The Town Council of the Town of Trophy Club met in Regular Session on Monday,
March 28th, 1988 at the Municipal Utility District Building. The meeting was
held within the boundaries of the Town and was open to the Public.

Mayor Carter called the meeting to order at 7:05 p.m.
INVOCATION
Council Member Vance gave the Invocation.
PLEDGE OF ALLEGIANCE
Marshal Nolte led in the Pledge of Allegiance.
CONSIDERATION OF MINUTES
Council Member Vance made a motion to approve the minutes of the February 22,
1988 meeting as written, Mayor Pro Tem Martignago seconded, motion carried
unanimously.
Mayor Pro Tem Martignago made a motion to approve the minutes of the February
29, 1988 meeting as written, Council Member Vance seconded, motion carried
unanimously.

PRESENTATIONS BY CITIZENS:
Ms. Marty Sack, Mr. Ron Wilson and Ms. Georgie Gierkey spoke against the over-
night parking ordinance. The residents felt that large families, college kids
and out of town guests had no alternative but to park on the street.
Mayor Carter pointed out that the deed restrictions have always prohibited
parking on the streets and there are safey reasons for enforcing the ordinance.
Council Member Vance made a motion to return the ordinance to the Public Safety
Committee and the Town Marshal for review with the idea in mind of minimizing
inconvenience to the Citizen's while at the same time providing safety for
emergency vehicles. Mayor Pro Tem Martignago seconded, motion carried unanimously.
Ms. Pearl Ford, 2 Spring Creek Court, asked the Council if anyone is addressing
the possibility of obtaining some type of emergency warning system for the Town.
Mayor Carter stated that the Emergency Management Committee has been looking
into this as well as other emergency procedures for the Town.
Sheriff Randy Kaisner reported to the Council that he had received a letter from
Marshal Nolte noting some areas of the contract that were not being done properly.
Sheriff Kaisner stated that he and Marshal Nolte had met and addressed the
problems and all areas of the contract were being fulfilled to the Town's
satisfaction now.
Commissioner Lee Walker was in attendance and was asked by Ms. Pearl Ford,
a member of the Public Safety Committee, if she felt the Interlocal Agreement•
would be renewed next year if the Town chose to contract again. Commissioner
Walker stated that for the past two years she has voted for the contract
even though she felt the Town should not have to pay "double" for police
protection. She also stated that the Town might be better off if they had
their own department.

Mr. John Hatzenbuhler, who is running for the office of Constable stated that
the office of Constable has a considerable amount of authority. However,
the extent of the services the office can offer depends on the budget for
the department. Mr. Hatzenbuhler stated that if elected, he would work
closely with the local law enforcement.
PRESENTATIONS BY COUNCIL
Mayor Carter stated that he had received a request from the Trophy Club Member
Guest Outing asking the Town to purchase a plaque for a tee box in the amount
of $100.00. John Hill, Attorney for the Town stated that it is a violation of
the Texas Constitution for Towns to make donations. -The Council directed the
staff to write the committee informing them of the laws that prohibit them
from making donations of this nature.
Council Member Kunkel asked the Council to donate their homes for Crime Watch
Meetings. Each street must hold a meeting to explain the program and educate
the residents on how the program works.
STAFF REPORTS
Copies of the Staff Reports are filed with the minutes of this meeting.
Council Member Venetoff made a motion to approve the Financial Statements for
the month of January and February. Mayor Pro Tem Martignago seconded, motion
carried unanimously.
COMMITTEE REPORTS:
PUBLIC WORKS COMMITTEE - Council Member Kunkel stated that a few months ago
she had asked the Municipal District to do a study of the culverts. Some of
the culverts have deteriorated since the street study was done. Council Member
Kunkel will contact the M.U.D. again concerning this.
PARKS AND RECREATION COMMITTEE - Council Member Vance stated that he and the
Mayor, along with Mr. Sheller and the developer were going to Austin to meet
with the Parks and Wildlife Committee. Council Member Vance stated that the
State had accepted the concept plan for the park and the committee forsees
no problem with going ahead with the park. He also stated that Mr. Sheller will
be moving and the Council should seek applications for Chairman of the Parks
and Recreation Committee.
PUBLIC SAFETY COMMITTEE - Mr. Larregui stated that the crime Watch Program was
moving along nicely. Some crime watch signs have already been installed on
several streets. The committee submitted a report on animal control to the
Council and by the next Council Meeting they will present a Resolution to
the Council outlining their duties for the Council to consider.

CONSIDERATION OF ORDINANCES: SECOND READING
AN ORDINANCE OF THE TOWN OF TROPHY CLUB, TEXAS ESTABLISHING REGULATIONS GOVERNING
THE ERECTION AND PLACEMENT OF TRAFFIC CONTROL DEVICES WITHIN THE TOWN; REQUIRING
THAT ALL TRAFFIC CONTROL SIGNS, SIGNALS AND MARKERS COMPLY WITH THE TEXAS MANUAL
OF UNIFORM TRAFFIC CONTROL DEVICES; PROVIDING AN EXCEPTION FOR AUTHORIZED
EMERGENCY VEHICLES; AUTHORIZING THE TOWN MARSHAL TO ERECT, PLACE AND MAINTAIN
SUCH TRAFFIC CONTROL DEVICES AS THE TOWN COUNCIL SHALL DIRECT OR AS THE
MARSHAL MAY DEEM NECESSARY TO REGULATE TRAFFIC; PROHIBITING THE ERECTION AND
PLACEMENT OF UNAUTHORIZED TRAFFIC CONTROL DEVICES.
Council Member Vance made a motion to pass the Ordinance as written and have
the Public Safety Committee review the Ordinance, Mayor Pro Tem Martignago
seconded, motion carried unanimously.
* EXECUTIVE SESSION: Mayor Carter stated that the Council would adjourn into
Executive Session to discuss the following matters:
A) TOWN COUNCIL TO EVALUATE THE DUTIES, ROLE AND FUNCTIONS OF THE PUBLIC SAFETY
COMMITTEE AND THE TOWN MARSHAL.
B) TOWN COUNCIL TO CONSIDER A REPORT FROM THE ADMINISTRATIVE COMMITTEE CONCERNING
PERSONNEL.
OPEN SESSION: Mayor Carter stated that the Town Council was back in open session
at 10:38 p.m. The following action was taken on the two items:
A) The Town Council reaffirmed the roles of the Public Safety Committee and the Town
Marshal as previously stated by the Council. The Marshal is the Chief Law
Enforcement Officer of the Town and the Public Safety Committee serves the
Council to provide input in the areas of Public Safety.
B) The Town Council directed the Mayor to prepare a job evaluation of the Town
Secretary and submit it to them at the next meeting. Council Member Vance
made a motion to accept the job description and salary range as written,
Mayor Pro Tem Martignago seconded, motion carried unanimously.
* Council Member Venetoff left the meeting just before Executive Session due to
a previous engagement.
