if the Church could put up temporary
signs for a Halloween Party.
Council Member Vance made a motion to authorize the signs for the purpose stated
placing one sign at the West Entrance and using the Womens Club Bulletin Board
at the Main Entrance. Council Member Kunkel seconded, motion carried unanimously.

PRESENTATIONS BY CITIZENS
- Mr. Jack Jacobs, 101 Pebble Beach Drive,brought to the attention of the City
Council .the condition.in which the guard house at the main entrance.is in. There
are broken windows at the guard house that need to be replaced or removed from.
The Council agreed to ask Independent American to remove the broken glass from
the guard room and find out who is responsible for the guard house.
PRESENTATIONS BY COUNCIL
- Council Member Vance asked where the City stood on purchasing a flag for the
flag pole at the main entrance. Mayor Carter told Council Member Vance that
Donna Welch and Bill Richardson were working together in finding a flag for the
flag pole at main entrance.
- Council Member Vance stated that he was very anxious to have street signs put
Up or. the streets that are without signs, especially the main thoroughfare,
such as Indian Creek Drive.
-Council Member Vance asked John Hill if he could find the City a sign that
would keep heavy weight trucks off the streets in Trophy Club. John Hill stated
that he believed the maximum weight for the City streets is 23 1/2 tons. John
Hill stated that he would look into this matter.
- Council Member Vance asked if there were anv interested residence in the
audience that would like to become community volunteers for such committees
as Administrative Committee, Parks & Recreation Committee, Public Works
Committee, and Public Safety Committee. Council Member Vance stated that if
there were any volunteers to please contact Donna Welch, City Secretary.
- Mayor Pro Tem Venetoff brought up the issue of a third entrance to Trophy
Club. Mayor Pro Tem Venetoff urgued the council to have the Planning and
Zoning Commission come up with an ordinance that would secure a third entrance
to Trophy Club. Mayor Pro Tem Venetoff made a motion for the Planning and
Zoning Commission to review such an ordinance that would guarantee a third
entrance to Trophy Club.Council Member Vance seconded the motion with an
ammendment that such ordinance coordinate and tie into the Master Plan.
Motion carried unanimously.
- Council Member Kunkel asked for a formal request that the Airport Noise
Committee work more closely with the City of Southlake.
- Council Member Kunkel made a motion to pass Resolution from the Roanoke
Humane Society. Mayor Pro Tem seconded the motion.Motion carried unanimously.
PRESENTATION: R.O. EVANS, CHAIRMAN OF STREETS AND ROADS COMMITTEE TO ADDRESS
THE COUNCIL
Mr. R.O. Evans had many recommendations from the Streets and Roads Committee
to the City Council. He asked the council to look at the original requirements
and specifications. He also suggested to the Council that serious problems be
repaired first. Considerable cost should be expected.Mr. Evans also suggested
that several bids from different companies be taken. Council Member Vance made

a motion to authorize 2 hours to Dan Boutwell with Freeze & Nicoles to research
for information. Mayor Pro Tem Venetoff seconded the motion. Motion carried
unanimously.
CONSIDERATION OF RESOLUTIONS/ORDINANCES: SECOND READING
AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS REQUIRING THE DEDICATION OF
PARK LAND PRIOR TO A SUBDIVISION PLAT APPROVAL BY THE PLANNING AND ZONING
COMMISSION AND THE TOWN COUNCIL; PROVIDING FOR PAYMENT IN CASH IN LIEU OF
SUCH DEDICATION; PROVIDING THE CHARACTER AND MINIMUM AREA OF DEDICATED PARK
LAND; PROVIDING FOR THE MAINTENANCE OF DEDICATED PARK LAND; PROVIDING A
SEVERABILITY CLAUSE; PROVIDING AN EFFECTIVE DATE AND DECLARING AN EMERGENCY.
Mavor Pro Tem Venetoff made a motion to except the ordinance as written.
Council Member Martinago seconded the motion. Council Member Vance asked that
ammendments be made to the Ordinance. Motion then carried unanimously.
UPDATE COUNCIL ON PROGRESS FOR 15 ACRE SITE REQUIRED FOR MATCHING FUNDS
John Sheller, Chairman of Parks & Recreation Committee, told the Council
that the deadline for State Funding Park Land is December 15,1986. Sheller
told Council that the value of the community will grow with park areas.
Mayor Carter and Council Member Martinago meet with San Jasinto about
dedicating park land to the City and is suppose to hear from owners of
San Jasinto sometime this week.
UPDATE COUNCIL ON CONTRACT WITH DENTON COUNTY SHERRIFF DEPARTMENT
David Nolte, Town Marshall, told the Council that he was still pursuing.
and looking into our own Police Department. The City is still paying Denton
County the same amount as last years contract.
EXECUTIVE SESSION
The Council recessed into Executive Session in accordance with Article
6252-17 V.A.T.C.S., to discuss the following matter.
A) Council to consider contemplated litigation relating to underground
utilities.

A) No action was taken concerning comtemF
