The Town Council of the Town of Trophy Club met in Regular
Session on Monday, February 229 1988 at the Municipal Utility
District Building. The meeting was held -within the --boundaries
of the Town and was open to the Public.

CALL TO ORDER
Mayor Carter called the meeting to order at 7480 p.m.
INVOCATION
The Invocation was given by Council Member Vance.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Jack Jacobs.
CONSIDERATION OF MINUTES
Council Member Vance made a motion to approve -the minutes,of
the February 8th meeting as written, Council Member Foley
seconded, motion carried unanimously.
PRESENTATIONS BY CITIZENS
Mr. Tom Matthews, 8 Winding Creekq asked the Council to
review the ordinances dealing with "trash and litter". Mr.
Matthews stated that some of -the --property in Trophy Club
needs to be cleaned up but the ordinances are not clear on
what constitutes "trash and litter". The Council asked
the Code Enforcement Officer for the Town to review the
ordinances -and see if they can --be more precise.
Mr. Joe May, Candidate for Constable, apologized to the
Council for placing his campaignsignsout-too early. He
immediately removed them the next morning in order to comply
with the Town's sign ordinance.
PRESENTATIONS BY COUNCIL
At the last Council Meeting, -Council Member Kunkel was -asked
to check to see if Parmount was sealing the cracks in the
streets properly. Council Member -Kunkel reported that she had
checked with the Town's Building Inspector and Mr. Larry
Schueline-of-Freese and Nichols. Both -are very pleased with
the work that is being done.
PRESENTATION: MR. HANK THOMPSON OF,CABLEVISION MANAGEMENT,
INC. TO ADDRESS THE COUNCIL.
Mr. Thompson reported to the Council that Cablevision
Management was investing over $250,000 to provide the Trophy
Club/Roanoke area with the newest technology available in
cable television service. The new system will interconnect
Southlake/Trophy Club/Roanoke/and Westlake Systems -.-An
outline of the construction and cost schedules is filed'"With
the minutes of this meeting.
Mr. Thompson also told the Council that the Town offices
would be provided with equipment to place notices and
announcements on a designated cable station. Channel 42''Wi11
be for the Town's use when the new system is implemented.
The Council thanked Mr. Thompson for his presentation.

AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS RELATING TO
GENERAL PENALTY AND CONTINUING VIOLATIONS; PROVIDINGzA
SEVERABILITY CLAUSE; PROVIDING AN EFFECTIVE DATE.
Mayor Pro Tem Martignago made. -a motion -to approvethe
ordinance as written, Council Member Kunkel seconded, Motion
carried unanimously.

A -RESOLUTION OF THE TOWN OF TROPHY CLUB, TEXAS ESTABLISHINGA
NEW DATE FOR TOWN COUNCIL ELECTIONS AND FOR THE TOWN COUNCIL
RUNOFF ELECTIONS; AUTHORIZING THE -TOWN ATTORNEY OR THE -TOWN
SECRETARY TO MAKE A SUBMISSION TO THE U.S. JUSTICE DEPARTMENT
FOR PRECLEARANCE OF THE MAY ELECTIONS PURSUANT TO THE VOTING
RIGHTS ACT; PROVIDING A SAVINGS CLAUSE; DECLARING AN
EFFECTIVE DATE.
Council Member Kunkel made -a motion to approve the -Resolution
as written, Mayor Pro Tem Martignago seconded, motion carried
unanimously.
A RESOLUTION OF THE TOWN COUNCIL OF THE -TOWN OF TROPHY CLUB,
TEXAS, CALLING A GENERAL ELECTION TO BE HELD ON MAY 71 1988s
FOR THE PURPOSE OF ELECTING THREE -(3) COUNCILMEMBERS•FOR TWO
(2) YEAR TERMS EACH FOR SAID TOWN; DESIGNATING THE ENTIRE
TOWN AS ONE ELECTION PRECINCT AND DESIGNATING A POLLING
PLACE WITHIN SAID TOWN; APPOINTING A PRESIDING ELECTION JUDGE
AND AN ALTERNATE PRESIDING ELECTION JUDGE; ESTABLISHING OTHER
PROCEDURES FOR THE CONDUCT OF THE ELECTION; ESTABLISHING A
DATE FOR CANVASSING RETURNS; AND PROVIDING AN EFFECTIVE•DATE.
Council Member Venetoff made a motion to approve the
Resolution as written, Mayor Pro Tem Martignago seconded,
motion carried unanimously.
TOWN COUNCIL TO CONSIDER A CONTRACT FOR HUMANE SOCIETY
SERVICES:
The -Council had reviewed the contract at a previous -meeting.
A copy of the contract is filed with the minutes of this
meet i ng.
Council Member Vance made a motion to approve the contract
with a $4,000.00 fee for services for the first year. Council
Member Foley -seconded the -motion; motion carried unanimously.
Council Member Kunkel made a motion to initiate the contract
on March 1, 1988, Council Member Vance seconded, motion
carried unanimously.
CONSIDERATION OF RESOLUTION:
A RESOLUTION OF THE TOWN OF TROPHY CLUB, TEXAS AUTHORIZING
AND EMPOWERING THE MAYOR OF THE TOWN TO EXECUTE A CONTRACT
BETWEEN THE TOWN OF TROPHY CLUB AND THE HUMANE SOCIETY OF
DENTON AND TARRANT COUNTIES, INC. FOR THE CARE AND CONTROL OF
ANIMALS; PROVIDING AN EFFECTIVE DATE.

PRESENTATION: TREASURER JACK JACOBS TO ADDRESS THE••COUNCIL
CONCERNING REVENUE SOURCES FOR THE TOWN.
Mr. Jacobs reviewed the revenue tsources -the Town has •in the
present budget and other revenue sources that will be
addressed at budget time.

TOWN COUNCIL TO CONSIDER A RESOLUTION APPROVING DENTON
CENTRAL APPRAISAL DISTRICT'S OWNERSHIP OF THE -OFFICE BUILDING
LOCATED AT 3911 MORSE STREET.
Council Member Vance made a motion to approve the.Resolution
as written, Mayor Pro Tem Martignago seconded, motion carried
unanimously.
CONSIDERATION OF ORDINANCES* FIRST READING
AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS ESTABLISHING
REGULATIONS GOVERNING -THE ERECTION AND PLACEMENT OF TRAFFIC
CONTROL DEVICES WITHIN THE TOWN: REQUIRING THAT ALL TRAFFIC
CONTROL SIGNS, SIGNALS AND MARKS -COMPLY WITH THE TEXAS MANUAL
ON UNIFORM TRAFFIC CONTROL DEVICES; REQUIRING COMPLIANCE WITH
SUCH TRAFFIC CONTROL DEVICES ; PROVIDING AN EXCEPTION FOR
AUTHORIZED EMERGENCY VEHICLES; AUTHORIZING THE TOWN MARSHAL
TO ERECT, PLACE AND MAINTAIN SUCH TRAFFIC CONTROL DEVICES -AS
THE TOWN COUNCIL SHALL DIRECT OR AS THE MARSHAL MAY DEEM
NECESSARY TO REGULATE TRAFFIC.
