The Town Council of the Town of Trophy Club met in Regular
Session on December 12, 1988. The meetinq was held at the
Municipal Building within the boundaries of the Town and was
open to the Public.

CALL TO ORDER
Mayor Carter called the meeting to order at 7:00 p.m.
INVOCATION
The Invocation was led by Mayor Pro Tem Vance.
PLEDGE OF ALLEGIANCE
Council Member Martignago led in the Pledge of Allegiance.
PRESENTATIONS BY CITIZENS
None
PRESENTATIONS BY COUNCIL
Council Member Doran suggested sending a Resolution of
support to the Southlake Dragons High School Football Team.
They will be playing for the State 3A Championship. Mayor
Carter stated that he would send a Resolution from the
Council.
Council Member Hallgren noted how nice the new flag looked at
the entrance.
RESOLUTION: A RESOLUTION OF THE TOWN OF TROPHY CLUB, TEXAS
SUPPORTING THE CONSTRUCTION OF A NEW CONTROLLED ACCESS
FREEWAY ON THE NORTHERN ALIGNMENT CONNECTING INTERSTATE
HIGHWAY 35W AND STATE HIGHWAY 114.
Mayor Pro Tem Vance made a motion to approve the Resolution
as written and stated that Trophy Club still wishes to
support the Southern Bypass as well. Council Member Foley
seconded, motion carried unanimously.
COMMITTEE REPORTS:
PUBLIC WORKS COMMITTEE- Council Member Doran stated that the
Committee is waiting on the common area maintenance contracts
to be returned from Land Design. The committee is also
working on street maintenance, reviewing the cable franchise
contract and working with T.U. Electric reviewing the
requirement for the undergrounding of utilities.
PARKS AND RECREATION- Chairman Roger Williams reported that
the committee will be conducting the bid opening for the park
on December 16th at 2:00 p.m.

The staff reports are filed with the minutes of this meeting.
TOWN COUNCIL TO CONSIDER AN INTERLOCAL AGREEMENT BETWEEN THE
TOWN OF TROPHY CLUB AND THE CITY OF ROANOKE FOR THE PURPOSE
OF PROVIDING LIBRARY SERVICES TO THE CITIZENS OF TROPHY CLUB
AND IMPROVING THE SERVICES OF THE ROANOKE LIBRARY.
Council Member Doran made a motion to approve the agreement
as written, Mayor Pro Tem Vance seconded, motion carried
unanimously.
RESOLUTION: TOWN COUNCIL TO CONSIDER A RESOLUTION AUTHORIZING
THE MAYOR OF THE TOWN TO EXECUTE AN INTERLOCAL AGREEMENT
BETWEEN THE TOWN OF TROPHY CLUB AND THE CITY OF ROANOKE,
TEXAS FOR THE PROVISION OF LIBRARY SERVICES TO THE RESIDENTS
OF THE TOWN.
Council member Doran made a motion to approve the Resolution
as written, Council Member Hallgren seconded, motion carried
unanimously.
RESOLUTION: A RESOLUTION OF THE TOWN OF TROPHY CLUB, TEXAS
AWARDING A DEPOSITORY CONTRACT FOR TOWN FUNDS TO NORTHWEST
BANK, ROANOKE AND TO FIRST NATIONAL BANK 8F GRAPEVINE.

Mayor Pro Tem Vance made a motion to approve the Resolution
as written, Council Member Martignago seconded, motion
carried unanimously.
CONSIDERATION OF ORDINANCES: SECOND READING
A) AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS DECLARING
CERTAIN ACTS TO BE NOISE NUISANCES.
Mayor Pro Tem Vance made a motion to approve the Ordinance as
amended, Council Member Martignago seconded, motion carried
unanimously.
B) TOWN COUNCIL TO CONSIDER AMENDMENTS TO ORDINANCE NO. O 87-
14, SUBDIVISION REGULATIONS, AS AMENDED BY THE PLANNING
AND ZONING COMMISSION.
Mayor Carter stated that Chairman Mike Hamper and Town
Planner Dan Boutwell had suggested re -drafting the
Subdivision Regulations. The administration portion would be
separated from the standards and design. The general
consensus of the Council was to re -draft the ordinance as
recommended.
Council Member Martignago made a motion to table the
ordinance until the Planning and Zoning Commission was ready
to make recommendations for changes to the Council and to
have the ordinance divided into two areas, administration and
standards and design. Mayor Pro Tem Vance seconded, motion
carried unanimously.
